PREFACE Comprehensive data about the provision of languages education in Victorian government schools has been collected centrally and published since 1991 by the Victorian Department of Education and Training (DET). This report provides an analysis of the provision of languages education in 2019 in Victorian government schools, including the Victorian School of Languages (VSL). It also includes data about the provision of languages education in accredited community language schools (CLS) funded by DET in 2019. The report does not include data about the provision of languages education in non-government schools. All Victorian schools are required by legislation and as a condition of their registration with the Victorian Registration and Qualifications Authority to provide instruction in the eight learning areas, including Languages. In 2019, 20 languages were taught in mainstream government primary and secondary schools, with Chinese (Mandarin), Italian, Japanese, Indonesian, French, Auslan, Spanish and German the most-studied languages across primary and secondary schools. In 2019, 1,279 (88.6 percent) of government primary and secondary schools offered language programs to a total of 432,044 students across primary and secondary schools. A further 2,631 students were enrolled in taster programs at the secondary level. A taster program exposes students to a range of languages for a short period before they select one language for ongoing study. In addition, the VSL provided out-of-school-hours and distance education programs in 53 languages to 19,267 students who could not access their language of choice in their mainstream school. Accredited CLS also provided out- of-school-hours programs in 45 languages to a total of 38,730 students. Students who attended the VSL and CLS may also have studied a language at a government or non-government mainstream school. In total, students in Victoria studied 72 languages through government schools, the VSL and CLS in 2019. Appendix 1 contains a list of the 72 languages by education provider. The 2019 report includes a long-term (1997-2019) overview of trends in the provision of languages education in government schools (Figure 1.6). This table shows the trends in the number of primary and secondary schools providing a language program. Figure 1.7 shows the trends in the number of primary and secondary students learning a language from 1997-2019.

1. OVERVIEW OF LANGUAGES EDUCATION IN 2019

The following analysis provides an overview of the current state of languages education and highlights the differing patterns in the study of languages at the primary and secondary levels. It also reviews languages education in Victorian government primary and secondary schools over the last seven years.

VICTORIAN GOVERNMENT PRIMARY AND SECONDARY SCHOOLS This report considers data collected in August 2019, from 1,444 government schools in Victoria. Across these schools, 1,202 offered primary-level schooling and 323 schools offered secondary-level schooling. English language schools, special schools and a small number of other schools exempt from this survey are not included in this figure, nor are they considered in this report. It should be noted that the number of government schools changes slightly each year. For example, data from 1,454 schools was considered in the 2012 report. This number decreased to 1,427 schools in 2017 but rose to 1,444 government schools in 2019. Therefore, for the purpose of clarity, percentages as well as numerical data are provided in some tables and figures (e.g. Figure 1.2).

TYPES OF LANGUAGE PROGRAMS Language programs are delivered in Victorian schools as: • separate subject programs • Content and Language Integrated Learning (CLIL) programs • bilingual programs • VET/VCAL language programs. Languages taught as a separate subject Traditionally, languages are taught as a separate subject, particularly in secondary schools. Most language programs delivered in Victorian government schools are taught as a separate subject. These programs focus on the teaching and learning of the target language and understanding the connections between language and culture. Content and Language Integrated Learning (CLIL) programs CLIL programs combine teaching content from a curriculum area with the explicit teaching of the target language. Content may include all or part of one or more curriculum areas. In a CLIL program, students gain knowledge of the curricular subject (for example, ) while simultaneously learning and using the target language (for example, Italian). Bilingual programs Bilingual programs offer a partial immersion bilingual education, where students are immersed in a classroom where the curriculum is taught in or through the language for more than 450 minutes per week. Bilingual programs in Victorian government schools include the Designated Bilingual Programs and the French Binational Programs at Caulfield Junior and Auburn High School.

VET/VCAL language programs VET/VCAL language programs provide secondary students the opportunity to develop routine oral and written communication in the language in a range of standard social and workplace situations.

Table 1.1 and Table 1.2 show the number of students in government primary and secondary schools who participated in each of these program types in 2019.

