High Mountain Lake Research Natural Areas in Idaho
102 103 Little Granite Creek Lakes (W ellner 1979). The natural area spans elevations from abou 427 m (1400 feet)where Little Granite Creek flows into the Little Granite Creek Research Natural Area Snake River to 2863 m (9393 ft) at the summit of one of the Nezperce National Forest peaks. The proposed RNA will contain the entire drainage o Little Granite Creek except for some recreational exclusions. There are five lakes and five ponds in the proposed RNA. Norm Howse surveyed Echo Lake, Quad Lake, and He Devil Lake on August 7-11, 1967 (Howse 1967). Fred Rabe and Nancy Savage subsequently made observations of Baldy Lake and Ponds 1-3 on September 27-29, 1974. Triangle Lake was not sampled. Location The high lakes in the proposed RNAare located in two basins forming the headwaters of Little Granite Creek in the Hells Canyon National Recreation Area. Spaulding Date Dean, Graduate School ii ABSTRACT The North American porcupine (Erethizon dorsatum) is a highly mobile, generalist species with an extensive geographical distribution in North America. The porcupine was first documented in southwestern Texas in the early 20th century, but today occurs in most of the western two-thirds of the state. This species is relatively unstudied within the Great Plains ecoregion of North America, with no genetic studies having been conducted for this species in Texas. The objectives of this study were to describe population genetic metrics of porcupines across 3 ecoregions in western Texas by examining variation in 17 polymorphic microsatellites, and to confirm the applicability of the zinc finger protein sequencing method to identify sex in a population of North American porcupines. Tissue samples from 106 porcupines were collected from the High Plains, Rolling Plains, and Edwards Plateau ecoregions of western Texas. Sex was accurately identified for 92 porcupine tissue samples by directly sequencing a short portion (195 base pairs) of the zinc finger protein gene. Sixteen base pair substitutions between Zfx and Zfy chromosomes denoted the sex of individuals; heterozygous sequence for males (Zfx and Zfy), homozygous sequence for females (Zfx only). -

Attachment 7: Response to CEQA comments Responses to verbal comments received during the 03/14/2019 Planning Commission Hearing on the Public Draft IS/MND/IEC document Comment Jeff Marcus -1 (PCE groundwater contamination and the Tahoe Asphalt Plant) Mr. Marcus stated concern about snow removal and American Disability Act (ADA) access. Mr. Marcus discussed general concern about repaving and dust control actions at the Tahoe Asphalt Plant, and stated concern about groundwater contamination, more specifically the health dangers of PCE. Lead Agency Response to Jeff Marcus (Verbal Comments 03/14/2019) The comments presented are not specific to the Project or project area. City general snow removal actions are part of the Operations and Maintenance Program. ADA access ramps are constructed with City-managed sidewalk and bike trail projects. Dust control measures must comply with El Dorado County Air Quality Management District Rule 223. The PCE contamination plume originates at Lake Tahoe Laundry Works at the Raley's Center and has migrated north towards Lake Tahoe (and remains outside of the Greenbelt and Bonanza portions of the project area) and at depths that extend below any 5-8 foot excavations that may be necessary for stormwater improvements on the north side of US Highway 50, should the plume direction change. Melanie Greene of Cardno, the firm that prepared the project-level analysis and environmental document, spoke to the information presented by Mr. Marcus related to PCE groundwater contamination, confirming that the Project posed no risk of exposing PCE contaminated groundwater. The South Tahoe “Y” PCE investigation and remediation efforts are in an adjacent catchment (west of the project boundary) and is a groundwater contamination issue from past use of dry cleaning solvents and metal degreasers containing tetrachloroethylene (PCE). -

AVALANCHE ACCIDENT- Boardman Pass SUBMITTED BY: Sawtooth National Forest Avalanche Center LOCATION: 15 Miles northwest of Fairfield, ID DATE: January 28, 2010 SUMMARY: 1 snowmobiler caught, buried and killed SYNOPSIS: On January 28, 2010, a group of five backcountry snowmobilers were riding near Boardman Pass in the Soldier Mountains of southern Idaho. This area is approximately 15 miles northwest of Fairfield, Idaho and is often accessed from the popular Chimney Creek trailhead. Two riders were climbing the west side of Pt. 9538 when a slide started above the uppermost rider. A third rider watched as moving snow overtook the first rider and the second rider turned to the climber’s left and out of the slide. The slide carried the victim over a thousand vertical feet downhill and buried him four to five feet deep next to his snowmachine; the debris continued several hundred vertical feet further downhill. The party quickly regrouped, located the burial site with a beacon and dug deep enough to provide an airway within an estimated 25 minutes. CPR was unsuccessful. The SS-AMu-D3-R2 avalanche was 2 to 3 feet deep, approximately 300ft wide and ran over 1300 vertical feet. Prior to the accident, the Soldier Mountains had received over 3” of Snow Water Equivalent and roughly three feet of snow since January 12. Moderate to strong southerly and westerly winds had accompanied the snowfall, with wind speeds peaking five days before the accident. The mid-January snowfall fell on an unusually weak layer that had been a concern the entire season. A widespread natural avalanche cycle had occurred in much of the advisory area the weekend prior to the accident, and a smaller avalanche had claimed the life of a skier a week earlier; the local and regional press had covered that accident extensively. -

C e n t r a l B a s i n a n d R a n g e Ecoregion 10 is an arid grassland and sagebrush steppe that is surrounded by moister, predominantly forested, mountainous ecoregions. Understanding the changes is limited by lack of information about historical conditions. Knowledge of pre-settlement vegetation patterns and disturbance processes may also be useful in predicting and mitigating future ecological impacts. This study uses repeat aerial photography, fire-scar dendrochronology, tree population age structure, and grazing reports to determine fire history and land-use history and the characteristics, timing, and drivers of vegetation change in a forest-sagebrush-grassland mosaic in the Soldier Mountains, Idaho. Fire frequency before 1900 was greater in low-elevation Douglas-fir forests than high- elevation whitebark pine forests (mean interval of 31(±28.8) years vs 66 (±34.4) years). -

IDAHO ACTION PLAN (V3.0) For Implementing the Department of the Interior Secretarial Order 3362: “Improving Habitat Quality in Western Big-Game Winter Range and Migration Corridors” 10 September 2020 PREFACE Secretarial Order No. 3362 (SO3362) (09 February 2018; Appendix B) directs the Department of Interior (DOI) to assist western tribes, private landowners, state fish and wildlife agencies, and state transportation departments with conserving and managing priority big game winter ranges and migration corridors. Per SO3362, the DOI invited state wildlife agencies in 2018 to develop action plans identifying big game priority areas and corresponding management efforts across jurisdictional boundaries. The Idaho Department of Fish and Game (IDFG) and DOI jointly developed Idaho’s first version (V1.0) of the SO3362 Action Plan in 2018, which identified 5 Priority Areas for managing pronghorn, mule deer, and elk winter range and migration habitat (Appendix A and D). V2.0 was prepared in 2019 with support from the Idaho Transportation Department (ITD). This V3.0 was also prepared in coordination with ITD in response to DOI’s 14 April 2020 letter to IDFG (Appendix E) requesting updated Priority Area information. Correspondingly, IDFG views this Action Plan as a living document to be reviewed and updated as needed, for example when new priorities emerge, revised information becomes available, and management efforts are completed. Each version of Idaho’s Action Plan applies best available information to identify current and future needs for managing big game winter range and migration habitat, highlight ongoing and new priority management needs, leverage collaborative resources, and narrow focus to 5 Priority Areas. -
