Ce rendez-vous désormais incontournable et attendu se déroulera en deux temps. Vendredi 16, les élèves des écoles de Champagne-Mouton, Chasseneuil, Lussac, Nieuil, Saint-Claud et Saint-Mary soit 500 enfants auront ainsi l’opportunité d’approcher le monde du spectacle grâce à un travail de sensibilisation en amont réalisé avec les enseignants qui ont participé à la programmation. A l’affiche pour les écoliers la compagnie « Le Monde à l’envers » avec une dompteuse de bulles qui offrira un numéro où se conjuguent théâtre, poésie et ballets de bulles de savon. However, in foreign and security policy, and in certain areas of his Europe policy, this aspiration has rarely been fulfilled. ∎ The main reasons are structural changes in international relations, which the French and German sides have reacted to differently. Paris is looking for new ways of preserving its autonomy in defence policy and of filling the strategic vacuum that has been created by the waning US interest in Europe and its periphery. Berlin emphasises the development of NATO and the EU as fundamental organisations for German foreign policy. ∎ Reconciling bilateral interests is also complicated by national solo efforts, indifference, and inadequate exchange of experience. ∎ The first precondition for intensifying bilateral cooperation is for Paris and Berlin to conduct a comprehensive review of the international con- flict situation in their existing cooperation formats as regards foreign and security policy. The two governments need to discuss openly to what extent their national interests are concerned, and then determine con- crete measures. ∎ Second, they must refrain from national solo efforts and be sensitive to the other’s pressure points in foreign, security and Europe policy. Politicians often predict things that don’t actually happen while they unwittingly trigger events that they had not foreseen. This is why I will limit myself to sharing with you one thought, four convictions and one wish that I hope won’t be wishful thinking. At that time, he intended to J throw the ball back to member states to decide on the path of integration, after several backlashes against his initiatives to move integration forward. Side- lining the European Commission and its proposals to tackle the euro and refugee crises, member states have reinforced the dynamics of an intergovernmental Un- ion. In Juncker’s mind, it was about time that member states worked to avoid the risk of disintegration (scenario 2 of the White Paper), conscious that the appetite for a federal Union was low after Brexit (scenario 5). The criticism came from those who argued that, if Juncker’s Commission was the “most political”, presenting disintegration as a plausible scenario was a danger- ous move. Instead, Juncker should have proposed a way forward, making full use of the Commission’s right of initiative and not opened a debate on the future of Europe, as think tanks tend to do. Between then and his annual ‘State of the Union’ speech, which he delivered on 13 September, a constellation of forces has gathered behind multispeed Europe (scenario 3). Emmanuel Macron’s election in France and the slow but steady ac- ceptance of the formula by Angela Merkel has increased the prospects of reform in this direction.
