REFLECTIONS The Individualist Legacy in Latin America —————— ✦ —————— ALVARO VARGAS LLOSA t is often said that the root of Latin America’s underdevelopment lies in its sta- tist tradition.1 That tradition goes as far back as the pre-Columbian states, under I which masses of laborers toiled for the benefit of the ruling classes; it includes three centuries of corporatist and mercantilist Ibero-Catholic rule; and it has been compounded in modern times by the elitist independent republics. Through a com- bination of institutional arrangements set in place at various times by the governing cliques and cultural values transmitted from generation to generation, Latin Amer- ica’s tradition weighs so heavily against ideas of limited government, the rule of law, and personal responsibility that it would seem that an almost determinist view is jus- tified in regarding liberty as beyond the region’s reach. Yet from the days when Indians in parts of Central America and Mexico used cacao seeds as money to the present-day informal economy, the instinct of the Latin American people is no different from that of the rest of the human species. Nothing suggests that the native cultures, either in their precolonial or in their mestizo forms, could not have responded creatively and successfully to the incentives of liberty had they been allowed to operate under less-oppressive conditions. An individualist spirit has sought to manifest itself in Latin America in all histor- ical periods. This legacy goes as far back as the family units that worked their own land and exchanged goods in ancient times, moving from them to the Jesuits of the School Alvaro Vargas Llosa is a research fellow at The Independent Institute. -

Journalism, Literature and Politics in the Formation of Latin American Identities explores the emergence of literary journalism in Latin America as a central aspect in the formation of national identities. Focusing on five periods in Latin American history from the post-colonial times until the 1960s, it follows the evolution of this narrative genre in parallel with the consolidation of professional journalism, the modern Latin American mass media and the formation of nation states. In the process, this dissertation also studies literary journalism as a genre, as a professional practice, and most importantly as a political instrument. By exploring the connections between journalism, literature and politics, this dissertation also illustrates the difference between the notions of factuality, reality and journalistic truth as conceived in Latin America and the United States, while describing the origins of Latin American militant journalism as a social-historical formation. i Table of Contents Introduction. CONCLUSION Abstract: This paper compares post-colonial constitutional choice in Mexico and Argentina. Both countries adopted internally imposed, non-evolutionary constitutions inspired by exogenous ideas. But Argentina's founders adopted a constitution that was radically mismatched to the underlying culture, resulting in constitutional failure and military coups. Mexico's founders, on the other hand, took great pains to adapt exogenous ideas to endogenous culture, leading to constitutional stability for Mexico. Key Words: Constitutional adoption; Mexico founding; Argentina founding; Constitutional failure; Constitutional culture I. INTRODUCTION A country's choice of a constitution will have profound implications for future stability and prosperity (see Scully 1988 and 1992).1 History is littered with poor choices; some (e.g. post-World War Two France or post-Soviet Russia) led to constitutional adjustment; others (such as Argentina or the Philippines) led to constitutional failure, and its ensuing dictatorship and economic disaster. Mexico and Argentina offer an illustrative comparison. Both countries adopted constitutions in a post-colonial setting, but after decades of turmoil, rather than immediately after their independence from Spain; both borrowed ideas and constitutional design from other countries. Both constitutions were endogenously imposed (non-evolutionary) documents inspired by exogenous ideas. The outcomes, however, were very different: although far from perfect, Mexico has enjoyed constitutional stability, whereas Argentina suffered 11 military coups and 1 Gerald W. -

Que a fojas 34/35 obra Instructivo para las rendiciones de cuentas de los establecimientos educativos. Que a fojas 38 interviene favorablemente ,Contaduría General de la Provincia y fojas 44 la Dirección General de Presupuesto determina la imputación aria que atenderá el gasto. <9F.~~m=rorffelm~~;;;~=---~QQue la asignación de fondos se realizó teniendo en cuenta la cantidad MINISTRO DE EDUCACION de alumnos matriculados y serán entregados en dos cuotas cuatrimestrales y una mensual, abarcando el periodo marzo a noviembre de 2.018, ambos incluidos.
