Hastings’ father, Roger Keith, was the mayor of Brockton in the early 1920s. Keith would follow in his father’s footsteps by having a long and successful political career, beginning in 1952 when he was elected to the Massachusetts State Senate. Prior to this he had served on General Dwight D. Eisenhower’s staff during World War II. In 1958 he was elected to the United States Congress out of Massachusetts as a Republican representing Southeastern Massachusetts, which included all or parts of Plymouth, Bristol, Dukes, Nantucket, and Barnstable (Cape Cod) Counties. He would go on to serve seven terms in Congress, retiring after his term expired in 1972 to care for his wife Louise who had a serious illness. Keith accomplished many goals while a member of the House of Representatives. He was referred to as the “Cranberry Congressman” after he helped the Plymouth County cranberry industry recover from a national rumor in 1959 that pesticides used in the industry were causing cancer; he was the first Congressman to serve cranberry juice from his office water cooler in Washington, DC. In 1959 Keith, with the aid of Senators John F. Kennedy and Leverett Saltonstall, introduced the Saltonstall-Kennedy-Keith bill to create the Cape Cod National Seashore. In 1961 this bill was adopted and the Cape Cod National Seashore was established, protecting and preserving the land for future generations. A life-long sailor, Keith was actively involved with many issues that still resonate in today’s political world. He was a strong advocate for energy self-reliance for the United States, and tried to get the country to create a national energy policy. He devoted much time to merchant marine and fisheries issues and was the ranking member of that committee in the House of Representatives. The Federal Building in New Bedford is named in honor of his work. He was also a strong advocate for public pension reform while in office, and dedicated the remainder of his life after his retirement in 1972 to the topic. After decades of research and pushing this issue he published his book Make it Fair: An Angry Call for Federal Pension Reform in 2003. Hastings Keith passed away at 89 years of age on July 19, 2005. He was predeceased by his first two wives, Louise Whitehurst Harriman and Frances Bland Jackson, who both succumbed to cancer. During his marriage to Louise Harriman they had two daughters, Helen Harriman Keith and Carolyn Louise Keith Silvia. Upon the time of his own death he was married to Barbara Clapp Keith of Monument Beach, Massachusetts. Congressman Hastings Keith Scope and Content Note The Congressman Hastings Keith Collection primarily focuses on Keith’s involvement in politics, both during his time in office and his efforts at political reform after his retirement from public service. Some material relating to his life outside of politics can be found, including material on his time in the service. The collection consists of 9 series, with each series relating to a broad topic or type of physical material. Background information, published and non-published, on these projects such as oceanography, national parks, the Vietnam War, and public pension reform include material on the local and national level and is a strength of the collection. Related collections include the Edward Kirby Collection. Congressman Hastings Keith Series Descriptions Series 1: Scrapbooks, 1911 – 2006 11 Boxes, arranged by scrapbook number This series is made up of 31 scrapbooks with all but two relating directly to Hastings Keith’s political career. The majority of the scrapbooks consist of news clippings. However, photographs and letters of very prominent politicians are intermixed within many of the scrapbooks, including letters from American presidents and photographs of Keith with numerous different presidents and other well-known political figures from the 1950s to 1980s. Series 2: Personal Material, 1937-1970 1 Box, arranged chronologically by subject Series 2 includes obituaries and personal information, such as notes and photographs of important moments in Keith’s life. Material on Keith’s military career and events that occurred while he was serving included. Newspaper articles, photographs, and correspondence. Series 3: Congressional Records and Campaigns, 1958-1992 6 Boxes, arranged by subject Series 3 includes information on Keith’s political campaigns, election correspondence, ballots, and voting records. Material is present on broadcasting legislation, housing measures, NATO, SEATO, and civil rights background information. Box 1 contains news releases and a newsletter run of The Washington Report. Other examples of material in the series include House of Representatives and Senate bills and acts, and information regarding Keith’s reform propositions for Social Security and Medicare. Series 4: National Park Legislation, 1958-1972, 2011 3 Boxes, arranged by subject Series 4 includes plans and blueprints on seashore development; statements testimonies, and editorials; correspondence from the Department of the Interior, CCNP, and the Cape Cod National Seashore; master plan (first and second edition) for the preservation of lands in Cape Cod; amendments and correspondence regarding the CCNP and the Cape Cod National Seashore Maxwell Library Bridgewater State University 10 Shaw Road / Bridgewater MA 02325 / 508-531-1389 Finding Aid: Congressman Hastings Keith Collection (MSS-003) 5 Park Bill (with related correspondence and statements); and information on Plymouth’s National Park and Rock memorial. Series 5: Oceanography Legislation, 1959-1973, undated 4 Boxes, arranged by subject Series 5 includes background information and research on legislation and problems regarding pollution, marine life, and international trade. Law of the Sea’s Subcommittee I was designated for “preparing draft treaty articles embodying international regime, on the basis of GA Resolution 2750A (XXV) and GA Resolution 2750B (XXV).” Subcommittee II was to prepare a list of subjects on the Law of the Sea, and then prepare draft treaty articles. Subcommittee III was to deal with the preservation of the marine environment and scientific research with a draft treaty prepared afterwards. Other information included is on Keith’s concern over FDA approval of fish protein provided by Massachusetts, and the protection of other marine wildlife important to local fisheries. Folders also include information on Keith’s work to fix hazards to maritime safety and marine resources. Series 6: Energy Legislation, 1962-1973, undated 3 Boxes, arranged by subject Series 6 includes newspaper clippings, magazines, trade journals, personal notes, and in-house reports on energy sources such as coal, electricity, natural gas, nuclear energy, and oil. Information can be found on energy use in the Soviet Union, Algeria, and Canada. More information is included on gasoline, geothermal, liquid natural gas, oil imports and spills, and other energy sources. Some papers relate to Keith’s Energy Policy. Series 7: Vietnam Legislation, 1965-1971, undated 3 Boxes, arranged chronologically Series 7 includes statements by Mayor Harrington and Edward Brooke, along with correspondence by the public in 1971 regarding Vietnam. Information is included on Keith’s trips to Vietnam, including photographs and reports on what he saw.     CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate.
