    The Seaforths and the Strikers: Nanaimo, August 1913 REGINALD H. ROY During the course of its long history, the Canadian Military1 has been called out "in aid of the civil power" on numerous occasions. More recently floods and forest fires have been major causes, but earlier in this century "aid to the civil power" frequentiy meant supporting local police who were unable to cope with the unrest or disorder caused by a major strike. This particular type of aid was probably the most disliked task a militia regiment might be called upon to perform. Strikes by miners in the Nanaimo area had resulted in the militia being called out in 1877 and again in 1890. Twenty-two years later, in 1912, a series of events took place which once again set the miners against the managers and owners of the coal mines in the area. In part the miners were striving for union recognition, they wanted greater safety precau­ tions in the mines, and there were a number of other issues which the miners felt must be resolved. In September the strike began, and as usual it was met by management with the hiring or retention of non-union workers together with the employment, from Victoria and elsewhere, of a large number of special constables to protect the property of the mining companies. As the months dragged on the situation got uglier. There were confron­ tations and constant threats between the strikers and the working miners. By the late summer of 1913, following riots, arson and "shoot-outs," the situation was such it was obvious that law and order could no longer be maintained either by the local police or the special constabulary.

Scottish military heroes as William Wallace (1272-1305) and King Robert the Bruce (r. 1306-1329), who fought the English during the Wars of the Scottish Independence in the late thirteenth and early fourteenth century, remain household names many centuries after their death. Tales of the latter’s victory over King Edward II of England at Bannockburn (1314) or the decisive defeat of the Jacobite Pretender Charles Stuart at Culloden (1746) are anything but forgotten in Scotland today.1 The ‘soldier of fortune’ was Scotland’s main export product long before whiskey or jute. Already by the thirteenth century Scottish soldiers were well-known abroad for their martial qualities and many served the European kings as mercenaries.2 After the union of Scotland and England in 1707 many Scots also served Great Britain.

    Private Cyril LeMessurier (Number 129424) of the 72nd Battalion (Seaforth Highlanders of Canada), Canadian Expeditionary Force, is buried in Contay British Cemetery: Grave reference VII.A.2. (Right: The image of the shoulder-flash of the 72nd Battalion (Seaforth Highlanders of Canada) is from Wikipedia.) (continued) 1 His occupation prior to military service recorded as that of a warehouseman, Cyril LeMessurier appears to have left behind him little if any information a propos his movement from the Dominion of Newfoundland to the Canadian province of British Columbia. It appears, however, that some of the family - he, his parents and some of his siblings - were already resident there during or about the time of the Great War. It was in Vancouver, on September 2 of 1915, that Cyril LeMessurier presented himself for enlistment. Pay records confirm that it was on this day that the Canadian Army began to remunerate him for his services to the 6th Regiment (Duke of Connaught’s Own Rifles) of the Canadian Militia by whom he had been taken on strength on that same September 2. That particular posting lasted a bare two weeks before Private LeMessurier, on September 15-16, was transferred to the 72nd Regiment (Seaforth Highlanders), also a unit of the Canadian Militia. The Militia, however, had been organized for the defence of the nation and therefore it was forbidden to operate outside the borders of the country. While such units were permitted to recruit, and indeed were encouraged to do so, those who volunteered were often then transferred to the new Overseas Battalions which were being organized.
