IN BRIEF y of military service GOV. ANDREW CUOMO IS EXPECTED TO HIGHLIGHT A NEW STATE INFRASTRUCTURE investment fund when he gives his State of the State address Wednesday in Albany. The annual speech will lay out the governor’s agenda for the coming year and focus on economic growth and job creation. Mr. Cuomo introduced the idea of an infrastructure fund in his tax reform plan last month, but an insider says the governor will boost the initial size of the fund to about $3 billion from $1 billion. THE NATIONAL LABOR RELATIONS BOARD HAS ISSUED AN AMENDED COMPLAINT THAT ADDS to charges it had previously filed against Target in connection with a union organizing drive at the retail giant’s Valley Stream, L.I., store last year. The new charges allege Target’s employee handbook contained content that violated labor law.Target has repeatedly denied it did anything wrong in the run-up to the election, in which the workers rejected unionization. SALES OF PHYSICAL BOOKS FELL 9%, TO 640.6 MILLION, THROUGH DEC. 25, ACCORDING TO Nielsen BookScan, which tracks 75% of the market. That compares with a drop of 4% in 2010 and 3% in 2009. Mass-market paperbacks were hit particularly hard, with sales off 23%, to 82.2 million copies. More troubling, perhaps, was the 10% drop, to 164.1 million units, in the adult hardcover category, which is the industry’s biggest moneymaker. BookScan does not track e-books, so it’s not known whether total unit sales would have held steady if digital sales were included. Ⅲ BY THE NUMBERS

New brand of e-cigarettes lights up igarette smokers have become pariahs nationwide, as multiplying Cmunicipal laws limit their options to light up. Enter Jeffrey Hill,a former P&G executive and smoker who just launched Spire Electronic Cigarettes, sinking $7 million of his own money into the business. ¶ Spire products are currently being sold at a handful of New York City bars and clubs, including Webster Hall, but Mr. Hill plans a national rollout this month, replete with “brand ambassadors”—returning Iraq War veterans and others—who will help promote the smokeless smokes to his target audience: the military, college students and others. ¶ “There are 47 million smokers in this country, and they are treated like second-class citizens,” said Mr. Hill, who believes his experience marketing brands such as Scope and Pert will help him build his company.“We are marketing Spire as a way to address smokers’ needs.” ¶ Electronic cigarettes, which are battery-operated and emit an odorless vapor, do not contain tobacco but do have small amounts of nicotine. Advocates say they are a healthier alternative to regular cigarettes, but lawmakers across the country, including in New York, have already proposed e-cigarette bans, claiming that not enough research is available on the product. ¶ Mr. Hill is taking a proactive approach to the legislative storm. ¶ “I’m trying to set up a meeting with the mayor’s office,” he said, to propose an idea he has for an NYC-branded cigarette,
