The Coalition hereby supports the application for the inclusion of pegylated interferon (PEG-IFN) alfa 2a 2b on the WHO Model List of Essential Medicines (EML). In China, there are approximately 10 million people living with HCV. However, according to the Annual National Infectious Disease Reporting Incidence and Mortality Statistics published by the Chinese Ministry of Health, newly reported cases of HCV have shown a double digital growth between 2007 and 2011. Very few Chinese receive treatment for HCV, as the cost is prohibitively high. While the overall HCV infection rate in China is relatively low, the total number of people needing treatment is still high, and the rate of co-infection among people living with HIV (PLHIV) is alarming. Among an estimated 780,000 PLHIV in China1, injecting drug users (IDU) account for 28.4% and former plasma donors and former contaminated blood or blood product recipients account for 6.6%.A recent survey of HIV-1 positive injection drug uses (IDU), former paid blood donors (FBD)2 and sexually transmitted cases from multiple provinces including the four most affected provinces in China found that IDU and FBD have extremely high rates of HCV infection (97% and 93%, respectively). Those who acquired HIV-1 through sexual contact also had a higher rate of HCV infection (20%) than the general population. Even though hepatitis C can be cured with the standard of care for the treatment of HCV of pegylated interferon and ribavirin, such treatment in China costs more than USD11,000 for a course of 48 weeks treatment which is still not covered by local government health medical insurance in most places in China. Existing national insurance schemes cover only a fraction of treatment costs, with rural residents and many poor families (including those driven into poverty by HIV-related medical care) unable to afford even basic medical treatment.4 While treatment access needs to be addressed across the population, the emerging HIV-1 and HCV co-infection in China requires urgent well-established surveillance, prevention and treatment measures because people co-infected with HIV and HCV suffer poorer quality of life, and often experience a more rapid progression of liver disease and death compared to those infected with HIV or HCV alone. All in all, we sincerely believe that the inclusion of PEG-IFN on the WHO EML will strongly accelerate the global efforts against hepatitis C and will particularly make an impact on the policy-making process among the health authorities for universal access at the national level in China. D Masters project submitted in partial fulfillment of the requirements for the International Master of Environmental Policy at Duke Kunshan University, degree awarded by the Nicholas School of the Environment and Sanford School of Public Policy of Duke University April 25th, 2020 1 How Do Chinese Grassroots NGOs Fight Local Pollution? An Organizational Perspective Abstract In recent years, the Chinese government started to encourage more stakeholders to participate in the environmental protection field. However, little information told us what role grassroots non- governmental organizations (GNGOs) can play in the environmental protection field. In this study, the development history of two GNGOs were traced in parallel. The two GNGOs were both established by environmental journalists who wished to mitigate local pollution. However, the development history of the two GNGOs were totally different. I found that two external factors could explain this difference: government’s different willingness on pollution mitigation and the severity of the pollution. In order to mitigate the local pollution, both of the two GNGOs reached out to different stakeholders, especially government agencies, for cooperation. For the government, this cooperation is beneficial to fulfill their environmental protection responsibility. For the two GNGOs, the cooperation is a stable source of legitimacy, which is critical for GNGO’s survival when they worked on pollution mitigation, a relatively controversial field in China. The cooperation, however, strongly depends on founder’s personal relationship with different stakeholders. This dependency brought both of the two EGNGOs into the trap of elite governance.

His family is concerned that he is not receiving necessary medication while detained and is in extremely poor health. Sichuan Rights Defenders Convicted on Trumped-up “Fraud” Charges: Prominent Sichuan land rights activist Liu Zhengyou (刘正有) was convicted along with his wife, fellow activist Hu Yulan (胡玉兰), of “fraud” on August 20 and sentenced to two years‟ imprisonment. Today, I’d like to introduce to you some true situations about the AIDS epidemic in China. In 1984, Zeng Yi, an academician with the Chinese Academy of Sciences in Beijing, reported blood “contamination by AIDS virus” in the blood banks of some hospitals. In 1988, after his discovery of the AIDS virus in the stored blood, Mr. Sun Yongde, chief physician of the Epidemic Prevention Center of Hebei Province, called for action by the Health Department of Hebei Province, CPC Hebei Provincial Committee, and even the Ministry of Health, and some relevant departments under the State Council. However, the officials turned a deaf ear to these voices and did not take any action to control AIDS. Even worse, to get rich, they promoted “blood economy.” The AIDS virus knows no national boundary, race, sex, or age. Once infected, the victim suffers tremendously in mind and body. They stray, worry, wonder, feel helpless and isolated, sink into desperation, and finally vanish. Seeing too many partings in life or death, one will be overwhelmed by strong feelings. Before leaving this world, AIDS patients have endless words of love, hatred, and complaints to tell. They do not want to die. Their cry for life and their family members’ weeping will crush your heart and make you cry too. Why do they dare not identify themselves? The misleading propaganda has named AIDS a sex-related “dirty disease,” and AIDS patients risk endless discrimination if they are identified.