LANGUAGE PROGRAMS IN VICTORIAN GOVERNMENT SCHOOLS In 2019, 1,279 (87.4 percent) of 1,444 government schools in Victoria offered language programs. A total of 432,044 students (70.2 percent of all students) were enrolled in these programs. Of these, 2,631 students were enrolled in taster programs at the secondary level where they studied two languages. There were also 19,267 enrolments at the VSL, bringing the total number of enrolments in language programs in 2019 to 453,942 (Table 1.3). Twenty languages were taught in mainstream government schools in 2019, while 53 languages were studied through the VSL. Table 1.3 provides a summary of enrolments in Victorian government primary and secondary schools, as well as all enrolments at the VSL (including through distance education), for 2019. Note that at the secondary level, students studying more than one language through taster programs are counted for each language in which they are enrolled. Hence, Table 1.4 represents student enrolment figures, not the number of students studying a language.

LONG-TERM OVERVIEW FOR LANGUAGES PROVISION DET has collected and published data on the provision of languages education in Victorian government schools since 1991. This data enables the Department to monitor enrolment trends by language, year level and language teaching time. Figure 1.6 shows the trend in the number of government schools providing a language program over the twenty-three-year period from 1997 to 2019. Figure 1.6 shows that the decline in the number of schools providing a language program, particularly at the primary level reversed sharply from 2012, with some recent fluctuations. However, despite the significant increase in the number of primary schools providing a language program, there remain ongoing challenges in ensuring that all Foundation to Year 10 students have access to quality language programs. This includes ensuring the sustainability of language programs, particularly in small rural schools, strengthening primary to language pathways and increasing the time on task. Figure 1.7 shows student enrolments in language programs have also significantly increased at the primary level over the last six years, indicating that while some schools are working through issues of program continuity, many schools are expanding their existing programs. Student enrolments at the secondary level have remained relatively stable over the same period, with an upward trend in enrolments in 2019. In 2019, 19.1 percent of students who graduated from a government secondary school had completed a VCE Unit 4 Language study (Table 4.5). This commitment to languages education at the senior secondary level was demonstrated across all schools in Victoria, with 22.5 percent of students across government, Catholic and independent schools graduating from Year 12 with a Language study in 2019. This includes the study of a language through a mainstream school, the VSL, a CLS, as well as students who completed their schooling through the International Baccalaureate (IB) program in a Victorian school (Data source: DET, the Victorian Curriculum and Assessment Authority (VCAA) and IB Australasia).

LANGUAGE PROFILES Chinese (Mandarin) In 2019, 85,885 students studied Chinese (Mandarin) in Victorian government schools. It was taught by 285 teachers in 21.1 percent of primary schools and 12.4 percent of secondary schools with a language program. Overall, Chinese (Mandarin) was offered in 269 schools (189 primary schools, 21 primary/secondary schools and 59 secondary schools), as well as at 33 VSL centres, including through distance education. In 2019, 1,496 students who graduated from secondary school had completed Chinese (Mandarin) study to Year 12 level (Unit 4). Table 2.1 provides student enrolments in Chinese (Mandarin) between 2013 and 2019.

Italian In 2019, 83,971 students studied Italian in Victorian government schools. It was taught by 354 teachers in 19.7 percent of primary schools and 17.8 percent of secondary schools with a language program. Overall, Italian was offered in 253 schools (182 primary schools, 14 primary/secondary schools and 57 secondary schools), as well as through seven VSL centres, including through distance education. In 2019, 210 students who graduated from secondary school had completed Italian study to Year 12 level (Unit 4). Table 2.2 provides student enrolments in Italian between 2013 and 2019.

Japanese In 2019, 79,435 students studied Japanese in Victorian government schools. It was taught by 351 teachers in 19.0 percent of primary schools and 18.8 percent of secondary schools with a language program. Overall, Japanese was offered in 280 schools (188 primary schools, 21 primary/secondary schools and 71 secondary schools), as well as through 11 VSL centres, including through distance education. In 2019, 537 students who graduated from secondary school had completed Japanese study to Year 12 level (Unit 4). Table 2.3 provides student enrolments in Japanese between 2013 and 2019.

