The case of northern Germany Dirk Fornahl Bremen Centre for Regional and Innovation Economics [email protected] Abstract Wind energy-related employment has been surging recently in Germany: it rose from 9,200 in 1997 to 90,000 in 2007 and is estimated to be 112,000 in 2020. The industry particularly emerged in coastal, northern Germany. Recently big hopes are particularly set on the offshore wind energy industry. Two recently discussed evolutionary concepts explain the emergence of new industries, such as wind energy, in space in different ways: the windows of locational opportunity concept stresses the locational freedom in the earliest stages of industrial development, whereas path creation emphasises the role of existing industrial development paths, such as shipbuilding, from which new paths, such as wind energy, emerge. The paper aims at analysing whether the new path of offshore wind energy emerged out of existing paths, mainly shipbuilding, in the five states of coastal Germany. It concludes that shipbuilding only indirectly affected the emergence of the new development path of offshore the wind energy industry in northern Germany. Amatola is currently in Le Reunion conducting search and rescue exercises with the French Navy. There is quite a lot of commercial work (mainly trawlers) being conducted by the Dockyard. No foreign visits expected in the near future. The Committee and members would like to congratulate R Adm (JG) D.M. Mkhonto on his promotion to R Adm as Chief Director Maritime Strategy with effect 1 Apr 18. I would like to take the opportunity to wish club members a Merry Christmas and great festive season. Also, my best wishes to those having birthdays in December. Greek Deterrence of Turkey: Living to Fight Another Day by Emmanuel Karagiannis BESA Center Perspectives Paper No. 1,770, October 6, 2020 EXECUTIVE SUMMARY: Greece is facing a serious security challenge from Turkey, a fellow NATO country. The recent deterioration of bilateral relations has generated suspicion and distrust in Athens. The upcoming exploratory talks are bound to fail. The Greek deterrence strategy is shifting significantly because the possibility of conflict is growing. Greece and Turkey are strange neighbors. They are bitter rivals with a history of armed conflict, but are both member-states of NATO. The list of bilateral issues between them has lengthened over the years, including the Turkish occupation of northern Cyprus, the status of ethno-religious minorities, the delimitation of territorial waters, the continental shelf/Exclusive Economic Zone (EEZ) and national airspace, and the problem of illegal immigration. Greek-Turkish relations hit a new low on July 21, when the Erdoğan regime announced its decision to send a seismic exploration ship near the Greek island of Kastellorizo. Ankara’s main objective has been to grab as much continental shelf as possible by preventing Athens from declaring an EEZ in the area. Kyriakos Mitsotakis’s center-right government rose to the challenge and mobilized its fleet to disrupt a Turkish oil and gas survey in what it deems the Greek continental shelf. This was the first time since January 1996, when the Imia crisis erupted, that Greece showed a clear willingness to use military force to defend its sovereign rights in the Aegean Sea and the Eastern Mediterranean. -

In a first process of globalization transport links are developing at great speed. For the first time, railways are enabling even ordinary citizens to move their place of residen- ce, while the first steamships are being tested in overseas trades. A great wave of emigration to the United States is just starting. “Speak up! Why are you moving away?” asks the poet Ferdinand Freiligrath in the ballad “The emigrants” that became something of a hymn for a German national mo- vement. The answer is simple: Because they can no longer stand life at home. Until 1918, stress and political repression cause millions of Europeans, among them many Germans, especially, to make off for the New World to look for new opportunities, a new life. Germany is splintered into backward princedoms under absolute rule. Mass poverty prevails and the lower orders are emigrating in swarms. That suits the rulers only too well, since a ticket to America produces a solution to all social problems. Any troublemaker can be sent across the big pond. The residents of entire almshouses are collectively despatched on voyage. New York is soon complaining about hordes of German beggars. The dangers of emigration are just as unlimited as the hoped-for opportunities in the USA. Most of the emigrants are literally without any experience, have never left their place of birth, and before the paradise they dream of, comes a hell. -

Greece announces major arms purchase As Mr Mitsotakis said at the TIF (Thessaloniki International Fair which is not being held this year due to the pandemic, but the venue as a podium for political declarations was kept).: “In recent years, the defense sector has experienced conditions of disinvestment, after a period of high costs and not always targeted armaments procurements. Well, it's time to balance needs and opportunities. It is time to strengthen the Armed Forces as a legacy for the security of the country, but also as the highest obligation to the Greeks who will bear the cost. It is the price of our place on the map. Today, therefore, I am announcing six emblematic decisions that multiply the power, functionality and effectiveness of Greek weapons.” The six decisions announced by PM Mitsotakis: 1. The Hellenic Air Force will immediately acquires a squadron of 18 Rafale fighter jets that will replace older Mirage 2000 fighters. As the Greek PM said these are fourth generation superior aircraft that “strengthen Greek deterrent power... in combination with the modernized F-16” 2. The Hellenic Navy is launching the process for the procurement of four new multi-role frigates, while at the same time, it will modernize and upgrade four existing MEKO frigates. Mr Mitsotakis left open, what these ships will be, and several countries are looking at the tender for their own shipyards, or design bureaus. The new ships will also be accompanied by four MH-60R (Romeo) naval helicopters. 3. The arsenal of the three branches is being enriched as a whole. -

Marc Buggeln Der Bau des U-Boots-Bunker „Valentin“, der Einsatz von Zwangsarbeitern und die Beteiligung der Bevölkerung∗ ∗ Beim vorliegenden Text handelt es sich um eine stark erweiterte und aktualisierte Fassung meines Beitrages “Der Bunker Valentin. Zur Geschichte des Baus und des Lagersystems”, der in der Broschüre der Landeszentrale für politische Bildung in Bremen 2002 erschien. Marc Buggeln:Der Bau des U-Boots Bunker “Valentin”... 2 Den wichtigsten Grund für die Absicht der Kriegsmarine, U-Boot-Bunker in Deutschland zu bauen, bildete die zunehmende alliierte Lufthoheit, die zu immer zielgenaueren Angriffen auch auf die deutsche Werftindustrie führte. Nachdem 1942 bereits kleinere Bunker bei den Werften in Kiel und Hamburg entstanden waren, setzten Ende 1942 Überlegungen ein, auch bei den Bremer Werften U-Boot-Bunker zu schaffen.1 Vorgesehen für das Vorhaben waren die zum Krupp-Konzern gehörende Werft der Deschimag AG Weser und die zum Thyssen- Konzern gehörende Bremer Vulkan-Werft. Während der Bunker der Deschimag direkt am Werftgelände entstehen sollte,2 entschied man sich bei dem für den Vulkan geplanten Bunker für eine Verlegung des Baus nach Farge, ca. 10km weserabwärts von der Werft.3 Für den Bau der beiden Bunker richtete das Oberkommando der Kriegsmarine (OKM) ge- meinsam mit dem Reichsministerium für Bewaffnung und Munition (RMBuM)4 die Oberbau- leitung U-Weser (Unterweser) ein. Mit der Leitung wurde Marineoberbaurat Edo Meiners be- auftragt. In einer Besprechung beim OKM wurde er am 18. Dezember 1942 über seine neue Funktion und seine Aufgaben unterrichtet.5 Der Großteil des Personals wurde von der Marine gestellt. Die zentrale Steuerung unterstand aber dem RMBuM, Abteilung Rüstungsausbau, weil die U-Boot-Bunker mit in das gleichzeitig anlaufende Truppenbunker-Programm aufge- nommen wurden, welches als Sondermaßnahme dem Ministerium zugeordnet worden war. -
