Approximately 95% of Kazakhstan’s forests are managed by 123 state forestry entities, which are overseen by regional governments (akimats). Under the current forest governance system, forestry entities lack sufficient capacity to effectively manage HCVF, including those forests neighboring highly biodiverse protected areas. 1 | P a g e Kazakhstan’s protected area system covers approximately 24,018,800 ha, or 8.81% (as of 2015) of the total country, although only 5% of Kazakhstan’s forests are included within protected areas. Therefore, forest ecosystems are underrepresented in the national protected area systems. Kazakhstan has three main forest ecosystem types: alpine forests, tugai (riparian) forests, and saxaul landscapes (desert and semi-desert shrubs). The project strategy is to holistically address the conservation and sustainable use of forest ecosystems in Kazakhstan, through management approaches including both protected areas and sustainable use of associated HCVF landscapes. Many forest ecosystems in Kazakhstan have mixed landcover (forest and pasture) and mixed- use (i.e. pastoralism in forest pastures) characteristics. Therefore, the project is also applying an integrated landscape management approach by targeting sustainable land management practices within forest landscapes. The project is structured in three components: • Component 1. Improved representation of globally important forest biodiversity and improved management of protected conservation-important forests • Component 2. Better integration of forest PAs in wider landscape, including enabling environment for sustainable management of conservation-important ecosystems • Component 3. Territorial and geographical location Ili Delta, Kazakhstan Almatinskaya Oblast (province), Bakanas Rayon (county) The Ili Delta is part of the Ramsar Site Ile River Delta and South Lake Balkhash Ramsar Site 2. Natural and geographic data Basic geographical data: location between 45° N and 46° N as well as 74° E and 75.5° E. Fig. 1: Map of the Ili-Balkhash Basin (Imentai et al., 2015). Natural areas: The Ramsar Site Ile River Delta and South Lake Balkhash Ramsar Site comprises wetlands and meadow vegetation (the modern delta), ancient river terraces that now harbour Saxaul and Tamarx shrub vegetation, and the southern coast line of the western part of Lake Balkhash. Most ecosystem services can be attributed to the wetlands and meadow vegetation. Therefore, this study focusses on the modern delta with its wetlands and meadows. During this study, a land cover map was created through classification of Rapid Eye Satellite images from the year 2014. The land cover classes relevant for this study were: water bodies in the delta, dense reed (total vegetation more than 70%), and open reed and shrub vegetation (vegetation cover of reed 20- 70% and vegetation cover of shrubs and trees more than 70%). The land cover class dense reed was further split into submerged dense reed and non-submerged dense reed by applying a threshold to the short wave infrared channel of a Landsat satellite image from 4 April 2015.

The largest genera are Puccinia (48 species) and Uromyces (12 species). The following species are widely distributed in the territory: Gymnosporangium fusisporum on Cotoneaster spp., Puccinia chrysanthemi on Artemisia spp. and Puccinia menthae on Mentha spp. Rust fungi attack 134 species of host plants. Key words – aecia – host plants – mycobiota – telia – uredinia Introduction Ketmen ridge (Ketpen, Uzynkara) is located to the east of the Zailiysky Alatau (Trans-Ili Alatau) and separated from the Central Tien-Shan by the Kegen depression. This, the most eastern ridge from the northern chains of the Tien Shan, extends in an east-west direction. The Ketmen ridge is more than 300 km long, 40–50 km wide and 3500–4200 m high. The western part of the ridge (about 160 km long) is located in Kazakhstan territory, and the eastern part in China. The highest point of the ridge, in the eastern part of the state border of Kazakhstan, is Nebesnaya peak (3638 m).

    Local Government and Economic Development in Kazakhstan by Madina Junussova A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Public Policy Carleton University Ottawa, Ontario © 2017 Madina Junussova ABSTRACT The main objective of this dissertation is to understand the role of local government in economic development, with a focus on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development by the Regional Development Program 2020. The dissertation presents three studies based on qualitative assessment of locally obtained evidence and locally produced data. The first essay examines administrative decentralization and studies how the Almaty city and Almaty region governments failed to use delegated urban planning for the management of urban development. The second essay challenges the fiscal system by exploring how the Almaty and Astana governments struggled to use national transfers provided for the implementation of national projects. The third essay focuses on political decentralization reforms and assesses the capabilities of elected representatives from Almaty, Astana, Shymkent and Aktobe city governments in managing urban transport based on public needs. Together, these three case studies provide a broader picture for understanding the productivity of the implemented administrative, fiscal and political reforms. It argues that the absence of a functioning decentralization strategy is leading to unexpected development outcomes and a lowering of public trust in local and national governments. The main contribution of the three studies is that they allow identification of key institutional weaknesses and obstacles faced by local governments in the management of local development in Kazakhstan.

Trin. Ex Steud.) is a highly productive wetland plant and a potentially valuable source of renewable biomass worldwide. There is more than 10 million ha of reed area globally, distributed mainly across Eurasia followed by America and Africa. The literature analysis in this paper revealed that Kazakhstan alone harbored ca. 1,600,000–3,000,000 ha of reed area, mostly distributed in the deltas and along the rivers of the country. Herein, we explored 1 the total reed biomass stock of 17 million t year− which is potentially available for harvesting in the context of wise use of wetlands.
