Nos. 90/3,4,8 & 91/1,2,3 (Patta land) in Boothipuram Village, Bodinayakanur Taluk, Theni District, Tamil Nadu 1.EXECUTIVE SUMMARY This project is for quarrying of 14500m³ to 15100m³per year totalling 29828.75m³ or 10540.19 units of gravel deposit for a period of 2 years as permitted by the district collector, Theni District and classified as a Minor mineral Over an Extent of 1-86.00 Hectares in S.F. No. 90/3,4,8 & 91/1,2,3 (Patta land) in Boothipuram Village, Bodinyaknur Taluk, Theni District, Tamil Nadu by THIRU. G. MUTHUGOVINDAN , S/o. SRI.GOVINDARAJAN, 1554/16, SRI RAM NAGAR, PERIYAKULAM ROAD, THENI TOWN, THENI TALUK & DISTRICT . The quarry permission was granted by the district Collector, Theni district vide his letter No. NA KA .No. 330/KANIMAM/2018, ,Dated: 01.02.2019 and for removal of Gravel deposit under Rule 19 of Tamil Nadu Minor Mineral Concession Rules, 1959 and amended up to date. Approved Mining Plan is prepared under the provisions of Draft Minor Minerals conservation and Development Rule, 2010 and approved by Deputy Director of Dept of Geology and Mining, Theni vide letter No. KV3/0266/2018 Dated:25.08.2018. The location for removal of Gravel deposit is given below. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION As per the Environmental Impact Assessment (EIA) Notification dated 14 th September, 2006 and its subsequent amendments the proposed quarry project falls under category B2 which required Environmental Clearance from the District Environmental Impact Assessment Authority (DEIAA), Theni region. The proposed lease area Patta land with Surface right for quarrying Gravel for 2 Years by G. MUTHUGOVINDAN, his project is more beneficial to entire public. 2 Thiru. G. MUTHUGOVINDAN has applied to the District Collector for permission to mine Gravel deposit and the precise area letter for the area to which lease to be granted was issued by the District collector, Theni as per the direction of the district collector the Proponent is seeking Environmental clearance from DEIAA, Theni for grant of fresh Quarry Lease with the District Collector, Theni . (i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given. Project Proponent : Thiru. G. No. KV330/Mines/2018, Dated:22.03.2019 (ii) Brief description of nature of project: The Gravel deposit quarry lies over an extent of 1-86.00 Hectares in S.F. No. 90/3,4,8 & 91/1,2,3 (Patta land) Boothipuram Village, Bodinayakanur Taluk, Theni District falls in at latitude 10°01’ 04.80’’ N & longitude 77°25’ 11.90” E. The topo sheet falls under 58 F/8. The area applied for mining lease is a plain terrain. District : Theni Taluk : Bodinayakanur Village: Boothipuram Survey Number: 90/3,4,8 & 91/1,2,3 (Patta land) Extent: 1-86.00 Hectares The name of the mineral intends to quarry is Gravel deposit. No toxic elements or hazardous materials are reported from this area. The applicant has received necessary clearance reports from all the authorities concerned for quarrying Gravel deposit. The proposed area for quarry lease is not a forest land of any category. Type of Mining : Opencast –Semi mechanised shall be excavated to a depth of 2.5 meter and loaded directly into the tipper lorry for despatch. Period of Mining : 2 Year from the date of operation quarrying of Gravel. deposit of 14500m³ to 15100m³per year totalling 29828.75m³ or 10540.19 units of gravel deposit for a period of 2 years 3 (iii) Need for the project and its importance to the country and or region: 1) The Gravel mined from this area will be marketed for filling, levelling and to private individual and Government contract project. 2) After mining the entire Gravel the area will be used for Cultivation purpose. 3) The Gravel deposit is soft formation. It can be removed easily scooping with JCB. The Gravel will be loaded in the trucks and will be despatched to the needy persons based on the work order. 4) No damage to land is caused; no reclamation or back filling is required. 