    Barton Stacey Conservation Area Character Appraisal 1 Introduction Conservation Areas A conservation area is an area designated by the local planning authority as one of special architectural or historic interest. Once designated, the local authority has a duty1 to ensure that the character of a conservation area is preserved or enhanced, particularly when considering applications for development. Purpose of Character Appraisals Local authorities are encouraged to prepare Character Appraisals, providing detailed assessments of their conservation areas. Appraisals enable the local authority to understand the elements that give each area its distinct and unique character, identifying special qualities and highlighting features of particular signifi cance. Those elements include: historic development; landscape and topography; style, type and form of the buildings, and the spaces between buildings; materials, textures, colours and detailing; and less tangible aspects, such as sounds and smells, which can contribute to the special character of the area. A Character Appraisal is intended as an overview, providing a framework within which individual planning applications can be assessed. It includes text, an appraisal plan and photographs. DRAFT STATUTORY INSTRUMENTS 2018 No. LOCAL GOVERNMENT, ENGLAND The Test Valley (Electoral Changes) Order 2018 Made - - - - *** Coming into force in accordance with article 1(2) and (3) Under section 58(4) of the Local Democracy, Economic Development and Construction Act 2009( a) (“the Act”), the Local Government Boundary Commission for England( b) (“the Commission”) published a report dated October 2017 stating its recommendations for changes to the electoral arrangements for the borough of Test Valley. The Commission has decided to give effect to those recommendations. A draft of the instrument has been laid before each House of Parliament, a period of forty days has expired since the day on which it was laid and neither House has resolved that the instrument be not made. The Commission makes the following Order in exercise of the power conferred by section 59(1) of the Act. Citation and commencement 1. —(1) This Order may be cited as the Test Valley (Electoral Changes) Order 2018. (2) This article and article 2 come into force on the day after the day on which this Order is made. Signed: 3 4 Abstract Our understanding of early human behaviour has always been and continues to be predicated on an archaeological record unevenly distributed in space and time. More than 80% of British Lower-Middle Palaeolithic findspots were discovered during the late 19th/early 20th centuries, the majority from lowland fluvial contexts. Within the British planning process and some academic research, the resultant findspot distributions are taken at face value, with insufficient consideration of possible bias resulting from variables operating on their creation. This leads to areas of landscape outside the river valleys being considered to have only limited archaeological potential. This thesis was conceived as an attempt to analyse the findspot data of the Lower-Middle Palaeolithic record of the Chalk uplands of southeast Britain and northern France within a framework complex enough to allow bias in the formation of findspot distribution patterns and artefact preservation/discovery opportunities to be identified and scrutinised more closely. Taking a dynamic, landscape = record approach, this research explores the potential influence of geomorphology, 19th/early 20th century industrialisation and antiquarian collecting on the creation of the Lower- Middle Palaeolithic record through the opportunities created for artefact preservation and release.
