Latest battle this conflict is the latest in a struggle that the Westchester Square community has been waging against big government. “The biggest problem that this area has is government agencies,” says John Bonizio, owner of Metro Optics Eyewear and president of the Westchester Square Merchants Association. But for Preston Kirk, the operations manager at Metro-North Railroad, the differenceW between a dirty train and a clean one could be fatal. “In the fall, the leaves get trapped in the coils, so we have to spray the condensers,” Mr. Kirk says, explaining that if the air-conditioning filters and coils beneath the train are not cleared of debris, the train could be in danger of overheating. Mr. Kirk, who joined Metro-North in 1983, works at the organization’s Highbridge Car Appearance Facility in . He and his team of 26 scrub the interiors and exteriors of 24 passenger cars each day, a process that averages out to about six hours per train.
