    Review of: Margaret Conrad, George Nowlan: Maritime Conservative in National Politics. Toronto: University of Toronto Press, 1986, 357pp. in New Maritimes, Vol. 6, No. 3 (November, 1987): 14-15. Much of Nova Scotian politics has to do with roads. While miles of new pavement in Kings North have fed rumours of a fall provincial election, so too has the comparative neglect of Kings South which had the audacity of returning an NDPer. Reading Margaret Conrad's biography of George Nowlan makes these recent shenanigans seem depressingly familiar. The book can be conveniently divided into three parts. The initial part is concerned, first, with Nowlan's involvement in provincial politics, and culminates in his election to the House of Commons in 1948 (p. 101). Approximately the middle third of the book is details his work as an opposition member and National President of the Conservative Party, and concludes with his appointment as Minister of National Revenue in the Diefenbaker Cabinet (p. 188). The last part of the book deals with his role as the chief Cabinet mediator and backroom politician, and culminates in his death, in 1965, once again a member of the opposition. Conservative or conservative? As Conrad describes him, Nowlan was a bundle of contradictions, leading him to be the champion of compromise and mediation rather than a strong protagonist in policy debates. One of these ironies can be found in Nowlan's choice of political parties. Conrad describes him on many occasions as being ambitious (e.g. pp. 17, 25, 289). A son of a small business family, Nowlan adopted the increasingly common route of education to increase his opportunities and subsequently became a new petty bourgeois professional by studying law.

    184 Acadiensis "Bias of Prairie Politics" almost 40 years ago.37 There are regional experiences, and there is a national experience; they are not (or at least not yet) mutually exclusive. Historians who would write 'national' histories of Canada must come to terms with both. Papers like this one always conclude with platitudes, so let me reach new heights of scholarship by quoting someone else's platitude. The historian I am about to cite, Walter N. Sage, has disappeared down the historiographical memory hole; he is so obscure today that his name doesn't even appear in the index to Carl.Berger's The Writing of Canadian History. In 1937, as the chair of the UBC history department, he unsuccessfully urged the members of the Canadian Historical Association to consider a regional approach. His message, scorned a half-century ago, bears repetition: Canada is...a federation of five cultural areas, each distinct, each possessing its own traditions, and each making its own contribution to the common whole.