Indonesian In 2019, 63,022 students studied Indonesian in Victorian government schools. It was taught by 263 teachers in 14.4 percent of primary schools and 14.6 percent of secondary schools with a language program. Overall, Indonesian was offered in 274 schools (180 primary schools, 36 primary/secondary schools and 58 secondary schools), as well as through two VSL centres, including through distance education. In 2019, 247 students who graduated from secondary school had completed Indonesian study to Year 12 level (Unit 4). Table 2.4 provides student enrolments in Indonesian between 2013 and 2019.

French In 2019, 51,421 students studied French in Victorian government schools. It was taught by 312 teachers in 8.6 percent of primary schools and 21.2 percent of secondary schools with a language program. Overall, French was offered in 162 schools (75 primary schools, 14 primary/secondary schools and 73 secondary schools), as well as through ten VSL centres, including through distance education. In 2019, 570 students who graduated from secondary school had completed French study to Year 12 level (Unit 4). Table 2.5 provides student enrolments in French between 2013 and 2019.

Auslan In 2019, 26,715 students studied Auslan in Victorian government schools. It was taught by 54 teachers in 7.9 percent of primary schools and 0.5 percent of secondary schools with a language program. Overall, Auslan was offered in 112 schools (102 primary schools, four primary/secondary schools and six secondary schools). In 2019, 41 students who graduated from secondary school had completed Auslan study to Year 12 level (Unit 4). Table 2.6 provides student enrolments in Auslan between 2013 and 2019.

Spanish In 2019, 21,872 students studied Spanish in Victorian government schools. It was taught by 67 teachers in 5.6 percent of primary schools and 2.5 percent of secondary schools with a language program. Overall, Spanish was offered in 60 schools (42 primary schools, seven primary/secondary schools and 11 secondary schools), as well as through 12 VSL centres, including through distance education. In 2019, 58 students eligible to graduate from secondary school had completed Spanish study to Year 12 level (Unit 4). Table 2.7 provides student enrolments in Spanish between 2013 and 2019.

German In 2019, 19,038 students studied German in Victorian government schools. It was taught by 135 teachers in 2.5 percent of primary schools and 9.9 percent of secondary schools with a language program. Overall, German was offered in 84 schools (35 primary schools, 12 primary/secondary schools and 37 secondary schools), as well as through six VSL centres, including through distance education. Vietnamese In 2019, 3,087 students studied Vietnamese in Victorian government schools. It was taught by 12 teachers in 0.3 percent of primary schools and 0.4 percent of secondary schools with a language program. Overall, Vietnamese was offered in ten schools consisting of four primary schools and six secondary schools, as well as through ten VSL centres. In 2019, 440 students who graduated from secondary school had completed Vietnamese study to Year 12 level (Unit 4). Table 2.9 provides student enrolments in Vietnamese between 2013 and 2019.

Hindi In 2019, 2,360 students studied Hindi in Victorian government schools. It was taught by four teachers in 0.4 percent of primary schools and 0.2 percent of secondary schools with a language program. Overall, Hindi was offered in four schools (one primary, two primary/secondary and one secondary school), as well as through 13 VSL centres. Aboriginal Languages Teaching Aboriginal languages in Victoria is centred on language reclamation, revival and cultural studies. In recent years there has been a significant increase in the number of government schools offering an Aboriginal language program. In 2019, Aboriginal languages had the 11th position for number of enrolments, with 2,278 students studying Aboriginal languages in Victorian government schools. Aboriginal languages were taught by six teachers in 1.7 percent of primary schools and 0.7 percent of secondary schools with language programs. Overall, Aboriginal languages were taught in 20 schools – 18 primary schools, one primary/secondary school and one secondary school. In 2019, six students who graduated from secondary school had completed study of an Aboriginal language to Year 12 level (Unit 4). Table 2.11 provides student enrolments in Aboriginal languages between 2013 and 2019.

