Approval of minutes of the meeting of: None. _________________________ (1) In accordance with the committee’s Guidelines 2016, items in sections B of the draft agenda will not be discussed during the current meeting. However any PETI Member may ask before the end of the meeting for an item in section B to be kept open; it will then be automatically included in the Coordinators’ agenda for a decision on its further treatment at a subsequent Coordinators’meeting. Opinion on the European citizens’ initiative (2017/0220(COD)) (for AFCO) Rapporteur : WALESA (EPP) (deadline for AM : 1.03.2018 at 15:00) - adoption of a draft opinion The Opinion was adopted with 29 votes in favour, 0 against and 0 abstentions. 7. Oral Question and Resolution on ‘Responding to petitions on tackling precariousness and the abusive use of fixed-term contracts’ - adoption of a draft question and resolution The Oral Question was adopted with 29 votes in favour, 0 against and 0 abstentions. S. (Italian), on behalf of the City of Milan, on the relocation to Amsterdam of the seat of the European Medicines Agency (EMA) (in the presence of the petitioner) * * * Speakers: Mr Giuseppe Sala (Mayor of Milan, petitioner), Mr Giovanni Pugliese (ambassador, Permanent Representation of Italy), Mr Henning Klaus (EDC - SG. Chair's announcements concerning Coordinators' decisions 1) Adoption of June agenda and requests for later agendas The draft agenda for 18-19 June 2018 was adopted. Petition 0606/2017 on strategies in dealing with violation of economic rights and property rights abroad, petition 0607/2016 on reduction in aid to organic agriculture and petition 1525/2016 on 379 cases of still unsolved murders perpetrated by the terrorist group ETA in Spain were added to the June agenda. Petition 0720/2017 on the situation of women detained in the Sahrawi camps in Algeria was included in the June agenda. It was decided not to include petitions on Venezuela on the agenda. 2) Reports and opinion. Coordinators decided that PETI would not draft an opinion to the JURI report on the Directive on the protection of persons reporting on breaches of Union law (COM(2018)218), nor to the LIBE report on the Regulation on strengthening the security of identity cards (COM(2018)212). PV\1153195EN.docx 3/15 PE622.107v01-00 EN 3) Contested recommendations The following decisions on contested recommendations were taken: Petition 0004/2018 will be kept open, forwarded to ECON for information and the European Commission will also be asked for information. Petitions 0017/2018 and 0022/2018 will be treated jointly and kept open, with specific follow- up: they will be forwarded to LIBE and CULT for information, to the Dutch authorities for information and the European Commission will also be asked for information. All other contested recommendations were deemed to be adopted in the form proposed by the Chair. 4) Requests concerning B-items Petition 760/2016 will be kept open and further information will be requested from Spanish regional authorities. The petition will be placed on a subsequent agenda. Petition 1562/2016 will be kept open and the petitioner will be given 2 months to react to the EC reply. 5) Fact-finding visits and hearings a) Fact-finding visit to Doñana (Andalusia, Spain) The Coordinators decided that the FFV to Doñana will take place on 19-21 September. b) Fact-finding visit to Valledora (Piemonte, Italy) The Coordinators decided that the FFV to Valledora will take place on 29-31 October. The names of MEPs interested in participating in the two visits are to be submitted to the PETI secretariat by 5 June 2018. 6) Structured dialogue The coordinators adopted the key messages by voting. The messages will be sent to the CCC. 7) Possible oral question on voting rights The coordinators decided to adopt an OQ on voting rights, focusing on disenfranchisement in cases where citizens exercise their freedom of movement. 8) PETI Portal issues PE622.107v01-00 4/15 PV\1153195EN.docx EN It was decided to continue the development of the portal as planned. The Coordinators will be kept informed. 9) Interparliamentary meeting with national parliaments The Coordinators decided to join forces with JURI, the Legal Service and the European Ombudsman in order to organise an inter-parliamentary meeting on 27 November 2018 on parliaments’ role in the monitoring of EU law (the exact title to be decided). They endorsed the idea to have a specific session on petitions and the role of the petitions committees, as well as a specific session on the issue of more transparent infringement and EU-pilot procedures. 10) EMPL letter concerning the PETI oral question and resolution on Petition on tackling precariousness and the abusive use of fixed-term contracts. The Coordinators decided to pursue to table the OQ and Resolution on Responding to petitions on tackling precariousness and the abusive use of fixed-term contracts to the upcoming Plenary once they are adopted the Committee. The Chair was mandated to reply to the letter from EMPL reiterating the PETI committee’s position concerning the procedure and the competences. 11) Items for information Coordinators took note of the following items for information: a) List 3 A lists of registered petitions considered by DG Presidency as being potentially non- compliant with the provisions of the art 227 TFEU has been submitted to all Members on 14 May 2018 (referring to petitions 0271/2017 to 0325/2018). b) acknowledgement of receipt by AGRI on several petitions c) reply by EMPL on petition 701/2017 on non-recognition of service by teachers d) reply by EMPL on petition 915/2017 on provisions on minimum wage and posted workers in the Customs Office e) reply by EMPL on petition 998/2017 on wage and social contribution debts of a shipping company in Slovenia f) reply by ENVI on petition 0578/2017 on acquaculture in Denmark g) reply by FEMM on petition 1138/2017 on protection of women’s rights h) reply by INTA on petition 1073/2016 on whaling moratorium i) reply by Slovakian Deputy PM as follow-up to PETI FFV PV\1153195EN.docx 5/15 PE622.107v01-00 EN j) reply by Commissioner Jourova on petition 0841/2017 on the alleged discrimination by Jugendamt k) reply by Hungarian authorities on petition 298/2017 and 370/2017 on quality of products [original letter available in ePeti] 12) Any other business None.
