DISCLOSURE STATEMENT APRIL 29, 2020 A copy of this Disclosure Statement has been filed with the State Corporation Commission pursuant to Chapter 49, Title 38.2 of the Code of Virginia of 1950, as amended. Such filing does not constitute approval, recommendation or endorsement of the facility by the State Corporation Commission. Certified Financial Statements and Financial Condition Attached as Appendix C are the audited financial statements of Williamsburg Landing for the two years ended December 31, 2018 and 2019. Below is a summary of financial condition for Williamsburg Landing: Summary of Financial Information as of 12/31/2019 Current Year Prior Year Total Assets $181,661,223 $175,740,731 Total Liabilities $238,393,308 $231,948,655 Total Net Assets -$58,810,565 $-58,290,849 Total Revenues $44,033,513 $35,996,009 Total Expenses $42,990,093 $38,122,788 Operating Income (Loss) $1,043,420 $-2,126,779 Net Income (Loss) -$519,716 $-4,785,752 Narrative on financial condition: In 2019, operating revenue was 4.1% below budget and operating expenses were 5.2% below budget resulting in a net operating margin of 10.6% which was slightly above target. The debt service coverage ratio ended 2019 at 1.5 compared to a budget of 1.8, and was above the minimum loan requirement of 1.20. At the end of 2019, days cash on hand was 249 which is below budget of 253, and was above the minimum loan requirement of 120. The change in unrestricted net deficit was a positive $519,716 primarily due to losses from operations and net unrealized market activity on investments For more detailed information, please refer to Appendix C attached for the most recent financial audit results.     INTRODUCTION The College Creek watershed is relatively small—13.7 square miles—but includes a broad range of land uses (e.g., housing subdivisions, golf courses, shopping centers, a college, an airport, agricultural lands) that are potential sources of non‐point discharges of sediment and nutrients. Associated with these different land use types are management practices designed to reduce the runoff of pollutants (e.g., wet retention ponds, dry ponds, filtration swales, rain gardens). Indeed, the federally mandated TMDL “diet” for tributaries to Chesapeake Bay requires local accounting for some regions showing how land‐based management practices will reduce runoff of suspended sediment, nitrogen, and phosphorus. Unfortunately, the “downstream” impact of these watershed implementation plans—for practical and logistical reasons—has not always been determined in the field, making it difficult to assess whether pollution reduction targets will be met. We proposed to examine the spatial arrangement of land use and best management practices in the College Creek watershed and determine the relationship of these land‐based variables to long‐term measures of water quality. Our primary objective was to compare a more complex, data‐based model of sediment and nutrient export from sections of the College Creek watershed with a simpler model of export based on edge‐of‐stream loading rates. With this field test of the simple model we hope provide guidance to municipalities regarding the potential impact of local TMDL action plans. METHODS We used data from the ongoing water quality monitoring program for the College Creek Alliance, initiated as part of a VEE‐sponsored program beginning Fall 2004.

In writing this paper, I have tried to knit together, as closely as possible, information on these Ports from the establishing of the Ports in 1698 to around 1818 when the last attempt at progress concerning them was m~de. The information was not plentiful and did not run in uniformity. Therefore, in this paper one will find gaps and some problems incomplete.     York County Virginia th Commemorates the Sesquicentennial Anniversary of the American150 Civil War 1862 - 2012 Big Bethel To Fort Magruder Looking West on Main Street, Yorktown, 1862 Photo courtesy of Library of Congress Greetings The Virginia Sesquicentennial of the American Civil War Commission was created during the 2006 Session of the General Assembly for the purpose of planning for and commemorating the 150th anniversary of Virginia’s participation in the American Civil War, the duration of which will be 2011 through 2015. Each locality was asked to form a local committee to begin planning for the four-year, statewide commemoration period. In early 2009, the York County Sesquicentennial of the American Civil War Committee was formed and, on June 2, 2009, the York County Board of Supervisors adopted a resolution supporting the State Commission and its work to commemorate the 150th Anniversary of the American Civil War in Virginia. The resolution also stipulated that York County would join with the neighboring jurisdictions to support the organizational principles and statement of purpose for the Historic Triangle Civil War Committee as set forth to guide the commemoration in America’s Historic Triangle. The Sesquicentennial Committee is composed of representatives of the following: County of York Division of Historic Services, City of Newport News National Park Service (Colonial National Historical Park) Peninsula Campaign Chapter, United Daughters of the Confederacy Poquoson Historical Society, Poquoson Museum and City of Poquoson United States Naval Weapons Station Yorktown Watermen’s Museum York County Historical Committee York County Historical Museum York County Historical Society Dedication The York County War Memorial lists all York County members of the military who died as a result of wars as far back as Bacon’s Rebellion (1676).
