    Overview of Hainan Province Geographical Location Situated at the southernmost tip of China, Hainan sees Guangdong across the Qiongzhou Strait to the north, Vietnam across theBeibu Bay to the west and Taiwanacross theSouth China Sea to the east. Its neighbors in the South China Sea include the Philippines, Brunei and Malaysia in the southeast and south. The jurisdiction of Hainan covers Hainan Island, theXisha (Paracel) Islands, theZhongsha (Macclesfield) Islands and the Nansha (Spratly) Islands as well as the surrounding maritime areas, making it the largest province in China in terms of area. Hainan covers a land area (mainly including Hainan Island and Xisha, Zhongsha and NanshaIslands) of 35,400 square km (that of Hainan Island reaching 33,900 square km) and has a maritime area of about 2 million square km. With the outline like an oval snow pear, Hainan Island has a total area of 33,900 square km (excluding the satellite islands), the second largest island only next to Taiwan Island. Qiongzhou Strait, located between Hainan Island and Leizhou Peninsula of Guangdong Province is about 18-nautical-mile wide; while Zengmu Ansha in Nansha Islands is the southernmost territory of China. Administrative Divisions By September 2015, Hainan Province had 27 cities and counties (districts), including four prefectural cities, five county-level cities, four counties, six autonomous counties, eight districts, and 21 townships, 175 towns and 22 sub-district offices (totaling 218).     Xi Jinping’s Address to the Central Conference on Work Relating to Foreign Affairs: Assessing and Advancing Major- Power Diplomacy with Chinese Characteristics Michael D. Swaine* Xi Jinping’s speech before the Central Conference on Work Relating to Foreign Affairs—held November 28–29, 2014, in Beijing—marks the most comprehensive expression yet of the current Chinese leadership’s more activist and security-oriented approach to PRC diplomacy. Through this speech and others, Xi has taken many long-standing Chinese assessments of the international and regional order, as well as the increased influence on and exposure of China to that order, and redefined and expanded the function of Chinese diplomacy. Xi, along with many authoritative and non-authoritative Chinese observers, presents diplomacy as an instrument for the effective application of Chinese power in support of an ambitious, long-term, and more strategic foreign policy agenda. Ultimately, this suggests that Beijing will increasingly attempt to alter some of the foreign policy processes and power relationships that have defined the political, military, and economic environment in the Asia- Pacific region. How the United States chooses to respond to this challenge will determine the Asian strategic landscape for decades to come. On November 28 and 29, 2014, the Central Chinese Communist Party (CCP) leadership convened its fourth Central Conference on Work Relating to Foreign Affairs (中央外事工作会)—the first since August 2006.1 The meeting, presided over by Premier Li Keqiang, included the entire Politburo Standing Committee, an unprecedented number of central and local Chinese civilian and military officials, nearly every Chinese ambassador and consul-general with ambassadorial rank posted overseas, and commissioners of the Foreign Ministry to the Hong Kong Special Administrative Region and the Macao Special Administrative Region.

    IV China and the Law of the Sea: An Update Guifang Xue* Introduction his article examines the practice of the People's Republic of China with re­ Tspect to the 1982 United Nations Convention on the Law of the Sea {1982 LOS Convention),l Two principal areas will be assessed: China's efforts to accom­ modate the challenges of the Convention to its ocean domain as a coastal State and its major maritime legislation to implement the Convention regime. The analysis begins with a brief introduction of China's maritime features and a review of its basic stance toward the Convention. This is followed by a discussion of the major challenges China encountered while establishing its ocean domain based on the Convention regime. China's efforts in implementing the 1982 LOS Convention through national legislation are examined to assess the consistency of that statu­ tory framework with Convention requirements. Finally, conclusions are drawn from China's law of the sea practice. It is shown that China, fo r its part, has been accelerating domestic procedures with a view to enabling it to comply with Con­ vention requi rements. However, China's maritime practice has not been wholly consistent with Convention provisions. At the same time, China's oceans policy adjustments indicate a move away from its previous position as solely a coastal .. From 2010 to 2013 she was an Australian Post-doctoral Fellow in the School of Social Science at La Trobe University and is currently a Research Fellow in the Asia-Pacific Centre for Social Investment and Philanthropy at Swinburne University. She is the author of Making Chinese Australia: Urban Elites, Newspapers and the Formation of Chinese-Australian Identity, 1892–1912 (Monash University Publishing 2013). Her polished bilingual research skills have made a significant contribution to our understanding the Chinese-Australian urban elite in a transnational setting. Judith Brett is an Emeritus Professor at La Trobe University. She has written extensively on the history of non-labour politics in Australia, including on the history of the Liberal Party and on ideas of citizenship. Her books include Robert Menzies’ Forgotten People (Macmillan 1992) and Australian Liberals and the Moral Middle Class: From Alfred Deakin to John Howard (Cambridge 2003). Michael Cole Prospects & Perspectives No. 15 April 8, 2021 O n March 18, Secretary of State Antony Blinken and National Security Adviser Jake Sullivan met in Anchorage, Alaska, with Chinese Foreign Minister and State Councilor Wang Yi and Yang Jiechi, director of the Central Foreign Affairs Commission of the Chinese Communist Party. As the participants concluded their opening remarks, it was already clear that relations between China and the U.S. are heading straight for turbulence. Rather than display the kind of flexibility that the Chinese undoubtedly had expected from their American counterparts, Blinken and Sullivan held firm on China’s destabilizing behavior and threatening posture toward the South China Sea, Taiwan, Xinjiang, and Hong Kong, among other issues. For their part, Wang and Yang were uncharacteristically (for this kind of setting) smug, mixing implacability with victimhood and moral equivalence.

FERRY* This article examines the sensation a young group of woman writers are causing in 1990s China. Variously named the ‘New, New Generation’, or Glam Lit writers, these women have received critical attention from the literary field and the market. While critics debate the seriousness of their literature, publishing houses are producing their literature at a rapid pace. A governmental ban on the works of two authors, Zhou Weihui and Mian Mian, has fueled readership of black market copies and spurred commentary on the Internet. I argue that the unbridled female sexuality that fuels the sensation of these writers is driven by the publishing market and cultural production, with the complicity of women authors themselves.
