SHRI PANKAJ CHAUDHARY: Will the Minister of TOURISM be pleased to state: (a) whether the Government is aware of the important places associated with Lord Buddha in Uttar Pradesh, especially in Maharajganj district; (b) if so, the details thereof; (c) whether the Government proposes to develop those historical places in Uttar Pradesh, especially in Maharajganj district by including them under the Bharat Darshan Circuit; and (d) if so, the details thereof and the steps taken by the Government in this regard? ANSWER MINISTER OF STATE FOR TOURISM (INDEPENDENT CHARGE) (SHRI PRAHLAD SINGH PATEL) (a) to (d): Ministry of Tourism has identified Buddhist Circuit as one of the fifteen thematic circuits for development under the Swadesh Darshan Scheme. All sites in the country related to Buddhism including the ones in Uttar Pradesh are covered under this Circuit. The projects to be taken up for development under the above scheme are identified in consultation with the State Governments/Union Territory Administrations and are sanctioned subject to submission of project proposals, their adherence to relevant scheme guidelines, submission of suitable detailed project reports, availability of funds and utilization of funds released earlier. The Ministry has not received any project proposal for development of Maharajganj, Uttar Pradesh. However, the Ministry has sanctioned the project “Development of Srawasti, Kushinagar & Kapilvastu in Uttar Pradesh” under the Buddhist Circuit theme of the Swadesh Darshan Scheme in the year 2016-17 for Rs.99.97 crore. ******* .

It has fertile plain which is highly suitable for cultivation of sugarcane, but many factors related to sugarcane cultivation as well as sugar mills have pushed the sugar industry to be agglomerated at some places which ultimately brought regional variation in distribution patterns and grouped in some clusters. This paper analyses the distribution pattern and clustering of sugar industry in eastern Uttar Pradesh. The study is based on primary as well as secondary data including number of industrial units, capital investment and involved employment. Out of total 30 working mills, 25 mills make clusters occupying eight districts, i.e., Kushinagar, Deoria, Gorakhpur, Mahrajganj and Bahraich, Balrampur, Gonda, Basti. These clusters are located in the Saryupar plain as well as Tarai region which show that sugar industry is exclusively developed in intensive sugarcane production areas. This programme was implemented in the eastern region including Assam, Bihar, Chhatisgarh, Jharkhand, Orrisa, West Bengal and Eastern Uttar Pradesh and gained momentum in 2011-12 with the focus on rice and wheat for improving the agronomy. In Eastern Uttar Pradesh the major constraints are lack of water management, soil erosion, floods and drought situations, low SRRs (Seed Replacement Rates) and incidence of insects, pests and diseases. The strategies adopted are integrated nutrient management, balanced use of fertilizers and enhancement in irrigated area. The study reveals that training programme under BGREI Scheme was attempted very poorly in the rice-ecological regions of East U.P. while in wheat ecological regions participation in training programme was better, although it was less than half. Participation in demonstration as progressive farmers was deplorably poor and quite ineffective in rice ecological sub-regions.
