It attracts huge number of local, national and international tourists during every blooming season. This spectacular phenomenon happens only once in twelve years, thus it has got its own novelty which is never ending. Each blooming season witnesses an increase in number of visitors comparing to its previous blooming seasons. After 2006, in this year ‘2018’, Kerala is once again getting ready to extend a warm welcome to this marvelous event which will be having its peak time between the months of July to October. The forest department is expecting a total of 8 lakhs visitors in this Neelakurinji season. This study was undertaken as per the outcome of the meeting held on 11/10/2017 chaired by Hon. Chief Minister regarding Neelakurinji Blooming Season Preparedness (vide letter no. DM1/76/2017-DMD). The study conducted by Kerala State Disaster Management Authority (KSDMA) mainly focused in identifying and preventing possible hazards which may cast dark shadow over this remarkable event through effective planning and preparedness on department basis. Approximately 1640 km2 area was demarcated and selected for conducting this study. The area is highly susceptible to major hazards like Landslides (High & Medium Hazard Zones), Flashfloods, Road accidents, Human animal conflicts etc.

Fortyfive species of crops were destroyed by wild animals in Kerala and major among them were paddy (Oryza sativa ). coconut palm (Cocos nucifera). plantains (Musa sp.), cassava (Manihot esculenta). arecanut (Areca catechu), coffee (Coffea arabica ), oil palm (Elacis guineensis), pepper (Piper nigrum). jack tree (Artocarpus heterophyllus ). mulberry (Morus alba) and mango (Mangifera indica). The main animals involved in crop damage were elephant (Elephas maximus ). gaur (Bos gaurus), sambar (Cervus uni- color). wild boar (Sus scrofa ). bonnet macaque (Macaca radiata). common langur (Presbytis entellus). blacknaped hare (Lepus nigricollis) and pea fowl (Pavo cristatus). Among these. elephant and wild boar did maximum damage. Of the total compensation claimed by the farmers only 8.2% was sanctioned by the Kerala Forest Department. Highest crop damage (30%) was recorded from the forest Ranges coming under the Northern Circle: pineapple (47%), sweet potato (47%).tapioca (42%). alocassia (39%). beans (25%) and plantains (23%) recorded highest percentage of damage.

All rights reserved 3 ABSTRACT This paper highlights certain issues - analytical and empirical-associated with the classification by the Kasturirangan Committee of the environmentally sensitive areas in the Western Ghats region and their recommendations for environmental protection of the same. By drawing from Amartya Sen’s critique of the Report by Brundtland Commission – Our Common Future - the paper makes the case for a pro-freedom and choice based approach to environmental sustainability and argues that the approach of the Ministry of Environment and Forests has the potential of straining the centre-state relations. Finally the paper draws the broad contours of a plausible way forward. 4 1. Introduction The Union Ministry of Environment and Forests (MoEF) had issued notifications severely limiting mining, quarrying and sand mining, building and construction projects, townships and area development projects and certain category of industries in the Ecologically Sensitive Areas (ESA) of the Western Ghats.
