This process comprises of a series of longitudinal studies commencing in January 2015, three full years before the European Capital of Culture year, and running through to 2019, thereby capturing data before, during, and in the immediate aftermath of Valletta holding the ECoC title. This process is divided into five themes: 1. Cultural & Territorial Vibrancy 2. Governance & Finance 3. Community Inclusion & Space 4. The Tourist Experience 5. The Valletta Brand This research is a collaborative, mixed-methods process, involving a number of public entities, collecting and analysing data primarily of a quantitative nature, as well as independent researchers working with data that is predominantly qualitative. These entities and researchers constitute the Valletta 2018 Evaluation & Monitoring Steering Committee, that was set up to manage and implement this research process. This research process was coordinated by the Valletta 2018 Foundation’s Research Department. As in recent years, Heritage Malta has once again laid down a number of events and activities all diverse and yet all thought to generate interest and nurture knowledge with regard to the rich heritage in the Agency’s care. From workshops to lectures and thematic events, and from open days to re-enactments and curator’s tours, the complete array enclosed in this calendar bears witness to the Agency’s commitment in making our patrimony accessible to all in a truly edutaining way. The variety enclosed in this calendar or programme lies also in the diversity of the museums and sites in which the events are being organised. Whether a national museum, a conservation laboratory, a dominating fort, a labyrinthine catacomb or a world heritage temple, each and every location serves as the perfect backdrop to the particular event, but most of all is in itself an important ingredient in making the same event unique. The Foreign Minister met with his Turkish counterpart Mevlüt Çavuşoğlu in Ankara on Tuesday, with the two exchanging views about the impact of the unfolding Libyan scenario on migration, and the need for more concerted efforts to disrupt the business model of human smugglers and traffickers. Bartolo stressed that there is no alternative to the peaceful resolution of the Libyan conflict, and augured that the parties involved would arrive at a lasting ceasefire for the common good of the Libyan people. The minister elaborated that the solution to the situation in Libya should be Libyan-led and should preserve a single and united country, in the hands of the Libyans themselves. Events in Libya were resulting in dire consequences on Malta and the rest of Europe, Bartolo said, as he emphasised that peace and stability in Libya would translate into peace and security in the Mediterranean as well as in Europe. This made it urgent for the EU to facilitate and provide active support to the resolution of the conflict.

The importance of citizen participation is confirmed by previous research on European Capitals of Culture, such as the Palmer report of 2004 which cited local involvement and the importance of the historical, cultural, social and economic context of the city as two factors that commonly promote success (Palmer-Rae Associates, 2004, p. 152). Likewise, the 2013 report by Garcia and Cox notes that not only is “the engagement of local communities and the city’s public” considered important at the bidding stage, but engagement from both stakeholders and the public is an “indicator of potential success in delivery”, and “reflects the concept of ECoC as a catalyst for change beyond the delivery of cultural activity” (Garcia & Cox, 2013, pp. 63-64). The same literature sheds light on how social questions, nevertheless, tend to be marginal to most European Capitals of Culture, while “profile raising and improving the city’s image” are considered to be more central concerns (Palmer-Rae Associates, 2004, p. 136). Furthermore, apart from an increase in audiences and on the engagement of diverse audiences, there is a “significant absence of real evidence relating to the social impact of ECoCs” (Garcia & Cox, 2013, pp. 113). Thus this research project intends to contribute towards addressing this lacuna in the literature.
