Executive Summary • Astral submits that no changes are required to the current investment rules in the broadcasting sector. • The broadcasting legislative and regulatory framework in Canada, including the investment rules applicable to broadcasters, has created the conditions necessary to establish a viable domestic broadcasting industry, providing Canadian radio and television channels through which distinctively Canadian programs as well as content from foreign sources are scheduled, promoted and presented in a manner that meet the needs and preferences of Canadian audiences. The end product is in essence a domestic good geared for domestic consumption to ensure the maintenance of a vibrant Canadian culture and identity. • The objectives of “competition”, investment flows and export markets are not per se the focus of the policy objectives in Canadian broadcasting. • The broadcasting investment rules are key measures that are designed to achieve domestic public policy goals for the broadcasting industry. They have fostered a highly competitive and commercially successful domestic broadcasting sector in Canada which market forces alone could not have brought about. • The current broadcasting rules and policies, including the investment rules applicable to broadcasters, are designed to create a distinct Canadian program rights market, a key condition precedent of a viable economic Canadian broadcasting system. • Under the current rules, the Canadian broadcasting sector continues to provide the world’s broadest programming choices for Canadians and has resulted in a highly competitive broadcasting industry, one of the desired outcomes articulated in the Consultation Paper. • Changes in the investment rules would risk the unraveling of a nuanced and sophisticated legislative and regulatory framework that has been designed to achieve specific domestic outcomes.

    Promoting the introduction of NPA 579 in the 450 Area Final Report September 2010 Communications Progress Report This Progress Report is submitted to the Relief Planning Committee (RPC) and CRTC staff. This report outlines the public relations activities that the Telecommunications Alliance (TA) has undertaken to generate awareness for the introduction of the new area code 579 in the 450 area. Also included in this report, are the reports submitted by individual members. About the Telecommunications Alliance The Telecommunications Alliance has been put in place to manage the introduction of the new area codes in 613 and 450 areas. Members of the TA are: Bell (including Bell Mobility); Vidéotron; Rogers Wireless; TELUS (including TELUS mobility); and all other carriers operating in the affected regions. The Alliance is chaired by Bell and Vidéotron. The role of co-chairs is to lead the Alliance initiatives and approve all communications on behalf of the members.     New radio ads will remind workers about working at heights training deadline MISSISSAUGA—Over the next few weeks, the Infrastructure Health and Safety Association (IHSA) will launch a new advertising campaign aimed at reminding workers and construction companies about the upcoming deadline for working at heights training. The two-year transition period for workers who, prior to April 1, 2015, met the fall protection training requirements set out in subsection 26.2(1) of the Construction Projects Regulation (213/91) is nearing its end. These workers will have until April 1, 2017 to complete an approved working at heights training program. The focus of IHSA’s advertising campaign will be radio spots that will air on regional stations across the province for several weeks until the end of February. The ad will also air in seven other languages in the GTA on CHIN FM 100.7—Portuguese, Spanish, Russian, Polish, Mandarin, Cantonese, and Turkish. These translated ad spots will air throughout March. In addition, the Commission renews the broadcasting licences for these stations from 1 April 2011 to 31 August 2017. The terms and conditions of licence are set out in the appendix to this decision. Introduction 1. The Commission received an application by Astral Media Radio Inc. (Astral) to renew the broadcasting licences for the French-language commercial radio programming undertakings CITF-FM Québec, and CITÉ-FM-1 Sherbrooke and its transmitter CITÉ-FM-2 Sherbrooke.
