The Public Information Officer, O/O. the Survey and Land Records, Collectorate, 7 th Floor, Singaravelar Maligai, Rajaji Salai, Chennai – 1. ---- ORDER The appellant Thiru.Ralph V.Manohar has not turned up for the enquiry held today (01.12.2014) and sent a letter to this Commission dated 01.12.2014 authorising Thiru.M.Ananda Babu to act on his behalf. The Public Authorities, represented by Thiru.S.Suriyakumar, Public Information Officer, Central Survey Office, Chennai-5, Thiru.M.Senthil, Public Information Officer, Perambur Taluk and Tmt.L.Sivagami, Public Information Officer, O/O. the Survey and Land Records, Collectorate, Chennai–1 have attended the enquiry. The Public Information Officer, Land Administration Department, Chennai-5 has not attended the enquiry. In terms of Section 7(2) of RTI Act, presence of the Public Information Officer during the enquiry has been made mandatory. 2. The appellant has filed 4 petitions under Section 6(1) of RTI Act to different public authorities pertaining to a particular Plot No.6 ‘A’, Survey No.93/5, Erukanchery Village, Fort-Tondairpet Taluk, (formerly Saidapet Taluk, Chengalpet District. “In Case No.44623/A/2013, he seeks a copy of Old Survey Map along with length and breadth of the plot from the Public Information Officer, Central Survey Office, Ezhilagam, Chepauk, Chennai -5, in Case No.44623/A/2013, he seeks a copy of the Assignment Order issued during the year 1974 along with length and breadth of the plot from the Public Information Officer, Land Administration Department, Ezhilagam, Chepauk, Chennai -5, in Case No.44621/A/2013, he seeks a copy of PLR Book and details of 5 other items from the Public Information Officer, Perambur Taluk, and in Case No.44610/A/2013, he seeks a copy of Old Survey Map from 1981 to 1996 along with length and breadth of the plot from the Public Information Officer, O/o. Survey and Land Records, Collectorate, Chennai- 1”. The appellant not satisfied with the informations furnished by the Public Information Officers has filed his first appeal on 23.08.2013 to the concerned Appellant Authorities and his second appeal on 24.09.2013 to this Commission. All these petitions have been taken up for today’s enquiry. 3. During the enquiry, the appellant states that though he received certain replies from the Public Information Officers, they are incorrect and plead before the Commission to order to provide all the informations by the concerned Public Information Officers. With regard to Old Survey Map for the year 1974, the Public Information Officer, Central Survey Office informed that the Map is not available in their office and it may be available with concerned Taluk/Collectorate/Survey office. As the Public Information Officer, Land Administration Department has not turned up for the enquiry the status of information on copy of the Assignment Order issued during the year 1974 could not be ascertained. In respect of the information on copy of PLR Book of Erukancherry Village, the Public Information Officer, Perambur Taluk informed that there is no Register called PLR Book and only Town Survey Register is being maintained in Taluk office. But, the appellant contends that he has seen a copy of PLR Book during his previous visits to Perambur Taluk office and the present Public Information Officer evades to give the information. The Public Information Officer, Survey and Land Records Department, Chennai-1 during the enquiry states that the appellant has already been informed on 22.07.2013 that the old survey map from 1981 to 1996 is not available in their office and it may be available with Archives Department. The Public Information Officer/Headquarters Deputy Tahsildhar, Perambur Taluk during the enquiry, handed over a copy of FMB Sketch for the period from 1981 to 1996 to the appellant. He has also sent a letter on 24.11.2014 addressed to the Public Information Officers of Director of Archieves, Land Records Department, Chennai, Land Records Department, Kancheepuram and Chennai Collectorate to provide FMB Sketch for the period, 1981 to 1996. 4 The appellant is seeking various informations relating to Revenue/Land Records Department in respect of a particular Plot in Survey No.93/5, Erukancherry Village in order to recover the allegedly encroached land of 150 sq.ft. in the same plot. Though the Public Information Officers have provided certain informations to the appellant, the appellant plead before the Commission to direct the Public Information Officers to provide full information sought by him. This Commission in exercise of its powers conferred on it by Sections 18(2), 18(3)(b) and 19(8)(a) directs the Joint Director, Central Survey Office, Chepauk, Chennai-5 to conduct a detailed inquiry with all the concerned Public Information Officers, related to this case with an opportunity to the appellant to present his case, in order to furnish correct information to the appellant based on records and send a detailed report to this Commission within 60 days from the date of receipt of this order. Further, the Public Information Officer, Land Administration Department, Chennai-5 is hereby directed to send written explanation within 15 days from the date of receipt of this order, as to why disciplinary action should not be recommended against him for not attending during the enquiry under Section 20(2) of RTI Act. 6. As there is nothing more to consider in this appeal, this appeal is closed.     Session – II Indo Saracenic Architecture in Channai Prof. George J.Jeyaraj, B.Arch., M.A. (History), M.Phil., F.I.I.A., Hindustan University, Chennai. INTRODUCTION This study is made to pictorially analyse and understand the application of the Architectural Features of the ISLAMIC, HINDU, BYZANTINE styles into the INDO- SARACENIC Buildings designed and built during the British Colonial period in Chennai (Madas) City. Indo-Saracenic architecture represents a synthesis of Islamic designs and Indian materials developed by British architects in India during the late nineteenth and early twentieth centuries. The hybrid, combined diverse architectural elements of Hindu and Mughal with cusped arches, domes, spires, tracery, minarets and stained glass, in a wonderful, almost playful manner. Robert Fellowes Chisholm (1840-1915), Henry Irwin and Gilbert Scott were among the leading practitioners, of architecture of that time. Chisholm, one of the most gifted English architects who worked in India and a vehement supporter of Indian craftsmen said about them as, “the men who will actually leave the impress of their hands on the material”. These men have an art language of their own, a language which you can recognize but cannot thoroughly understand. For this reason an architect practicing in India should unhesitatingly select to practice in the native styles of art - indeed the natural art-expression of the men is the only art to be obtained in the country.” Chisholm was the Principal of the School of Industrial Art at Madras, and won the commission for designing the Presidency College and the University Senate House. lndo-saracenic architecture found its way into public buildings of all sorts such as railway stations, banks and insurance buildings, educational institutions, clubs and museums.