Aboriginal languages taught included Dhudhuroa (in conjunction with Murrinh- patha), Barkindji-Marwara, Yorta Yorta, Dhauwurd Wurrung, Woiwurrung, Wemba Wemba, and Gunai/Kurnai.

2. SUMMARY OF FINDINGS

VICTORIAN GOVERNMENT PRIMARY SCHOOLS

Schools • One thousand and fifty (1,050) government primary schools provided a language program in 2019, which constituted 87.4 percent of the total of 1,202 primary schools 1. Not all schools with a language program offered the program across all year levels. More than 80 percent of schools provided a language program from Foundation to Year 4, with just under 80 percent providing a program at the Years 5 and 6 levels (Figure 3.1 and Table 3.1). • Chinese (Mandarin) and Indonesian were the two most widely-taught languages in Victorian government schools at the primary level, with 200, or 19 percent of primary schools providing a Chinese (Mandarin) or Indonesian program, followed by Japanese (199 schools, 19 percent), Italian (190 schools, 18.1 percent), Auslan (105 schools, 10 percent) and French (81 schools, 7.7 percent) (Table 3.2). Appendices 2 and 4 provide details of primary schools and the language program/s offered in 2019.

Students • A total of 329,218 students studied a language in government primary schools in 2019. This represented 87 percent of government primary school students. • Student enrolments in languages rose across all year levels in 2019, increasing 4.2 percent overall at the primary level (see Table 3.3 and Figure 3.4).

Languages taught • Seventeen languages were offered in government primary schools in 2019, with primary students also studying 35 languages only through the VSL. In total, 52 languages were studied at the primary level. • The eight most-studied languages in 2019 were Chinese (Mandarin) (accounting for 21.1 percent of enrolments at the primary level), Italian (19.7 percent), Japanese (17.8 percent) Indonesian (14.4 percent), French (8.6 percent), Auslan (7.9 percent), Spanish (5.6 percent) and German (2.5 percent) (Table 3.4 and Figure 3.5).

Contact time • The time spent by primary students on language learning varied considerably according to the type of program. Contact time ranged from

10 minutes to 300 minutes per week, with an average of 53.2 minutes per week (excluding bilingual programs that provided between 450 and 750 minutes per week) (Figure 3.8). • Excluding bilingual programs, 0.2 percent of language programs provided more than 120 minutes of teaching per week. 150 minutes per week is the recommended minimum time by DET (Figure 3.7).

Regional provision of language programs • In 2019, nine or more languages were offered in each of the four regions, with Italian the most-studied language in the South-Western Victoria (SWV) and North-Western Victoria (NWV) regions, and Chinese (Mandarin) the most-studied language in the North-Eastern Victoria (NEV) and South-Eastern Victoria (SEV) regions (Table 3.6).

VICTORIAN GOVERNMENT SECONDARY SCHOOLS

Schools • In 2019, 280 or 86.7 percent of the 323 government secondary schools provided a language program (Figure 1.4 and Table 4.1). • Of the schools providing a language program, 38.6 percent provided a continuous language sequence from Year 7 to Year 12. The next most common program type was provision from Years 7 to 8, accounting for 14.6 percent of enrolments in a language program (Figure 4.2). • French and Japanese were the two most widely-taught languages in Victorian government schools at the secondary levels, with 81 schools or 29 percent of schools providing a secondary French or Japanese program, followed by Indonesian (74 schools, 26.5 percent), Chinese (Mandarin) (69 schools, 24.7 percent), Italian (63 schools, 22.6 percent), and German (43 schools, 15.4 percent) (Table 4.1). Appendices 3 and 5 provide details of secondary schools and the language program/s offered in 2019.

Students • A total of 102,826 students studied a language in government secondary schools in 2019. This represented 43.3 percent of government secondary school students (Table 4.2 and Figure 4.4). A further 2,631 secondary school students studied an additional language (for example, through taster programs), bringing the total number of secondary school enrolments to 105,457 (Table 4.3). • Among the students who graduated from VCE in 2019, 19.1 percent had completed a language at the Year 12 level (Unit 4) (Table 4.5).

