U.S. foreign assistance has always had the twofold purpose of furthering America’s interests while improving lives in the developing world. The MSI, now in its 12th year, is one of the world’s most in-depth recurring studies of media health in the world. IREX Ideveloped the MSI to fill provide a complete picture of the development of sustainable, independent media. Looking beyond issues of free speech, the MSI aims to understand the degree to which the journalist corps is emerging as objective professionals, whether media firms can sustain robust news operations, and whether civil society supports the fourth estate. This year, we saw again how changes in government in this region, such as those in Georgia and Russia, can create profound impacts on business, civil society, and ultimately, the media itself. Our analysis is available in the Executive Summary that follows. How does the MSI make a difference in the lives of citizens in each country? The MSI measures a number of contributing factors of a well-functioning media system and considers both traditional media types and new media platforms. This level of investigation allows policymakers and implementers to analyze the diverse aspects of media systems and determine the areas in which media development assistance can improve citizens’ access to news and information. Armed with this essential knowledge, citizens can help improve the quality of governance through participatory and democratic mechanisms, and help government and civil society actors devise solutions to pervasive issues such as poverty, healthcare, conflict, and education. How does the MSI aid journalists and independent media supporters realize the improvements they seek? The MSI provides important—and useable—information for the media and media advocates in each country

Communication Studies History and Development of the Communication Regulatory Agency in Bosnia and Herzegovina 1998 – 2005 (247 pp.) Director of Thesis: Gregory Newton During the war against Bosnia and Herzegovina (B&H) over 250,000 people were killed, and countless others were injured and lost loved ones. Almost half of the B&H population was forced from their homes. The ethnic map of the country was changed drastically and overall damage was estimated at US $100 billion. Experts agree that misuse of the media was largely responsible for the events that triggered the war and kept it going despite all attempts at peace. This study examines and follows the efforts of the international community to regulate the broadcast media environment in postwar B&H. One of the greatest challenges for the international community in B&H was the elimination of hate language in the media. There was constant resistance from the local ethnocentric political parties in the establishment of the independent media regulatory body and implementation of new standards.

Prospects for a better 2019 year are increasing for a majority of those surveyed in Africa (typically quite an optimistic region despite living conditions), in India, in non-EU Europe, in the USA and in Latin America. Conversely, we also see more pessimism about the year ahead in the Middle East, in Russia, and to an extent in Western Europe. Over all optimism for the new Year traditionally prevails in the majority of the countries around the world with the exception this year of Turkey, Serbia, UK, Poland, Czech Republic, Russia, Bosnia (BiH), Bulgaria, Hong Kong, France, Italy, Lebanon, Jordan and Republic of Korea. Reconstruction of the media system – aimed at developing free, independent and pluralistic media – was an important part of reform processes. After 13 years of democratisation eff orts, no one can argue that a new media system has not been put in place. Th e system is pluralistic; the media are predominantly in private ownership; the legal framework includes European democratic standards; broadcasting is regulated by bodies separated from executive state power; public service broadcasters have evolved from the former state-run radio and tel- evision company which acted as a pillar of the fallen autocratic regime. However, there is no public consensus that the changes have produced more positive than negative results. Th e media sector is liberalized but this has not brought a better-in- formed public. Media freedom has been expanded but it has endangered the concept of socially responsible journalism. Among about 1200 media outlets many have neither po- litical nor economic independence. Th e only industrial segments on the rise are the enter- tainment press and cable channels featuring reality shows and entertainment. Th e level of professionalism and reputation of journalists have been drastically reduced. Th e current media system suff ers from many weaknesses. Media legislation is incom- plete, inconsistent and outdated. Privatisation of state-owned media, stipulated as mandato- ry 10 years ago, is uncompleted. Th e media market is very poorly regulated resulting in dras- tically unequal conditions for state-owned and private media.

  • On the Touch-Event Theopolitical Encounters
    ON THE TOUCH-EVENT Theopolitical Encounters Valentina Napolitano Abstract: This article addresses the ‘touch-event’ as a mediated affective encounter that pivots around a tension between intimacy and distance, seduction and sovereignty, investment and withdrawal. Through a reread- ing of the Pauline event of conversion to Christianity, it argues that an analysis of the evolving significance of touch-events for Catholic liturgy and a religious congregation shows the theopolitical as always already constituted within an economy of enfleshed virtues. Focusing on contem- porary examples of touch-events from the life of Francis, the first pope from the Americas, as well as from fieldwork among a group of female Latin American Catholic migrants in Rome, I argue for a closer examina- tion of touch-events in order to grasp some of their theopolitical, radical, emancipatory, and, in some contexts, subjugating effects. Keywords: Atlantic Return, economies of virtues, incarnation, Pauline event, Pope Francis, sovereignty, theopolitics, touch-event If one googles the word ‘touch-event’, what comes up is a definition of a keyword in the Java programming language—TouchEvent—that governs the interface between a given piece of software and a user’s contact with a piece of touch-sensitive hardware (e.g., a touchscreen or touchpad).1 Although this use of the term is distinct in obvious ways from my own theorization of touch- event in what follows, the Java keyword ‘TouchEvent’ nevertheless names an infrastructural modality that is at once a tactile, digital encounter (a move- ment) and a condition for its apprehension (a code). Anthropologists and histo- rians have written at some length about touch—chief touch, royal touch, papal touch, ritual and healing touch—and the connection between the king’s two bodies in medieval and early modern concepts of sovereignty (Firth 1940; Grae- ber and Sahlins 2017; Kantorowicz [1957] 1997).

    Religion and Fake News: Faith-based Alternative Information Ecosystems in the U.S. and Europe Christopher Douglas | 6 January 2018 Summary he intersection of fake news and religion is marked by three asymmetries. First, fake news circulates more among Americans than Europeans. Second, fake news circulates T among conservatives more than liberals. Third, fake news for conservatives often feature religious themes. The origin of the fake news information-entertainment ecosystem lies largely in Christian fundamentalism’s cultivation of counter-expertise. The intersection of fake news and religion today is being exploited by Russia to subvert Western democracies and deepen social divisions. Western countries need to strengthen mainstream evidence-based journalism, incorporate conservative religious leaders into mainstream discussions, and detach high religiosity from fake news information ecosystems.
