Health Information Technology: INDIVIDUAL DONORS, ORGANIZATIONS & CONTRIBUTORS Our success in improving the clinical care environment can in large part be attributed to our move to an electronic health information platform. This technology platform has enabled us to support clinical care delivery, improve operational efficiencies and engage in research, setting an infrastructure in place to prepare us for the pay-for-performance environment over the horizon. Our early foray into the health information technology platform has placed us among a select group of early adopters in the community health center world. We continue to share what we learn with our peers across the country and use this technology in ways that benefit the community we serve as well as the broader health delivery service community.

Acker* INTRODUCTION On March 7, 1995, Governor George Pataki signed legislation authorizing the death penalty in New York for first-degree murder,1 representing the State’s first capital punishment law enacted in the post- Furman era.2 By taking this action the governor made good on a pledge that was central to his campaign to unseat Mario Cuomo, a three-term incumbent who, like his predecessor, Hugh Carey, had repeatedly vetoed legislative efforts to resuscitate New York’s death penalty after it had been declared unconstitutional.3 The promised law was greeted with enthusiasm. Peralta Senator Bill Perkins Senator Gustavo Rivera Senator Toby Ann Stavisky Senator Andrea Stewart-Cousins ii February 7, 2011 Dear Colleagues: On Tuesday, February 1, Governor Andrew Cuomo proposed his Executive Budget for State Fiscal Year 2011-2012. The context into which this budget proposal fits is similar to that of the past two years. We are still dealing with the aftermath of the most serious economic crisis since the Great Depression, and State revenues continue to trail the rate of spending increases built into the budget. The result is a projected $10 billion deficit. As the Governor’s proposal attempts to address this reality, it relies almost exclusively on spending cuts to close this deficit. In so doing, it places virtually the entire burden of balancing the budget on the backs of the State workforce and those who rely on State government to provide them with vital services. There is no doubt that this budget will entail significant pain for New Yorkers. As such, the Legislature has an obligation to the public to review the Governor’s proposal and finally enact a budget which shares that pain fairly across the many segments of our population.