Languages taught • Nineteen languages were offered in Victorian government secondary schools in 2019, with secondary students also studying an additional 33 languages through the VSL. In total, 52 languages were studied at the secondary level. • The six most-studied languages at the secondary level in 2019 were French (accounting for 21.2 percent of enrolments), Japanese (18.8 percent), Italian (17.8 percent), Indonesian (14.6 percent), Chinese (Mandarin) (12.4 percent) and German (9.9 percent) (Table 4.3 and Figure 4.5).

Languages study at the VCE level • Among the students who graduated in Year 12 in 2019, 4,729 or 19.1 percent of students completed a Language study to VCE Unit 4 level during their schooling, including through the VSL and CLS (Table 4.5). In total, 39 languages were studied through to the VCE Unit 4 level, with the five most-studied languages at VCE level being Chinese (Mandarin), French, Japanese, Vietnamese and German (Table 4.6).

Contact time • The average weekly contact time for language programs was 139.3 minutes at Year 7, increasing to 227.1 minutes per week at Year 12 (Figure 4.7). • In 2019, 79.4 percent of Year 7 language students, 82.6 percent of Year 8 language students and 95.3 percent of Year 9 language students were in programs that ran for 120 minutes or more per week. At Years 10, 11 and 12, 79.8 percent, 97.5 percent and 98.1 percent of language students respectively, studied a language for 180 minutes or more per week.

Regional provision of languages • In 2019, Italian was the most-studied language in the SWV and NWV regions, while French was the most-studied language in the NEV and SEV regions (Table 4.7).

TEACHERS OF LANGUAGES IN VICTORIAN GOVERNMENT SCHOOLS • There were 1,891 qualified language teachers teaching in government primary and secondary schools in 2019. • Teachers of Asian languages represented 48.2 percent of language teachers, European language teachers accounted for 46.8 percent of teachers, while the remaining 5.0 percent of language teachers taught Aboriginal languages, Arabic, Auslan, Persian and Turkish.

• Teachers of Italian comprised the largest group of teachers of European languages at 18.7 percent of all teachers, while teachers of Japanese comprised the largest group of teachers of Asian languages at 18.6 percent of all teachers (Table 5.1).

DESIGNATED BILINGUAL PROGRAMS IN VICTORIAN GOVERNMENT SCHOOLS • In 2019, one special school and 11 primary schools offered designated bilingual programs where students are taught in or through the language for more than 450 minutes per week (Table 6.1).

THE VICTORIAN SCHOOL OF LANGUAGES (VSL) • In 2019, 53 languages were provided across 44 VSL centres, in both metropolitan and regional areas, including through distance education. Appendix 6 provides a list of VSL centres and the languages offered at each centre in 2019. • Of the 53 languages offered, 49 were studied at the primary level, and 50 were studied at the secondary level (Table 7.1). Students were provided with approximately three hours per week of instruction, mainly on Saturday mornings. • In 2019, 19,267 students from government, Catholic and independent schools, as well as home-schooled students studied a language through the VSL. Enrolments totalled 11,016 at the primary level and 8,251 at the secondary level. These figures include enrolments in distance education (Table 7.1 and Figure 7.1). • Overall in 2019, government school students accounted for 57.2 percent of enrolments at the VSL, with students from Catholic and independent schools and home-schooled students accounting for the remaining 42.8 percent of enrolments (Figure 7.2).

VSL distance education • In 2019, the VSL offered 12 languages by distance education: Arabic, Chinese (Mandarin), Classical Greek, French, German, Greek, Hindi, Indonesian, Italian, Japanese, Latin and Spanish (Table 7.2). • There were 1,654 students from all educational sectors enrolled in distance education language programs in 2019 (20 percent of all secondary level enrolments at the VSL).

COMMUNITY LANGUAGE SCHOOLS (CLS) • CLS are incorporated, community-based, not-for-profit organisations accredited for funding purposes by DET. In 2019, 181 accredited community language schools were provided student per capita funding by DET to support the provision of out-of-school-hours language programs in 45 languages to 38,730 school-aged students (Table 8.1).

