The appellants Thiru D. Shanmugam and A.B. Raghupathi are absent. The Public Authority is represented by the Public Information Officers, Thiru. S. Ramachandran, Assistant Commissioner II, Land Administration Department, Chennai – 5, Thiru. R. Pandiyan, Additional PA to Collector, Chennai, Thiru. A. Anthony, Head Quarters Deputy Tahsildar, Amijikarai Taluk, Chennai and Tmt. K. Malliga, Head Quarters Deputy Tahsildar, , Chennai are present and the Public Information Officer, O/o the Commissioner of Survey and Settlement, Chennai has not turned up for today’s (05.08.2014) enquiry. 2. In the R.T.I. Petition dated 22.03.2013 filed under Section 6(1) of the RTI Act, 2005, the appellant has sought for an information from the Revenue Department, Secretariat, Chennai - 9. The Public Information Officer by his letter dated 03.04.2013 transferred the petiton to the District Collectorate, Chennai. Not getting any reply from the Public Information Officer of District Collectorate, Chennai, the appellant preferred a First Appeal dated 25 .06.2013 before the Collector, Chennai under Section 19(1) of the RTI Act, 2005 followed by this second appeal to this Commission under Section 19(3) of the RTI Act, 2005. 3. The appellant, an advocate by profession has not turned up for today’s enquiry. Certain information regarding grant of patta which is pending consideration by the Revenue Department have been sought for by the appellant on behalf of his client Maleeswari since deceased. This Commission has sent summons also to the husband of deceased Maleeswari, by name A.B. Raghupathi, which has not been served since he left the address without instructions. The Public Information Officer, District Collectorate, Chennai and the Public Information Officers of Aminjikarai and Egmore Taluk Offices, Chennai and office of the Commissioner of Land Administration, Chennai have attended the enquiry. It is represented by them that the summons in this case have been received at about 6.00 p.m. on 04.08.2014 even though the summons have been despatched as early as on 25.07.2014. All the four Public Information Officers seek time for verifying the records in order to find out the correct and exact position for facilitating an effective participation in the enquiry. The Public Information Officer, office of the Commissioner of Survey and Settlement, Chennai has not turned up for enquiry and as such he is directed to offer his explanation for his failure to attend the enquiry on 05.08.2014. 4. The matter stands adjourned to 08.09.2014 at 11.00 a.m. The appellants and all the Public Information Officers of the above said five Public Authorities should attend the enquiry with all the relevant records on that day without fail.
