(3) When will the Government equalise the cost of electricity so that all New South Wales users pay 11.5c⁄kWh? Answer— The Department of Energy Utilities and Sustainability has advised me: (1) to (3) Prices for electricity for small retail customers on a standard supply contract are determined by the Independent Pricing and Regulatory Tribunal (IPART), an independent body that oversees economic regulation of the water, gas, electricity and public transport industries. IPART determines prices based on an assessment of costs incurred by retailers and network operators in providing electricity to customers within their particular supply district. Prices to customers will 953 LEGISLATIVE ASSEMBLY QUESTIONS AND ANSWERS FRIDAY 17 NOVEMBER 2006

therefore vary between the supply districts and reflect the different costs incurred by retailers supplying electricity to their customer bases. Where there are higher prices, these may be linked to higher network costs due to lower customer numbers and the greater distances to be covered in supplying energy to customers in remote areas. Rural energy customers do not subsidise urban energy customers.