3. DETAILED FINDINGS: VICTORIAN GOVERNMENT PRIMARY SCHOOLS

SCHOOLS In 2019, 1,050 government primary schools – 87.4 percent of all government primary schools, provided a language program (Figure 1.2). Table 3.1 and Figure 3.1 detail the number and percentage of primary schools providing a language program by year level. Figure 3.2 provides information on the sequencing of language programs, with 85.3 percent of schools providing languages education from Foundation to Year 6.

LANGUAGES TAUGHT As noted above, seventeen languages were taught in government primary schools in 2019 (Table 3.4), with primary school students also studying a further 35 languages through the VSL. Overall, students at the primary level studied a total of 52 languages in mainstream schools and/or through the VSL in 2019. See Tables 1.1 and 3.4 for full details. The eight most-studied languages at the primary level were Chinese (Mandarin), Italian, Japanese, Indonesian, French, Auslan, Spanish and German. These eight languages accounted for 97.6 percent of enrolments in government primary schools (see Table 3.4). The other languages studied in government primary schools, in order of highest to lowest enrolments, were Aboriginal languages, Korean, Hindi, Vietnamese, Greek, Turkish, Arabic, Macedonian and Portuguese. Figure 3.5 provides a proportional representation of languages enrolments in government primary schools, while Figure 3.6 provides a trend analysis of enrolments since 2013 for the six most-studied languages in 2019.

CONTACT TIME The amount of time primary students spent on languages learning in 2019 ranged from 10 minutes to 300 minutes per week, with an average of 53.2 minutes per week (Figures 3.7 and 3.8). This data excludes students in bilingual programs (See Table 6.1). Figure 3.8 provides the average contact time for language study per week between 2013 and 2019.

REGIONAL PROVISION OF LANGUAGE PROGRAMS Figure 3.9 shows the percentage of primary schools providing a language program by region between 2016 and 2019, and Table 3.5 shows the number and percentage of primary schools offering a language program in 2019, and the total number of primary schools in each region. Fourteen languages were offered in the NWV region, 13 in the SEV and SWV regions and 10 in the NEV region. Italian was the most-studied language in the SWV and NWV regions, while Chinese (Mandarin) was the most-studied language in the SEV and NEV regions (Table 3.6).

4. DETAILED FINDINGS: VICTORIAN GOVERNMENT SECONDARY SCHOOLS

SCHOOLS In 2019, 280 secondary schools, 86.7 percent, provided a language program. Figure 4.1 shows the percentage of secondary schools with a language program by year levels from 2013 to 2019. Of the secondary schools that offered a language program in 2019, 38.6 percent provided a continuous program from Years 7 to 12, enabling students the opportunity to study a language through to completion of school. A further 10.3 percent of schools offered a language program from Years 7 to 10 or Years 7 to 11 (Figure 4.2).

Nineteen languages were taught in government secondary schools in 2019. The number of schools offering a language at the secondary levels as well as the number of language programs remained relatively stable. Note that the Hebrew program offered in 2018 was no longer offered in 2019 (see Table 4.1 for further details).

STUDENTS In 2019, 43.3 percent or 102,826 students studied a language in government secondary schools (Table 4.2 and Figure 4.4). A further 2,631 enrolments represented students who studied more than one language through taster programs (where students are exposed to a range of languages for a short period before they select one language for ongoing study), bringing the total number of languages enrolments to 105,457 (Table 4.3). Overall, the number of students studying a language increased by 5.0 percent (from 97,955 to 102,826 students) between 2018 and 2019. See Table 4.2 and Figure 4.3 for further detail.

Note that in Figures 4.3, 4.4 and Table 4.2, students are only counted once (102,826 students). All other tables and figures in this section contain information on the number of enrolments in language programs (105,457 enrolments). Enrolment figures double count students who are studying more than one language through taster programs. Eleven secondary schools offered taster courses in 2019, where, for example, students studied two languages for twenty weeks each per year. It is also important to note that the Year 12 enrolment figures in this section count students enrolled in Year 12 who are studying a language. However, a large number of students complete a Unit 4 Language study before they are actually enrolled in Year 12. These students are not included in Year 12 figures in this section. The section, VCE Languages Study, explains this discrepancy and provides further details about the study of languages through to the Year 12 (Unit 4) level amongst graduating students.

