    West Dunbartonshire Local Development Plan Proposed Plan SEPTEMBER 2013 Foreword Welcome to the Local Development Plan for West Dunbartonshire. This is a plan for challenging economic times. It seeks to strike the correct balance between encouraging the development of our economy and communities whilst protecting the environment that makes West Dunbartonshire an attractive place to live, visit and invest. The Plan has a focus on ‘Our Changing Places’, those areas and sites within West Dunbartonshire where the Council wants or expects to see change. The Plan provides a positive framework to try and get these regeneration sites moving. The Plan identifies land for over 5,000 new houses. It identifies almost 50 hectares of land for new business and industrial uses throughout the authority area, providing opportunities for business and employment growth. It recognises the importance of strengthening our town centres and identifies opportunities within them for over 10,000 sq.m of new retail development. The Plan recognises it is time for the step-change to be made towards a more sustainable future. It sets a framework for renewable energy developments. Development is directed towards locations that can be accessed by public transport and away from areas that may be affected by more frequent and severe flooding. A framework is set to encourage all new development to contribute towards the creation of successful places. Our natural and heritage resources are protected. These include the Antonine Wall World Heritage Site and the Inner Clyde Special Protection Area which are both of international importance.     Introduction. Bonhill Parish in olden times, according to early charters, was spelt “Bochlul” “Buthelulle” and “Bohtlul”. The Parish derives its name from the Gaelic word Bog-n’- uill, meaning “foot of the rivulet”. Gradually through the years the word changed until we now have Bonhill. The villages of Bonhill Parish are better known as the Vale of Leven and are named Bonhill, Jamestown, Balloch and Alexandria. They are all situated in the Leven Valley through which the river Leven flows, the second swiftest river in Scotland. According to reliable authorities the first reference to Bonhill Parish, that so far has been found, is in a charter of 1270. This charter was granted by Maldowen, the third Earl of Lennox in confirming a grant made to the church at Glasgow of “the land of Hachenkeroch, in the Parish of Buthelulle”. The Vale of Leven is bounded on the north by Loch Lomond on the south by the Burgh of Dumbarton, the tail end of the Grampians on the west and a lesser range of hills on· the east. The Vale of Leven is famous for its romantic beauty and go where you will there is no place to compare with “the beautiful Vale”. There is one snag and that is capitalism. The industrialists in erecting their factories gave no consideration to the beauty of the valley and ugly factories were dumped down with large chimney stalks reaching to the sky, belching foul black smoke. The Vale of Leven is the gateway to Loch Lomond, the most beautiful Loch in the world.

Purpose 1.1 The Committee, at its meeting on 17 September 2008, requested a background report on the current proposals to amend the constituency boundaries for the Scottish Parliament. 2. Background 2.1 Legislation provides for regular reviews of constituency boundaries and the new boundaries will be in effect for the next Scottish Parliament elections to be held in May 2011. Reviews are carried out by the Boundaries Commission for Scotland. 2.2 The Commission published its provisional proposals for the review on 14 February 2008. These proposals advertised in the local press and notices with explanatory information were lodged for consultation in council offices and main libraries. The proposals were submitted to Council at its meeting of 27 February. They comprise:- 1) linking two of West Dunbartonshire’s wards, Clydebank Central and Clydebank Waterfront, with part of the Renfrewshire Council area to create the North Renfrewshire and Clydebank Burgh Constituency; and 2) joining the Kilpatrick Ward with Dumbarton, Lomond and Leven wards and two wards of Argyll and Bute Council to form the Dumbarton and Helensburgh County Constituency. 2.3 The Council duly objected to the proposals for both constituencies on the grounds that Kilpatrick Ward should not be split from the other two Clydebank wards and that the linking of Clydebank Central and Clydebank Waterfront wards with areas in Renfrewshire Council was anomalous and unacceptable. 2.4 Where a local authority submits an objection to a proposed boundary, a Local Inquiry must be held.

Purpose of Report 1.1 On Thursday, 13 September 2012 the Boundary Commission for Scotland published its revised proposals for United Kingdom Parliamentary Constituencies for an eight week final public consultation period. This report advises the Committee of those revised proposals and makes recommendations on action in response to the final consultation. 2. Background 2.1 At its meeting on 1 December 201 1, the Committee noted the statutory requirement for a review of United Kingdom Parliamentary Constituencies, the initial proposals formulated by the Boundary Commission for Scotland and the consultation arrangements. The Committee then agreed to appoint a Working Group to give consideration to the initial proposals and, at its meeting on 15 December 2011, the Council noted the recommendations of the Working Group and approved, for submission, a consultation response. 2.2 At its meeting on 1 December 2011 the Committee noted also that, following the initial twelve week consultation period, the Boundary Commission for Scotland would publish on its website the representations received and the record of the public hearings and would invite written comments during a further period of four weeks. This was done and, at its meeting on 14 March 2012, the Council noted the consultation responses and approved a submission which, with the benefit of additional considerations arising from the consultation responses, adhered to the initial consultation submissions made by the Council. 2.3 Having considered all responses, the Boundary Commission for Scotland has now published revised proposals for an eight week final public consultation period.

Context Area Name of creator Vale of Leven Academy Administrative / Biographical history Vale of Leven Academy is a non-denominational, co-educational secondary school in Alexandria, West Dunbartonshire. The school was established in 1884. The original school building, built in 1884, now houses Christie Park Primary School while Vale of Leven Academy has occupied its present site in the south of Alexandria since 1962. In 2002 a fire destroyed one of the school building and between 2008 and 2009 a new school building was constructed which opened for the beginning of term in August 2009. The present school motto is 'Achieving Together' while the previous motto, in use between 1884 and 2010, was 'Virtus Sola Nobilitas' (Virtue is the only nobility).
