Commodore Siddharth Mishra (Retd), CMD, BDL presented a model of the new products to Hon’ble Raksha Mantri Shri Rajnath Singh during a ceremony held as a part of Aero India - 2021 in the presence of Chief of Integrated Defence Staff, Chief of the Indian Army and Navy, Secretary (Defence Production), Ministry of Defence, Secretary Department of Defence R &D and Chairman, DRDO, Air Officer Maintenance and other dignitaries. Garudastra is an advanced anti submarine self guided state of the art homing torpedo being designed and developed by NSTL, DRDO with BDL as the development partner. Dishani, an expendable air-deployed ASW sonobuoy system being designed and developed by NPOL, DRDO. BDL is the development partner for Dishani. BDL has entered into Memorandum of Understanding (MoU) / agreements during Aero India - 2021 with foreign and Indian firms namely Naval Group, L&T MBDA Missile Systems Ltd, a Joint Venture between L&T and MBDA, Rafael Advanced Defence System Ltd (Naval Division), Thales, UK, Roxel, France, STE "SPETSTECHNOEXPORT", Ukraine, EMCO, Bulgaria, Bharat Forge Limited, Dhruva Space Pvt Ltd., Skyroot Aerospace Pvt Ltd., Analinear Design Technologies Pvt Ltd., Tonbo Imaging Indian Pvt Ltd. & Binford Research Labs Pvt Ltd. CMD, BDL, Commodore Siddharth Mishra, (Retd) stated “BDL, as a part of its Global Outreach, is endeavouring to forge alliance with foreign companies. About this Report This Report of the Comptroller and Auditor General (C&AG) of India relates to matters arising from Compliance Audit of the financial transactions of the Public Sector Undertakings (PSUs) under the administrative control of Ministry of Defence (MoD), Government of India for the year ended 31 March 2016. This Chapter provides profile of the PSUs along with planning and extent of audit. Chapter II relate to present findings/observations arising out of the performance audit of Construction and Delivery of Anti Submarine Warfare (ASW) Corvettes by Garden Reach Shipbuilders and Engineers Limited and Chapter III relate to individual findings/observations arising out of the compliance audit of PSUs under the Ministry. 1.2. Authority C&AG conducts audit of Defence Public Sector Undertakings of Government of India under Section 19-A of the C&AG’s (DPC) Act, 1971 and the relevant provisions of Indian Companies Act, 2013. 1.3. Planning and Conduct of Audit Audit has been conducted in accordance with the principles and practices enunciated in the Auditing Standards and performance audit guidelines promulgated by the C&AG. The audit process starts with the assessment of risk of the PSUs. Based on this risk assessment, the frequency and extent of audit are decided. 1.4. Issue III | November 2010 DPSUs: Self Reliant or Redundant Introduction India’s defence spending has grown manifold since the country announced its first defence budget in 1950, to USD 32 billion in the year 2010-2011. 1 Of this, approximately 40% relates to capital expenditure which is currently driven by equipment modernization programmes in each of the armed forces. India currently procures approximately 70% of its equipment needs from abroad, but the government aim is to reverse this balance and manufacture 70% or more of its defence equipment needs in India. India has 8 Defence Public Sector Undertakings ( “DPSUs” ) under the control of the Ministry of defence ( “MoD” ). These DPSUs together with 40 Ordinance Factories form the backbone of India’s defence production. The growth of DPSUs in terms of range and depth of production has not corroborated with the requirements of the armed forces. This is evident from huge import of weapons by India. This bulletin makes an attempt to examine the role of DPSUs in the context of India’s aim of self-reliance in the defence production. 1. Defence Production in India India maintains a defense industrial base principally owned by the government. Post independence, industrialization was considered to be the base of growth and since then the government has owned a large fraction of the industries and also tightly regulated the private sector. India believed that public ownership was necessary to ensure developments that would benefit the entire country. India’s defense industrial capacity lies in three main classes of enterprises: the Ordinance Factories, the DPSUs, and, to a much lesser extent, private sector manufacturing establishments.
