2 I Note: Drakaea micrantha, Amperea micron tho and Stylidium hygrophilum would not have been identifiable at the time of survey.

Vegetation Complexes

Kingia (KI): Open forest of marginata subsp. marginata--Allocasuarina jraseriana- grandis- occidentale on lateritic uplands in perhumid and humid zones. 102,279 ha pre-European area, 33.7% in formal + informal reserves, 15% target met. Telerah (TL): Low open woodland of subsp. marginata-Corymbia calophylla Allocasuarina jraseriana-- on slopes in perhumid and humid zones.27,897 ha pre-European area, 8,941ha (32.05%) in formal and informal reserves, 15% target met. Coate (CE): Low open woodland of Eucalyptus marginata subsp. marginata-Corymbia calophylla Allocasuarina jraseriana-Banksia ilicifolia and low open woodland of Melaleuca preissiana- on broad depressions in upper gullies in perhumid and humid zones. 24,303 ha pre-European area, 11,215 ha (25.68%) in formal and informal reserves, 15% target met.

Attached map should depict any changes in observed vegetation communities identified. Link the vegetation community map references to the text i. e. describe vegetation types against known soil types) Provide comment on any identified disjunct or significant flora observed. A complete flora list of all observed flora within the proposed disturbance area should be provided where new road alignments are proposed. List any taxa collected for identification. Cleary state whether any rare or priority flora were identified, preferably in bold.)

Was significant flora I habitat found? (If yes, is the proposed operation incompatible with the protection of declared rare, priority or significant flora Ihabitat?)

YES A believed to be the Priority 3 species paniculatum found along a shunt off Molloy Road. Its location was 347429.3 m E and 6243330.1 m N - it was marked with pink tape. Many other of what is believed to be the same species were observed scattered through the coupe but away from the search alignment. In addition many plants ofthe Priority 4 species Astroloma sp. Nannup were seen along Great West Road part of the alignment and along the shunt running south from Ref. Tree GF 23/1.

The survey was carried out in late summer when several rare species known to occur within a 5 km radius would not have been visible or identifiable, specifically Drakaea micrantha, Amperea micrantha and Stylidium hygrophilum. Consequently there is a small risk that one or more of these species were missed during the survey.

What is the im pact of the proposed operation? l One plant of the P3 species Conospermum paniculatum would be taken with the current alignment. An estimated 20 plants of the P4 taxon Astroloma sp. Nannup are also at risk.

Conospermum paniculatum is found throughout the Donnybrook Sunklands in damp area - it is represented by 25 records in the WA herbarium - however it is more common that this number of specimens would suggest. Astroloma sp. Nannup is very common over parts of the Donnybrook Sunklands - it is represented by 63 records in the WA herbarium. Both taxa are common and well-reserved enough to be taken off the list of Priority Flora .

Comments:.... -.-.-.- Advice------from th e- ...Regional.--- -.. ------Botanist..... SW --... Region .indicates that Conospermum... -----·-l paniculatum is well represented throughout Mowen and surrounds and subsequently the proposed operation will not have a significant impact on this species.

Although Astroloma sp. Nannup is very common over parts of the Donnybrook Sunklands it is getting towards the limit of its range in Mowen block. However, it is still common in the area and subsequently the proposed operation will not have a significant impact on this species.

In addition, in order to ensure there is no impact on other significant species no new road construction is approved within the informal reserve system.

Description of proposed activity: 40m each side of alignments in coupe and boundary tracks; 10m each side on tracks outside coupe, ------I 13.05I

Proposed operational period: (from- until) l

Map attached: (Maps are to be produced in colour, with aerial overlay. Maps to include proposed new roads (shown as red in colour), proposed existing roads (shown as yellow in colour). gravel pit and landing locations if known). lYes

1 Assessment strategy: (Where the construction of a new road is proposed, a minimum survey width of 10 metres total (from the centre of the proposed road) is required. Where the proposal is to upgrade an existing track (defined as less than 40% native vegetation ground coverage????) a full flora list is not required. A full flora list is only required where a new road is proposed. In the absence of relevant information being available for the proposed location of either a gravel pit or landing a minimum 40 metre survey width is required.)

o Check Department of Environment and Conservation (DEC) regional and corporate datasets for known populations in the vicinity. Is this information attached?

Check vegetation complex of the area and associated threatened flora populations within like vegetation complexes.

o Check vegetation complex percentage formally reserved against the 10% and 15% required to meet national targets for vegetation protection.

o Check vegetation complex percentage remaining uncleared of pre-european extent against the 30% required to meet national targets for biodiversity protection.

o Has a field search been completed?

Results of search (Describe changes in identified vegetation complexes. Attached map should depict any changes in observed vegetation communities identified. Provide comment on any identified disjunct or significant flora observed. A complete flora list of all observed flora within the proposed disturbance area should be provided where new road alignments are proposed. List any taxa collected for identification. Cleary state whether any rare or priority flora were identified, preferably in bold.)

Was significant fl ora I habitat found? (If yes, is the proposed operation incompatible with the protection of declared rare, priority or significant flora Ihabitat?)

YES Three Priority flora species were found during the search: Synaphea macrophylla (Pl), Grevillea brachystylis subsp. brachystylis (P3) and Conospermum paniculatum (P3). A map showing the locations of the priority flora, and a table giving precise locations of individual plants or small clumps of plants are presented below. Each individual or clump of plants has been marked with a combination of orange and pink flagging tape. Synaphea macrophylla (PI) was found in two main locations: along Molloy Road (4 plants/clumps) and on the track that runs west from Molloy Road through the centre of the coupe. This species is known from 19 records in WA herbarium and DPaW databases and about 11 separate populations (mainly in State forest) - most of these are situated south of the Blackwood River. Grevillea brachystylis subsp. brachystylis (P3) was found at 15 locations - mainly along Molloy Road, but also at a creek crossing on Oasis Road. This species is known from 52 records in WA herbarium and DPaW databases and mainly occurs on the and Whicher Scarp south of Busselton. The populations in Mowen 0213 occur near the southern limit of known occurrences. Conospermum paniculatum (P3) was found at 6 locations, mainly along Oasis Road - however this species appears to be widespread through the wetter parts of the Mowen 0213 coupe. It is represented by 32 records in WA herbarium and DPaW databases - mainly from State forest on the Blackwood Plateau south of Busselton. Personal observations indicate that it is much more common than this ~umber of records i':!1Ply.

What is the impact of the proposed operation?

- The operation as planned will lead to the loss of some individuals of each of the above Priority flora species. The individuals of Synaphea macrophylla along Molloy Road are 1.5 m to 2.0 m from the edge of the cleared track and should not be affected by the road upgrade, however the plants of this species along the track running west from Molloy Road are at risk. The Grevillea brachystylis subsp. brachystylis plants are generally not at risk except for those at the start of the track running we~0rom Molloy Road. None of the Conospermu~ paniculatu!:l1 plants appears to

3 be at risk from the current operation. The Synaphea macrophylla and Grevillea brachystylis subsp. brachystylis plants on the track lead in g west from Molloy Ro ad cou ld be avoided by re-rout ing parts ofthe track.

What management actions are proposed to ensure the adequate protection of any identified threatened populations?

All individuals have been field checked by FPC roading staff and confirmed protectable from disturbance. Road upgrade will occur on the side away from plants, and a small section of track leading west from Molloy Rd has been re-routed within the searched width. Coupe ole will demarcate with white crosses to ensure exclusion from disturbance activities.