Retention rates Table 4.4 looks at retention rates of language students between Years 7 and 12. It includes the same cohort of students enrolled in Year 7 in 2014 and in Year 12 in 2019. At Year 7, Indonesian, Italian, French and Japanese were the most- studied languages, but at Year 12, proportional enrolments in Italian and Indonesian had decreased significantly. This trend was countered by a significant increase in proportional enrolments in Chinese (Mandarin), which is largely due to an increase in the number of students in Chinese (Mandarin) as a First Language programs at the senior secondary level (Table 4.4). An increase in the proportion of French enrolments is also observed, and Japanese enrolments remain relatively consistent. While German and Greek had proportionately lower enrolments at Year 7, retention rates for these languages typically remain strong.

VCE LANGUAGES STUDY VCE (Years 11 & 12) enrolment figures in Tables 4.2 and 4.3 refer to students who are studying languages at each year level. However, the flexible nature of the Victorian curriculum results in many students completing a language study before they enrol in Year 12. While Table 4.3 (above) indicates that 2,346 Year 12 students studied a language in 2019, it is important to note that over 2,300 Year 12 students had either already completed a language study or were continuing a language study with the VSL or through a CLS. Although Table 4.2 (above) indicates that 7.2 percent of students enrolled in Year 12 were completing Unit 4 in a language study, this figure rises considerably once we consider government secondary school students who completed a language study (Unit 4) at an earlier year level or outside of regular school classes through the VSL or through a CLS. Among government school students who were eligible to graduate in 2019, 19.1 percent had completed a language study either through their school, through the VSL (including via distance education) or through a CLS. This data was provided by the VCAA. Table 4.5 lists the most-studied languages by students who graduated from VCE in 2019, as well as figures for previous years going back to 2013.

Snapshot of students who graduated from VCE in 2019 (students from Victorian government schools) and the languages studied Table 4.6 provides information about the students who graduated in 2019 having completed a language study during their senior secondary schooling, including students who finished a language study when enrolled in Year 10, Year 11 or Year 12. Overall, a majority of students (55.6 percent) completed a Unit 4 language study when they were enrolled in Year 12. A further 41.2 percent of students completed a Unit 4 language study when they were enrolled in Year 11, while the remaining 3.2 percent completed a Unit 4 language study when they were enrolled in Year 10.

CONTACT TIME The average contact time for language programs varied at each year level and across schools (see Figure 4.7). The time allocated to languages study also varied from school to school. In 2019, 79.4 percent of Year 7 language students, 82.6 percent of Year 8 language students and 95.3 percent of Year 9 language students were in programs of 120 minutes or more per week. At Years 10, 11 and 12, 79.8 percent, 97.5 percent and 98.1 percent of students respectively, studied a language for 180 minutes or more per week.

5. TEACHERS OF LANGUAGES IN VICTORIAN GOVERNMENT SCHOOLS

In 2019, there were 1,891 qualified language teachers teaching in Victorian government schools. Among these language teachers, more than 140 taught in more than one school. These teachers predominantly taught at two schools, but some teachers taught at up to eight schools through the blended delivery of programs, and often both at the primary and secondary levels. In instances where teachers taught at more than one school, the majority of these schools were government schools, although many of these teachers also worked across two jurisdictions, particularly those working in regional and rural contexts. This included teaching in the VSL, in Catholic and independent schools, in schools in (i.e. school communities along state borders) and in CLS. Figure 5.1 provides data on the distribution of teachers across primary and secondary schools, and schools covering both primary and secondary levels.

