• IRA is an inherent aspect of command authority, to include State National Guard command authority exercised under State law • IRA provides commanders with the authority to take action that saves lives, prevents human suffering, and mitigates extensive property damage when time limits do not allow for approval from higher headquarters • Utilized by NG commanders to minimize response time and maximize efficiency of readily available resources to provide assistance • There is a request for assistance from a competent civil authority, i.e. fireman, law enforcement officer, mayor, or other verified civil official • Time does not allow for approval from higher command authority • Commanders may provide IRA by temporarily employing resources under immediate control without supplemental direction
