The PAM should include references to all available templates and instructions either through linkages to relevant URLs or directly incorporated in the PAM. The Henan provincial government (HPG), the project executing agency; and the implementing agencies, including Henan Provincial Department of Agriculture and Rural Affairs (HDARA) and the eight project participating enterprises (PPE) are wholly responsible for the implementation of the ADB-financed projects, as agreed jointly between the borrower and ADB, and in accordance with the government’s and ADB policies and procedures. The ADB staff is responsible to support implementation, including compliance by HPG, HDARA, and the eight PPEs of their obligations and responsibilities for project implementation in accordance with ADB policies and procedures. At loan negotiations, the borrower and ADB shall agree to the PAM and ensure consistency with the loan agreement. Such agreement shall be reflected in the minutes of the loan negotiations. In the event of any discrepancy or contradiction the PAM and the loan agreement, the provisions of the loan agreement shall prevail. An Organizational Perspective Abstract In recent years, the Chinese government started to encourage more stakeholders to participate in the environmental protection field. However, little information told us what role grassroots non- governmental organizations (GNGOs) can play in the environmental protection field. In this study, the development history of two GNGOs were traced in parallel. The two GNGOs were both established by environmental journalists who wished to mitigate local pollution. However, the development history of the two GNGOs were totally different. I found that two external factors could explain this difference: government’s different willingness on pollution mitigation and the severity of the pollution. In order to mitigate the local pollution, both of the two GNGOs reached out to different stakeholders, especially government agencies, for cooperation. For the government, this cooperation is beneficial to fulfill their environmental protection responsibility. For the two GNGOs, the cooperation is a stable source of legitimacy, which is critical for GNGO’s survival when they worked on pollution mitigation, a relatively controversial field in China. The cooperation, however, strongly depends on founder’s personal relationship with different stakeholders. This dependency brought both of the two EGNGOs into the trap of elite governance.

Abstract. Hetu and Luoshu, the cultural heritages that reflect ancient Chinese wisdom, are the origins of Heluo culture. The paper will focus on the present study of Hetu and Luoshu and give a prospection of the study trend by combing and analyzing related texts and documentaries. Hetu and Luoshu, or the Yellow River trigrams and the Luo River trigrams, also the first mystical images in Chinese graphemic culture, are regarded as the origin of Heluo culture and feature prominently in the history of Chinese culture and Chinese thoughts. The Legend of Hetu and Luoshu, which was included in the fourth group of National Intangible Cultural Heritage List in 2014, is the fountainhead of Chinese nation and witness the long history of Chinese civilization. A Retrospect of the Study of Hetu and Luoshu in China Hetu and Luoshu are the origins of Heluo culture, Chinese yin and yang and five elements and reflect ancient Chinese wisdom. Honored as the Rubik’s Cube of the universe, Hetu and Luoshu are also recorded in Chinese Classics such as Shang Shu, The Zhou Book of Change, The Book of Rites and The Analects.