6. DESIGNATED BILINGUAL PROGRAMS IN VICTORIAN GOVERNMENT SCHOOLS

In 2019, twelve schools were provided additional funding as part of the Designated Bilingual Program to offer a partial immersion bilingual education, where students are immersed into a classroom in which the curriculum is taught for between a minimum of 30% and 50% in the target language (Table 6.1). Bilingual education utilises two languages as means of instruction for students, providing them with the opportunity to learn curriculum content in, and through, both English and a target language. Schools in the Designated Bilingual Program offer strong models of bilingual education, leading to biliteracy learning in students that demonstrate high levels of sociocultural, linguistic, academic and cognitive outcomes. Language teachers who offer bilingual education are suitably qualified teachers with native or near native level of language proficiency able to deliver the Victorian curriculum in the target language.

7. THE VICTORIAN SCHOOL OF LANGUAGES (VSL)

The VSL is a government school which provides out-of-school-hours programs for students from government and non-government schools who cannot access the language of their choice in their mainstream school. Programs are provided outside regular school hours, usually on Saturday mornings, and are typically of three hours’ duration. In 2019, the VSL offered 53 languages through its 44 centres in both metropolitan and regional areas, including through distance education. In total, 19,267 students from Foundation to Year 12 were enrolled to study a language through the VSL in 2019 (including enrolments via distance education). Of these, 11,016 were primary students and 8,251 were secondary students. In 2019, Zomi was offered for the first time since 2015 (see Table 7.1). Distance education continued to provide an important avenue for language studies, with enrolments in distance education representing 20 percent of secondary VSL enrolments in 2019. All figures referring to the VSL in this section include enrolments through distance education. Further details on distance education are available in the Distance Education Provision at the Victorian School of Languages section. Figure 7.1 provides a comparison of all VSL enrolments from 2013 to 2019 at the primary and secondary levels.

Table 7.1 sets out the total VSL enrolments for each language by year level. Forty-seven of the languages taught at the VSL were studied at both the primary and secondary levels, while Chinese (Cantonese) and Dinka were only studied at the primary level and Classical Greek, Filipino, Indonesian and Latin were only studied at the secondary level. The six most-studied languages overall were Chinese (Mandarin), Punjabi, Vietnamese, Japanese, Hindi and Arabic. Together, these six languages accounted for slightly over half of total enrolments (50.8 percent) at the VSL, with the remaining students spread over a wide range of languages.

In keeping with past trends, there were noticeable differences in patterns of enrolments between the primary and secondary levels across languages. Some community languages such as Gujarati, Hindi, Kannada, Malayalam, Punjabi, Swahili, Tamil, Urdu and Zomi, for example, had stronger enrolments at the primary level than at the secondary level, although most community languages had fairly even enrolments across both levels. By contrast, other languages such as Japanese, French, German, Hebrew, Italian and Persian had a higher proportion of enrolments at the secondary level. Figure 7.2 represents the proportions of primary and secondary students enrolled at the VSL who attended government and non-government schools.

DISTANCE EDUCATION PROVISION AT THE VICTORIAN SCHOOL OF LANGUAGES In 2019, the VSL provided Arabic, Chinese (Mandarin), Classical Greek, German, Greek, Hindi French, Indonesian, Italian, Japanese, Latin, and Spanish, by distance education to secondary students wishing to study a language which was not offered at their mainstream school, and to home- schooled secondary students. Of all secondary students enrolled at the VSL in 2019, 1,654 students, or 20 percent, were studying a language through distance education (Table 7.2). Figure 7.3 indicates enrolments in the six most-studied languages through distance education between 2013 and 2019.

8. COMMUNITY LANGUAGE SCHOOLS (CLS)

CLS programs are administered by incorporated community-based, not-for- profit organisations, which are accredited for funding by DET. CLS provide language programs that are complementary to those provided by mainstream schools and the VSL. CLS provide programs to students from Foundation to Year 12 (depending on the language) outside mainstream school hours; i.e. after school or on weekends. In 2019, 181 accredited CLS in Victoria offered language programs in 45 languages to 38,730 primary and secondary students (as funded by DET). Table 8.1 provides CLS enrolments at the primary and secondary level, by language.
