Base data are obtained from Nepal Human Development Reports (HDR)1998, 2004, 2009 and 2014. The HDI value for the Province 1, 3, 4 and 5 are relatively higher than national average and that for Province 6 is least followed by Province 2 and Province 7. The largest HDI value for 1996 is 0.499 for Province 1, in 2001 is 0.508 for Province 4, in2006 is 0.558 for Province 3 and in 2011is 0.560 for Province. The estimated value for 2016 is 0.578 for Province 1, 0.60 in 2021. Province 1 will continue to lead with 0.622 in 2026. Meanwhile Province 5 will join the club in 2021. Similarly, the lowest HDI value for 1996 is 0.364 for Province 6 and it is lowest for Province 7, in 2001 with value of 0.364. HDI is 0.44 for Province 6, in 2006, and same province is at the lowest rank with value of 0.463 in 2011. Estimated lowest HDI value for 2016 is 0.486 for Province 6,and it will be 0.509 in 2021, and it will be 0.531 in 2026 for this Province.

Background &Rationale The collaboration between United Nations Development Programme Electoral Support Project and Nepal Association of the Blind (NAB) started in 2016, with 3 days Master Training of Trainers (MToT) training on Electoral Voters Education for the blind and visually impaired (BVI) people. In 2017, targeting the local-level election and the Provincial and House of Representatives election, two separate trainings on voters' education and information were conducted. The participants of these trainings cascaded their learnings within their larger community learnings post-training. There were 45 (29M 16F) participants in the first training and 91 (77M 14F) in the second. Returning back they oriented 700 (276 F/ 424 M) persons on the same returning back to their own places. This has helped influencing not only the BVI but also the other members of their family and community to utilize their voting rights. Mr. Maya Prasad Jaishi of Surkhet, Mr. Suresh Dhital, of Kavre and Mr. Dil Kumar Rajbanshi of Jhapa are some of the examples of the BVI persons who have contended in local level election as candidates. Almost all trainees reported that they have casted their votes. Schuman All Rights Reserved, April, 2016 ABSTRACT This thesis is a study of Nartang monastery in the Tsang region of Central Tibet. Nartang monastery was founded in 1153 and was one of the most influential monastic institutions of the Kadam school until the fifteenth century. In its initial construction, Nartang monastery was a small enclave with limited members. By the mid-thirteenth century the place had significantly grown in physical size, membership, and reputation. This study explores the steady growth and decline of the monastery by examining the lives of the people in charge and their real and symbolic relations within and without the monastic community. This thesis begins with the Kadam school in the Penyül valley of Central Tibet. Here Nartang’s founder Tumtön Lodrö Drakpa (Gtum ston blo gros grags pa, 1106-1166) was educated and inspired to return to his native land in Tsang to build Nartang monastery. I then turn to the effective campaign strategies of Nartang’s fourth, fifth, and sixth abbot, who traveled throughout Central Tibet to raise funds for the monastery and to acquire new monastic recruits. Nartang monastery was at its best during the tenure of the seventh abbot Chim Namkha Drak (Mchims nam mkha’ grags, 1210-1285).
