We have seen a number of projects finished. The new parking restrictions in Gill Street are in place and the Hodgkinson Street car park is finished. This should provide additional parking opportunities for those who work in Gill Street and enable easier parking for those who are shopping. The CCTV camera installation has been completed in the CBD. We have seen the Towers Hill Walking Track completed and a drive past in the morning or afternoon sees many people utilising this first class recreational facility, whether it be walking or running. The Greenvale and Pentland pools have had major upgrades. This year has seen the commencement of the process for the major upgrade of the Charters Towers Water Supply. Completion of the repairs to Charters Towers Regional Council’s road network following the 2012 flood event through the National Disaster Recovery and Relief Arrangements (NDRRA) and the Queensland Reconstruction Authority (QRA) was a most significant achievement. This project was completed by 30 June 2014 at a cost of $47.7 million. During the past twelve (12) months, Council has hosted a number of international investor groups with a focus on the establishment of a meatworks/abattoir in the region. Investors from both China and Vietnam have been hosted by Council during these visits. Council’s efforts in this area have been supported by the Charters Towers Chamber of Commerce and Mines and grazing industry stakeholder group, NorthBeef. Council has also completed the preparation of a Meat Processing Prospectus that will be useful tool in attracting potential investors to the Charters Towers Region. Councillors and senior staff undertook a number of road trips and community visits to the rural areas of the Council region during 2013, and will do the same towards the end of 2014. These annual visits are of vital importance to Council as part of the consultation and communication process with residents throughout the region. Council has representation on the following significant Regional Committees: This representation has provided opportunities to network on matters of importance to our region, including economic development, infrastructure development, funding and finance, transport and tourism. MITEZ (Mount Isa to Townsville Economic Zone) - the peak regional development organisation for the area encompassing the local government areas of Mount Isa, Cloncurry, Mckinlay, Richmond, Flinders, Charters Towers and Townsville. NQROC (North Queensland Regional Organisation of Councils) is a collaboration of North Queensland Councils consisting of the Charters Towers Regional Council, Hinchinbrook Shire Council, Townsville City Council, Palm Island Aboriginal Council and Burdekin Shire Council. This group consists of Mayors and Chief Executive Officers from within those Councils. This committee works together on different matters that relate to Councils on a regional basis. REDROC (Regional Economic Development Sub-Committee of the North Queensland Regional Organisation of Councils, as per above) works in partnership with the Department of State Development, Infrastructure and Planning in respect to collaborative economic development projects within the region. NQLGA (North Queensland Local Government Association). The NQLGA represents local governments in Queensland whose area, or part thereof, is north of Latitude 21. Most Councils within this catchment are members of the association. Charters Towers Regional Page 3 Council currently holds the Secretariat for the NQLGA and the Mayor is the President. The Secretariat organises an annual conference to provide networking and advocacy Annual Report opportunities for Councils within the catchment area. In 2013 the annual conference was 2013/2014 held in Cooktown, and in 2014 will be held in Richmond. Mayor’sMayor’s ReportReport cont’d A worrying trend which is expected to continue is the reduction of State and Federal funding. This has had an impact on rural councils such as Charters Towers Regional Council and has caused us to “tighten our belts”. Council is currently doing a service review to find efficiencies. A potential new funding opportunity for us is the State Government’s leasing of assets. Council has put forward four (4) potential projects: the Motorsport Facility; the White Mountains project; the Saleyards Upgrade; and the Wildlife Sanctuary These infrastructure projects have the potential to create jobs and increase our region’s sustainability. Council Business should result in a benefit being achieved either for the Local Government and/or the Local Government area. Example: Council may decide that Council business includes civic ceremony duties such as opening a school fete. Participating in a community group event or being a representative on a board not associated with Council is not regarded as Council Business. Expense: Expenses are payments made by Council to reimburse Councillors for their reasonable expenses incurred or to be incurred when discharging their duties as Councillors. These payments are not regarded as remuneration. The expenses may be either reimbursed to Councillors or paid direct by Council for something that is deemed a necessary cost or charge when performing their roles. Facility: Facilities provided by Councils to Councillors are the ‘tools of trade’ required to enable them to perform their duties with relative ease and at a standard appropriate to fulfil their professional role for the community. Reasonable: Council must make sound judgements and consider what is prudent, responsible and acceptable to its community when determining reasonable levels of facilities and expenditure. The community expects limits and does not want to see excessive use or abuse of public funds.
