UNIVERSITY TEACHING AND ADMINISTRATION: St. Francis College President and Professor of Philosophy and Political Science (with tenure) from July 1996 to present. St. Francis is a Franciscan liberal arts college founded as St. Francis Academy in 1858 in Brooklyn, NY by the Franciscan Brothers of Brooklyn. It is an independent Catholic college with approximately 2,000 undergraduates and 202 faculty. Teaching responsibilities include Political Science, Business Law and Philosophy. Yeshiva University/Benjamin N. Cardozo School of Law Dean of the Law School at Benjamin N. Cardozo School of Law and Professor of Law (with tenure) from August 1991 to August 1996. Served also as Professor of Political Science in Yeshiva College. The Dean is the Chief Academic Officer of the law school which has approximately 935 students enrolled in the program leading to the degree of Juris Doctor. Teaching responsibilities included Contracts, Legal Process and Legal Writing. Columbia University Professor of Business in the Graduate School of Business from 1987 to 1991, with teaching 1 and research interests in business law, government regulation of business, and not- for-profit management. Served as Associate Professor of Business in the Business Law and Taxation Department (1970-1971), and Assistant Vice President for Academic Affairs for the University and Adjunct Professor (1973-1974). Was university representative to state and federal governments, and to state and national education associations (e.g.: American Council on Education, Association of American Universities and Commission on Independent Colleges and Universities of New York State), assisted with the coordination of academic affairs between the central administration and various schools within the University. Served as Chairman of Advisory Committee of Columbia Business School Community Collaboration. Served on doctoral panels in political science and education. Taught as Adjunct Professor of Business in Business Law and Taxation Department in Summers 1985-1987, and as Professor of Education in Teachers' College in Summer 1991. Maintained faculty positions and status at the City University while on leave of absence to serve in other public service positions. EXECUTIVE POSITIONS The New York City Partnership, Inc. Served as President and Chief Executive Officer (1983-1987) of a business and civic organization consisting of a board of 120 leaders in New York City, founded and chaired by David Rockefeller. It is dedicated to improving economic and social conditions in New York City through operating programs such as the New York City Housing Partnership, Join-A-School, Summer Jobs, Crime Stoppers and the Partnership for Neighborhood Safety. Staff, including on-loans, of more than 100, with budget in excess of $8 million annually. Continue to serve as honorary Partner. Named as Executive Director of Summer Jobs '88, a collaborative effort of The New York City Partnership and New York Newsday, which placed more than 48,000 youngsters in private sector jobs in the Summer of 1988. The New York City Board of Education Served as the chief school officer (Chancellor) of the New York Public School System (1978-1983). Supervisory responsibilities included the educational program of almost 1,000,000 students from kindergarten through high school, with an annual budget of more than $3 billion. The system is the largest in the nation, with over 100,000 employees. Served simultaneously in 1982 as Principal, Jamaica High School. During the administration of New York City Schools, reading and mathematics test scores of New York City's pupils exceeded national norms for the first time since tests were administered (1969). The New York State Emergency Financial Control Board for New York City Served as the director of staff and chief deputy (Deputy Director) (1975-1976) to the Executive Director. Responsible for preparing reports that monitored and supervised the administration of the fiscal crisis by the 3 City government, and for assuring compliance with the Financial Plan of New York City. PUBLIC SERVICE AND RESEARCH POSITIONS: The Academy of Political Science Board Member since 1984. President and Executive Director from 1987 to 1992. The Academy was founded at Columbia University in 1880. It promotes objective, scholarly investigation of political, social and economic problems. Through its conferences and publications, The Political Science Quarterly and The Proceedings of the Academy of Political Science, it seeks to inform the public by presenting divergent views of these problems. Was also Senior Research Associate at the Academy in 1970-1971. The New York City Charter Commission Appointed by Mayor Bloomberg as Chair of the 11 member commission in March 2003. The Commission was charged with studying proposals on non-partisan elections, budget reforms, organizational reform of city agencies and procurement. The proposals were defeated by New York City voters in November 2004. The New York City Districting Commission Appointed by the Democratic members of The New York City Council and elected as Chairman by the 15 member Board in 1990. Charged with drawing new City Council district lines pursuant to The New York City Charter and The United States Voting Rights Act, enlarging the Council from 35 to 51 members for the municipal election of 1991. Served until February 1992, when work was completed. The New York City Charter Revision Commission Member of the 15 member Commission, chaired by Richard Ravitch, and created by Mayor Edward Koch in 1986. Charged with revising the New York City Charter. Recommendations were approved by a 4-1 margin by the voters in the election of 1988. Also served on the prior New York City Charter Commission, chaired by Michael Sovern, whose revisions to the City Charter were approved by the voters in November 1983. Served until elections were held approving recommendations. The proposal 4 was defeated by New York City voters in November 2004. The New York City Campaign Finance Board Member of a 5 member Board responsible for oversight of the system which handles the public financing of municipal elections. Appointed by City Council Majority Leader Peter Vallone for a three year term (1988- 1991). Resigned in December 1988 to run for public office as New York City Comptroller. The New York City Water Board Member of a 7 member Board responsible for the oversight of the New York Water System, appointed by Mayor Koch in 1985. Served on the NYC Water Authority Finance Audit Committee as representative of the Water Board. Served until September 1988. The New York City Tax Study Commission Member of 17 member Commission, chaired by Edward Sadowsky, to report on the impact of Federal Tax Reform on the City and to make recommendations on changes in City Tax law. Appointed in 1986 by Mayor Edward Koch and City Council Majority Leader Peter Vallone. Served until January 1990.
