ENGUERO Various stakeholders of the city’s land management sector, including representatives of national government agencies, such as the Department of Environment and Natural Resources (DENR), Department of Agrarian Reform (DAR), and the Land Registration Authority (LRA), recently convened to explore the salient provisions of Republic Act 10023, which is otherwise known as the Residential Free Patent Act.

The series of meetings was conducted on October 17 and 18, 2011 at the Raul S. Roco Library here. City Planning Officer Wilfredo Prilles, Jr. said that the new law strengthens the local governments’ power to manage and administer lands they actually used for public purpose, which Naga seeks to pioneer in Bicol, following its successful implementation in Cebu and other parts of the country.

Atty. Erwin Tiamson, one of the resource persons from the Asia Foundation, presented a brief history of titling in the Philippines, including the Public Land Act. He explained that alienable and disposable lands usually belong to the government and are being managed by the DENR after conducting cadastral surveying and mapping. The cadastre is essentially a methodically - arranged public inventory of data concern ing all legal land objects, based on a survey of their boundaries.
