International Investment Bank Transition Country Strategy
INTERNATIONAL INVESTMENT BANK TRANSITION COUNTRY STRATEGY Moscow, August 2015 Introduction This Transition Country Strategy for Hungary (hereinafter – the Strategy or the Country Strategy) is aimed at restoring the key elements of cooperation between the International Investment Bank (hereinafter – the IIB, the Bank) and Hungary, taking into account the renewal of the country’s membership in the Bank under the resolution adopted at the 102nd Meeting of the IIB Council (20-21 November 2014, Sofia). The Country Strategy for Hungary is drawn up based on the Bank’s Corporate Development Strategy for 2013-2017 approved at the 97th Meeting of the IIB Council, and the IIB Business Plan for 2013-2017. The implementation of the Strategy should ensure the exploitation of the IIB’s full potential as a multilateral development bank to contribute towards Hungary’s social and economic development, prosperity of its people and stronger trade and economic ties between the member states of the Bank. The Strategy has been elaborated in full accordance with the IIB’s mission and objectives and has taken on board the best practices in the field of strategic planning adopted by multilateral banks for development. Macroeconomic environment In 2013, Hungarian GDP growth became balanced and this trend continued in the recent quarters. Latest data confirm that Hungary is on the right track as the structure of GDP became stable and sustainable. This is proven by the better and better growth dynamics of all sectors. It is important to stress out that this dynamic growth rate has been achieved in parallel with favorable internal and external balance path. -

Novoszáth Péter A MODERN VÁROSOK PROGRAM KERETÉBEN MEGVALÓSULÓ REPÜLŐTÉRFEJLESZTÉSEK A Modern Városok Program keretében 5 megyei jogú városban kerül sor helyi regionális repülőtér fejlesztési pro- jektek támogatására. A Debreceni Nemzetközi repülőtér technikai fejlesztése keretében új II. kategóriájú műszeres leszállító rendszer (ILS) kiépítésének és fenntartásának támogatására. A Székesfehérvár-Börgönd repülőtér és ipari terület fejlesztésére. A kecskeméti repülőtér közös felhasználású (katonai-polgári) célú használatára irányuló fejlesz- tési tervek megvalósítására. A békéscsabai repülőtér futópályájának meghosszabbítására, illetve a repülőtér egyéb műszaki fejlesztésére vonatkozó tervek megvizsgálására, amely eredményeként javaslat készülhet e fejlesztések meg- valósításának támogatására. A szegedi városi repülőtér további működéséhez szükséges fejlesztési lehetőségek vizs- gálatára, és az alapján javaslat készítésére a fejlesztések támogatása érdekében szükséges intézkedésekre a Kormány számára. E tanulmány fő célja e projektek részletesebb bemutatása a szélesebb szakmai közvélemény számára. Additions and corrections are welcome at [email protected] Arado Ar 234 "Blitz" in Soviet service Soviet troops captured one example of the world's first jet bomber in northern Germany in spring 1945 (Russian sources state that it was found at Pütnitz in March, but Pütnitz was occupied by the Red Army only on 2 May). The aircraft underwent short trials at Rechlin in early 1946, but suffered from repeated engine problems. As the Soviet specialists involved in the trials were not impressed by the "Blitz" they refrained from sending it to the Soviet Union. It is probable that further Ar 234s (especially of the Ar 234C-3 version) fell into Soviet hands when the Red Army captured the Arado factory at Alt-Lönnewitz (Brandenburg) on 24 April 1945. One Russian source states that one Ar 234B and one Ar 234C were despatched to the Soviet Union where they underwent comprehensive study - in particular, one of the aircraft was thoroughly examined by BNT, the Bureau of New Technology. Hungarian Rhapsody Personalities Compiled by Chip Saltsman The battles in Hungary during late 1944 and early 1945 featured an interesting cast of characters, some for their infamy and some for the mark they would make on the world stage in the years after the war. Leonid Brezhnev (December 19, 1906 - November 10, 1982) – Major General Leonid Brezhnev (center figure in the photo), is the future leader of the Soviet Union from 1964 until his death in 1982. Helped in his rise by political patron Nikita Khrushchev, Brezhnev was the Political Officer of the 18th Army in the Caucasus, particularly supporting their landings at Novorossiysk (about which he wrote a book named “The Little Land”). During the Hungarian Rhapsody Campaign, Brezhnev was the Chief of the Political Directorate of the 4th Ukrainian Front (the white frame units in the northern part of the map). Oskar Dirlewanger (26 September 1895 – 7 June 1945) was arguably the evilest man in the Nazi SS. Dirlewanger served in France during World War I, was wounded 6 times, and apparently emerged shattered by the frenzied violence and barbarism of years in the trenches. This, combined with an amoral personality, alcoholism, and sadistic sexual orientation, determined his path to “terror warfare” in the Second World War. He was a member of the Freikorps and active with the SA between the wars, embezzling money from his employers which he funneled to the SA. He fought in the Spanish Civil War as a member of the Condor Legion, and was wounded three more times. At the start of World War 2, he joined the Waffen SS with the rank of Obersturmführer (first lieutenant), and eventually became the commander of the so-called Dirlewanger Brigade. -
The Political Economy of Illiberalism
The Political Economy of Illiberalism: A Relational Class Analysis of the Tensions between Capitalism and Democracy in Hungary Gabor Scheiring Abstract Using the strategic case of Hungary the article presents a relational political economy of illiberalism. Reorienting the scholarship on democracy and capitalism the article focuses on how the post-socialist dependent capitalism institutionalised in Hungary affected the chance of reaching democratic consolidation. Using a mixed method process tracing framework, analysing macro-social data on the erosion of the social base of democratic legitimacy, presenting a quantitative content analysis of policy elite members’ biographies as well as three case studies the article analyses two interrelated dimensions of the exhaustion of dependent development. First, the study analyses how the collapse of the social structures of legitimation in the liberal transition regime led to the rightward turn of the working middle class as a necessary but not sufficient condition of the illiberal break-through. Second, the article demonstrates how the polarisation of the economic elite and the growing frustration of the national capitalist class contributed to the illiberal breakthrough. The results demonstrate the different class composition of left and right wing governments as well as how the national bourgeoisie uses the illiberal state to further its own accelerated capital accumulation. The most important theoretical implication of the article is that the social theory of illiberalism has to account both for the tensions among the working middle class and among the economic elites as interrelated processes. Ultimately the paper contributes to re-evaluating the relationship between capitalism and democracy pointing out structural tensions conducive to illiberalism.