5) During Mining Operation there will not be much noise and vibration since there will be no drilling and blasting activities. During transport of vehicle water sprinkling will be made to suppress the dust and the noise produced during working of excavator will be within tolerable limit. (iv) Demand-Supply Gap The Gravel mined from this area will be marketed to private individual and Government contract project for filling and levelling. (v) Export Possibility The Gravel mined from this area will be marketed to private individual and Government contract project for filling and levelling. (vi) Domestic Export / Markets The Gravel mined from this area will be marketed to private individual and Government contract project for filling and levelling. No export is proposed. (vii) Employment generation (direct and indirect) due to the project. First aid and labour health facility will be arranged from the nearby hospital at Theni. During quarry working time the labours will be provided with mineral water for drinking @ 5lts. Per head in a shift for the persons employed. All safety equipments will be provided for the persons employed in the mine. The supervisor will be provided with mobile phone to contact the owner or any officials during emergency time. Safety equipments to be provided for the persons employed in the mines. 1. Safety helmet approved by Director General of mines Safety 2. Nose Mask 3. Ear Plug for machine operators 4. Safety shoes as specified by Director General of Mines Safety Employment of child labour will be strictly prohibited in the mines. All persons employed in the mines will be provided with Group Insurance System from a Govt. Recognised insurance Agency. The applicant has given Notary Affidavit for Non employment of child labour directly or indirectly while operating the mine. The Affidavit is enclosed in Annexure XI. PROJECT DESCRIPTION Type of project interlinked and interdependent projects, if any. This project is located in Boothipuram Village, Bodinyakanur Taluk, Theni District. It is mandatory to obtain environmental clearance for all mining project irrespective of mining area as per the order of the Honourable Supreme Court of India in I.A.No. 12-/13/2011 in S.L.P.No. 19628-19629 of 2009 etc., dated: 27.02.2012, the Ministry of Environmental and Forest Office Memorandum dated: 18.05. 2012 clearance has to be obtained for Minor Minerals from the District Level Environmental Impact Assessment Authority, Tamil Nadu. As per above order all projects less than 5 hectares falls in ‘B’ Category of Schedule 1 (a). The extent of this lease area is 1-86.0hectares, and falls in ‘B’ Category of Schedule 1 (a). ii) Location The area applied for quarry lease lies in northern side of Theni – Boothipuram – Kodangipatti Road and 4Km from Boothipuram to reach the applied area as shown in the KEY MAP (Plate no, IA). The nearest railway station is at Theni at a distance of 9 Km. 5 (iii) Details of alternate sites considered and the basis of selecting the proposed site. This is a mining project , which is site specific due to availability of Gravel. Hence the site cannot be shifted. The area applied for mining lease will be worked by opencast semi mechanised method. The quarry site is considered on the availability of deposits. (iv) Size or magnitude of operation Targeted production of quarrying will be 14500m³ to 15100m³per year totalling 29828.75m³ or 10540.19 units of gravel deposit for a period of 2 years by open cast semi mechanised mining. (v) Project description with Process Details Mining Process Details The area applied for mining lease will be worked by opencast semi mechanised method. The bench height will be maintained to a height of 2.0 meter with a bench slope of 45° the width of the bench will not be less than the height of the bench and an average width of 2 to 3mts will be maintained during mining.     The anti-Kallar movement of 1896 / 1 Securing the rural citizen: The anti-Kallar movement of 1896 Anand Pandian Visiting Assistant Professor of History and Anthropology Hamilton College This article concerns the politics of security and caste difference in the late nineteenth century Madras Presidency. Relying on a vernacular principle of interpretation emerging from the colonial archive itselfa Sanskrit Law of Coincidencethe article makes a case for collective identity in colonial India as a conjunctural attribution. I closely examine the trajectory of a widespread peasant movement that sought in 1896 to evict a single caste from hundreds of settlements altogether. The article tracks an intimate traffic between administrative sociology and native stereotype that converged on an assessment of this caste as thieving and predatory by nature. This racialised politics of intrinsic character enabled a popular programme of violent eviction. At the same time, peasant efforts to secure property and territory from threat may be understood as an alternative project of rural government, one that marked a crucial turn in the development of a moral order in the southern Tamil countryside.
