The subcommittee met, pursuant to call, at 10:06 a.m., in Room 2154, Rayburn House Office Building, Hon. Ron DeSantis [chair- man of the subcommittee] presiding. Present: Representatives DeSantis, Duncan, Gosar, Hice, Comer, Lynch, and DeSaulnier. Also Present: Representative Grothman. Mr. DESANTIS. The Subcommittee on National Security will come to order. Without objection, the chair is authorized to declare a re- cess at any time. The Muslim Brotherhood is a militant Islamist organization with affiliates in over 70 countries, including groups designated as ter- rorist organizations by the U.S. Whether the Muslim Brotherhood writ large should be des- ignated as a foreign terrorist organization has been the topic of de- bate here in Congress in recent years and has been under consider- ation by the Trump administration. Thankfully, the Trump administration has discarded the Obama era policy of treating the Brotherhood as a potential ally. Now the questions are focused on how expansive to make the terror designa- tion and whether it should be done through the State Department or Treasury Department. The Muslim Brotherhood has been militant from its very begin- ning. Its founder, Hassan al-Banna, who started the group in 1928, said that, quote: ‘‘Jihad is an obligation from Allah and every Mus- lim and cannot be ignored nor evaded.’’ And in a book titled ‘‘The Way of Jihad’’ he wrote: ‘‘Jihad means the fighting of the unbelievers and involves all possible efforts that are necessary to dismantle the power of the enemies of Islam, in- cluding beating them, plundering their wealth, destroying their places of worship, and smashing their idols,’’ end quote. This belief was put into action in the decades that followed as the Muslim Brotherhood’s members committed numerous acts of terrorism, including the assassination of Egypt’s Prime Minister in 1948. This jihadist ideology continues to fuel the Muslim Brotherhood today. The Brotherhood has preached hatred to- wards Jews, denied the Holocaust, and called for Israel’s destruc- tion. The Brotherhood has incited violence against Coptic Chris- tians in Egypt amidst a wave of church bombings and other attacks by terrorist groups, including ISIS. Yusuf al-Qaradawi, perhaps the Brotherhood’s preeminent cleric, issued a fatwa legitimizing terrorist attacks against American troops in Iraq. And he’s also deemed the Holocaust to be a, quote, ‘‘punishment for Jews,’’ and expressed hope that another Holocaust would someday be carried out by his fellow Islamists. The Muslim Brotherhood’s Supreme Guide, Mohammed Badie, has said that the organization’s goal is to establish a new Islamist caliphate, including the imposition of sharia law, which is the to- talitarian Islamic legal code. We saw what happens when the Brotherhood takes control of a country in Egypt from 2012 to 2013, and the results were chilling, that then-President Mohamed Morsi defied the rule of law and granted himself near absolute power. As Egyptian leader Mohamed El Baradi put it, Morsi usurped all state powers and appointed himself Egypt’s new pharaoh. The Brotherhood’s legislators enshrined the principles of sharia as the main source of law in Egypt’s Constitution, while the Morsi government used state institutions to promote Islamic radicalism, roll back freedom of the press, and launched a wave of blasphemy prosecutions. The Morsi Muslim Brotherhood government is no more, but the Brotherhood and its affiliates continue to advance their agenda across the Middle East and throughout the world. There’s no question that the Muslim Brotherhood affiliates are involved in terrorism. Former FBI Director Robert Mueller con- firmed as much in testimony before Congress when he said that elements of the Brotherhood, both here and overseas, have sup- ported terrorism. A number of these Brotherhood affiliates have been designated as terrorist organizations by the United States Government. The Muslim Brotherhood’s Palestinian branch Hamas has been a des- ignated foreign terrorist organization since 1997. Hamas has taken control of the Gaza Strip, launched thousands of rockets against Israeli civilians, and committed suicide bombings and other ter- rorist attacks that have murdered numerous Israeli and American civilians. Muslim Brotherhood networks raise money here in the U.S. to support Hamas’ terrorist activities in the Middle East. According to the Department of Justice, in the early 1990s, Hamas’ parent orga- nization, the Muslim Brotherhood, planned to establish a network of organizations in the U.S. to spread a militant Islamist message and raise money for Hamas.     