Measures to Mitigate Agrarian Distress in Alappuzha and Kuttanad Wetland Ecosystem A Study Report by M. S. SWAMINATHAN RESEARCH FOUNDATION 2007 M. S. SWAMINATHAN RESEARCH FOUNDATION FOREWORD Every calamity presents opportunities for progress provided we learn appropriate lessons from the calamity and apply effective remedies to prevent its recurrence. The Alappuzha district along with Kuttanad region has been chosen by the Ministry of Agriculture, Government of India for special consideration in view of the prevailing agrarian distress. In spite of its natural wealth, the district has a high proportion of population living in poverty. The M. S. Swaminathan Research Foundation was invited by the Union Ministry of Agriculture to go into the economic and ecological problems of the Alappuzha district as well as the Kuttanad Wetland Ecosystem as a whole. The present report is the result of the study undertaken in response to the request of the Union Ministry of Agriculture. The study team was headed by Dr. S. Bala Ravi, Advisor of MSSRF with Drs. Sudha Nair, Anil Kumar and Ms. Deepa Varma as members. The Team was supported by a panel of eminent technical advisors. Recognising that the process of preparation of such reports is as important as the product, the MSSRF team held wide ranging consultations with all concerned with the economy, ecological security and livelihood security of Kuttanad wetlands. Information on the consultations held and visits made are given in the report. The report contains a malady-remedy analysis of the problems and potential solutions. The greatest challenge in dealing with multidimensional problems in our country is our inability to generate the necessary synergy and convergence among the numerous government, non-government, civil society and other agencies involved in the implementation of the programmes such as those outlined in this report.

1 FAITH CONFESSION OF ST. THOMAS THE APOSTLE St. Thomas Syro-Malabar Catholic Diocese of Chicago The faith confession of St. Thomas the Apostle, “My Lord and My God”, stands in history as the most profound confession on Jesus’ true identity. ‘Lord’ and ‘God’ are the equivalent words for the Greek terms ‘Kyrios’ and ‘Theos’ respectively used to denote the Hebrew words ‘Yahweh’ and ‘Elohim’, two expressions used to address the Almighty One. Making use of these words to the Resurrected Lord, Thomas equates Jesus to the Absolute Deity. He connects the Old Testament and New Testament St. Thomas Syro-Malabar understanding of God in the person of Jesus Christ. Catholic Diocese of Chicago St. Thomas Syro-Malabar Catholic Diocese of Chicago, by living My Lord and My God and experiencing the faith confession of her patron through the celebration of her liturgy, aims at the deepening of the identity and heritage of Syro- Malabar Church in the United States of America. It has not been easy for these proud and dignified people to recount these experiences of exclusion and discrimination; and their effort has gone a long way towards asserting powerfully the fact that inclusion of Dalits, Adivasis and other marginalized communities in disaster response, risk reduction and preparedness is the non-negotiable duty of any government and civil society. We are particularly thankful to Paul Divakar for having introduced us to the strategic ad- vantage of using the online data collection (with geo-tagging) technology.

Harsham – “Happiness Redefined” Geriatric Care Programme Harsham - “Happiness Redefined” An Elderly Care program from Kudumbasree Funding Partner: Kerala Academy for Skill Execellence (KASE) Implemented by: Hindustan Latex Family Planning Promotion Trust (HLFPPT) (A unit of HLL Lifecare Ltd) Harsham – “Happiness Redefined” 2 Harsham – “Happiness Redefined” 3 Since its inception, Kudumbashree Mission have been in the forefront, striving to wipe off poverty from Kerala and make the lives of the people get better in all senses. For the last 20 years, Kudumbashree had been actively functioning in the social scenario of Kerala framing and implementing innovative projects. By making way for the micro entrepreneurs to launch their own enterprises, we envisaged helping them find livelihood of their own and change the lives of many in a positive way. Kudumbashree Mission always aim to find opportunities for livelihood for its members so as to assist them earn better income, identifying the right opportunities. Two years back, we had initiated Harsham programme realizing the opportunities existing in the service sector of Kerala. As we all know, the availability of reliable and trained persons in elderly care is relatively less in Kerala. Those whose are ready to provide this service always would have greater job opportunities. We identified the opportunity in this and launched the Harsham Project for geriatric care. Harsham programme aims at providing intensive training of 15 days to women and equip them to provide service in geriatric care sector. The training for the caregivers was provided with the assistance of doctors, nurses and hospital management in selected hospitals in the state.
