Tweet about this Remembering VGE Le Monde provides a brief biography of the former French president, who passed away on Wednesday as a result of a Covid-19 infection. At the age of 36, Giscard was appointed Minister of Finance and Economic Affairs under Georges Pompidou. In 1974, he ran in the 1974 presidential elections, defeating Jacques Chaban-Delmas and François Mitterrand and thus becoming the youngest President of the Republic since 1848. During the campaign, he established himself as a modern, dynamic politician, embodying renewal in the face of his rivals. His “advanced liberal society” entailed new laws such as the decriminalisation of abortion and the right of referral to the Constitutional Council. His international policies are marked by his strengthening of European unity. Together with German Chancellor, Helmut Schmidt, Giscard influenced the creation of the European Council in December 1974. Following the 1989 European elections, Giscard entered the European Parliament. During his years in Brussels, he served as President of the European Movement International until 1997. On May 29, 2003, he received the ‘Charlemagne Prize’ for having "advanced the unification process" in Europe. What she quite fails to understand is that many western women who wear short skirts and sexy clothes are not half as emancipated as fashion diktats lead us to believe. -

France’s Foreign and Security Policy under President Macron The Consequences for Franco-German Cooperation Stiftung Wissenschaft und Politik German Institute for International and Security Affairs SWP Research Paper 4 May 2021, Berlin Abstract ∎ French President Emmanuel Macron has announced his goal of revitalis- ing Franco-German relations and founding a “new partnership” between Paris and Berlin. However, in foreign and security policy, and in certain areas of his Europe policy, this aspiration has rarely been fulfilled. ∎ The main reasons are structural changes in international relations, which the French and German sides have reacted to differently. Paris is looking for new ways of preserving its autonomy in defence policy and of filling the strategic vacuum that has been created by the waning US interest in Europe and its periphery. Berlin emphasises the development of NATO and the EU as fundamental organisations for German foreign policy. ∎ Reconciling bilateral interests is also complicated by national solo efforts, indifference, and inadequate exchange of experience. ∎ The first precondition for intensifying bilateral cooperation is for Paris and Berlin to conduct a comprehensive review of the international con- flict situation in their existing cooperation formats as regards foreign and security policy. The two governments need to discuss openly to what extent their national interests are concerned, and then determine con- crete measures. ∎ Second, they must refrain from national solo efforts and be sensitive to the other’s pressure points in foreign, security and Europe policy. The Franco-German Parliamentary Assembly needs to urge the executive of both countries to fulfil the Élysée Treaty and the Aachen Treaty. -

I will therefore share thoughts in all humility. One area to which the precautionary principle should definitely apply is politicians’ speeches. Politicians often predict things that don’t actually happen while they unwittingly trigger events that they had not foreseen. This is why I will limit myself to sharing with you one thought, four convictions and one wish that I hope won’t be wishful thinking. My thoughts go out to the families who have been affected by the pandemic and who are grieving for a loved one. My thoughts go out to those who are in pain. They extend to caregivers, nurses, hospital staff, all those remarkable men and women who are close to burn out, yet who still devote themselves to us. In France, as everywhere else in Europe, we have made a clear choice: health takes precedence over the economy. Health comes first and will always come first. It’s about self-respect. It’s about dignity. It is reflected in the decisions the French President Emmanuel Macron took yesterday. I also want to share four convictions. A la mémoire de Michel Rocard Chen Yan Le Forum Chine-Europe, qui a vu le jour en octobre 2005, est entré dans sa 11ème année d’activités. Depuis le premier forum organisé en 2005 à Nansha (Chine), le Premier ministre Michel Rocard a participé à toutes les principales activités du Forum. En tant que fondateur, il nous a guidés non seulement avec sa sagesse, mais a aussi accompagné personnellement le parcours du Forum. Le matin du 27 juin dernier, j'ai envoyé un courriel à M. Rocard, afin de lui demander des conseils sur l’organisation du dialogue entre les fondations vertes chinoises et européennes que nous préparons dans le cadre du Sommet Climate Chance à Nantes en septembre 2016. Dans l'après-midi, un message de sa secrétaire m’est parvenu m’informant que l’état de santé de Michel Rocard étant fragile, il ne pourrait pas participer aux activités du Forum, mais tenait à nous souhaiter beaucoup de succès pour cet événement. J’ai eu un mauvais pressentiment et appelé Paul Tran Van Thinh, le Président de l'Association du Forum Chine Europe, également l’un des fondateurs du Forum. Paul et Michel étaient anciens camarades de classe à l'École nationale française de l'Administration (ENA). Pendant des décennies, ils ont partagé les mêmes positions et une même voix. Le 29 juin, lorsque Paul nous a informés que Michel Rocard était gravement malade à l'hôpital, je fus saisi d’une profonde inquiétude. Le 2 juillet, M. Rocard nous a quittés, son courrier du 27 Juin se révéla être un adieu au Forum, et nous laisse dans une profonde tristesse ! La mort de Michel Rocard a suscité un choc dans le milieu politique français. -