STOCKHOLM UNIVERSITY Department of Social Anthropology “The Voice of the Voiceless” News production and journalistic practice at Al Jazeera English Emma Nyrén i Master’s thesis Spring 2014 Supervisor: Paula Uimonen Abstract This thesis explores how the cultural and social media environments surrounding the journalism of Al Jazeera English are shaped by and shape the channel’s news practices. Al Jazeera English has been described as a contra-flow news organization in the global media landscape and this thesis discusses the different reasons why the channel is described in this way by looking at its origins, aims, characteristics and ideals. Based on interviews with Al Jazeera English journalists, news observations and two field observations in London, I argue that Al Jazeera English brings cultural and social sensitivity to its news reports by engaging with multiple in-depth perspectives, using local reporters and integrating citizen generated material. The channel’s early adoption of online technologies and citizen journalism also contributes to a more democratic news direction and gives the channel a wider spectrum of opinions and perspectives to choose between. By applying a comparative analysis built on similar studies within anthropology of news journalism differences and similarities within the journalistic practices can be detected, comparing Al Jazeera English’s journalism with journalism at other places and news organizations. These comparisons and discussions enables new understandings for how news is produced and negotiated within the global media landscape, and this gives the global citizen an improved comprehension of why the news, which shapes our appreciation of the world, looks like it does.

    Al Jazeera’s Expansion: News Media Moments and Growth in Australia PhD thesis by publication, 2017 Scott Bridges Institute of Governance and Policy Analysis University of Canberra ABSTRACT Al Jazeera was launched in 1996 by the government of Qatar as a small terrestrial news channel. In 2016 it is a global media company broadcasting news, sport and entertainment around the world in multiple languages. Devised as an outward- looking news organisation by the small nation’s then new emir, Al Jazeera was, and is, a key part of a larger soft diplomatic and brand-building project — through Al Jazeera, Qatar projects a liberal face to the world and exerts influence in regional and global affairs. Expansion is central to Al Jazeera’s mission as its soft diplomatic goals are only achieved through its audience being put to work on behalf of the state benefactor, much as a commercial broadcaster’s profit is achieved through its audience being put to work on behalf of advertisers. This thesis focuses on Al Jazeera English’s non-conventional expansion into the Australian market, helped along as it was by the channel’s turning point coverage of the 2011 Egyptian protests. This so-called “moment” attracted critical and popular acclaim for the network, especially in markets where there was still widespread suspicion about the Arab network, and it coincided with Al Jazeera’s signing of reciprocal broadcast agreements with the Australian public broadcasters. Through these deals, Al Jazeera has experienced the most success with building a broadcast audience in Australia. After unpacking Al Jazeera English’s Egyptian Revolution “moment”, and problematising the concept, this thesis seeks to formulate a theoretical framework for a news media turning point.

    i n s t i t u t e f o r i n t e g r at e d t r a n s i t i o n s Transitional Justice and Violent Extremism September 2020 About IFIT The Institute for Integrated Transitions (IFIT) aims to help fragile and conflict-affected states achieve more sustainable transitions out of war or authoritarianism by serving as an inde- pendent expert resource for locally-led efforts to improve political, economic, social and security conditions. IFIT seeks to transform current practice away from fragmented inter- ventions and toward more integrated solutions that strengthen peace, democracy and human rights in countries attempting to break cycles of conflict or repression. The ideas in this publication are informed by the diverse global experiences of IFIT’s Law and Peace Practice Group, whose members have had direct involvement in the negotia- tion of amnesty and accountability issues in over 20 countries. About the Project This publication is part of a project that aims to fill a major gap in policy making: the fail- ure to integrate lessons learnt and best practices from the field of transitional justice in relation to conflict resolution strategies with two kinds of unconventional armed actors: 1) “violent extremist” groups, such as jihadists; and 2) organised crime groups, such as mafia, gang networks and drug cartels. IFIT’s work on the former began in 2017 with the UN University Centre for Policy Research (UNU-CPR). The project was concerned with the fact that, to date, what has reigned is an overwhelmingly punitive and dragnet approach which, rather than helping address root causes and break cycles of resentment and vio- lence, instead risks renewing or reinforcing them.
