Clerk’s report – information 9.1 Update on Council Aims and Objectives 2020-2025 No updates since the last meeting. 9.2 Covid-19 update An update following the announcement by the government of a national lockdown commencing on 5 November 2020: North East Derbyshire is currently in Tier 3. Outdoor facilities are open, with signage advising of government guidelines. No groups have returned to use the Parish Hall. The Library is continuing to operate a Click and Collect service. 9.3 Co-option update Woodthorpe Vacancy co-option advertised, closing date 22 December 2020. Page 3 of 12 9.4 Livestreaming update Trial session held during the Standards and Governance Committee meeting on Monday 7 December 2020. First livestreaming of full Council to take place this evening. 9.5 Christmas Appeal NEDDC are holding a Christmas Appeal; Care At Christmas to provide gifts for local care homes. Collection dates from Wingerworth Parish Hall, Thursday 10 and 17 December 10:00am-1:00pm. 10. Clerk’s report – decisions 10.1 Chairs Appeal To consider making a donation to the Chair of the District Council’s Appeal; information enclosed. 10.2 Quote to complete actions from Legionella Risk Assessment - £1,540 Additional quotes pending. 10.3 VAT Report £1,200 To accept the recommendations from the Chair of the Council to proceed with expenditure of £1,200 for a report on VAT options for the Council; report enclosed. 10.4 Approval of Precept for 2021/22 To approve the recommendations from the Finance Committee for the Precept requirements for 2021/22; £217,935, report enclosed. 10.5 Statement of Representations on the Proposed Main Modifications to the NEDDC Local Plan Representations on the Proposed main modifications to the NEDDC Local Plan (2014-2034) should be received by Wednesday 23 December 2020; recommendations from Cllrs Coleman, Collins and Broughton circulated and enclosed. 10.6 Avenue Connectivity Proposal from Cllr Hancock to provide support to Big Local with liaising with DCC to get works completed to provide footpath connectivity linking Grassmoor, Tupton and Wingerworth; information enclosed. 11.     The Five Pits Trail Walkers, cyclists and horse riders can all enjoy the countryside of the Five Pits Trail. Follow the 5.5 mile off-road surfaced route from Grassmoor Country Park to Tibshelf Ponds or extend your route to 7.5 miles by exploring the route through Williamthorpe Ponds and Holmewood Woodlands. The trail mostly follows the route of the Great Central Railway. Since the large collieries and smaller pits along the railway closed, the landscape has changed dramatically. Parts of the land were opencast and Holmewood Sculpture Funded by the Young Roots Heritage Lottery Fund, students from most of the original railway line removed. Deincourt School worked with artists from Gotham-D to design this sculpture. Using metal, stone and wood, the sculpture shows leaves and keys (seeds) and takes its inspiration from both the Now you will find a rolling trail that has some long steep slopes. This may limit some people's access in places - look for natural and industrial heritage of the area. the 'steep slope' symbols on the map. There are no stiles or steps and you will find seats along the way to stop, rest and enjoy the views. Look out for the information boards with large site maps showing some of the heritage and wildlife along the trail. Mansfield Road Walking Routes Williamthorpe Walkers can explore the surrounding landscape on Public Rights of Way by following one of the Five Ponds Pits Trail Circular Walks. These walks are between 2.5 and 5.5 miles in length and each walk is waymarked This network of ponds, with a coloured disc.

In any one year, our members account for over 80% of all new “for sale” market housing built in England and Wales as well as a large proportion of newly built affordable housing. None of us will forget too quickly the sub-zero temperatures, snow and ice which made some New homes in Calow See page 14 of our estates impassable and caused major problems for people and their homes. Our staff pulled out all the stops to deliver services where and when possible and we appreciate the fantastic letters of support you have sent us. See page 6.     Chesterfield Parks and Open Spaces Strategy 2015–2024 Foreword Chesterfield, distinct by its famous crooked spire and known as the eastern gate way to the Peak District, is a dynamic and developing market town. It is a relatively densely populated Borough that has diverse communities. Although benefiting from key developments and growth in recent years, the legacy of declining industries have contributed to areas of comparative deprivation where health and other issues remain. The green spaces in the Borough have an essential part to play, particularly to contribute to improving health and the quality of life for all our communities. They are a key element in helping to tackle the legacies and ongoing issues arising from urban and semi-urban communities. Good quality, accessible open spaces provide sporting and recreational facilities, green lungs for communities to breathe and contribute to a vibrant economy, encouraging higher quality and more sustainable economic development. Whilst close to the Peak District National Park, biodiversity and sustainable landscapes remain crucial to the Borough. The strategy seeks to improve the biodiversity and develop opportunities to promote a sustainable environment. For our open space network to be fully utilised, it is important to recognise our community’s needs. Key to the success of this strategy will be improving the quality, ensuring adequate provision and access for all communities, and maximising the use of what we have by engaging communities to an extent where they will feel an ownership of their space. This strategy seeks to develop the core strands of Prioritising investment, Effective and sustainable use of resources, Increasing use and Working effectively with the community and partners by providing a framework of strategic actions to maximise the benefits of our Parks and Open spaces.
