June 23, 2016 Offensive against the Syrian City of Manbij May Be the Beginning of a Campaign to Liberate the Area near the Syrian-Turkish Border from ISIS Syrian Democratic Forces (SDF) fighters at the western entrance to the city of Manbij (Fars, June 18, 2016). Overview 1. On May 31, 2016, the Syrian Democratic Forces (SDF), a Kurdish-dominated military alliance supported by the United States, initiated a campaign to liberate the northern Syrian city of Manbij from ISIS. Manbij lies west of the Euphrates, about 35 kilometers (about 22 miles) south of the Syrian-Turkish border. In the three weeks since the offensive began, the SDF forces, which number several thousand, captured the rural regions around Manbij, encircled the city and invaded it. According to reports, on June 19, 2016, an SDF force entered Manbij and occupied one of the key squares at the western entrance to the city. 2. The declared objective of the ground offensive is to occupy Manbij. However, the objective of the entire campaign may be to liberate the cities of Manbij, Jarabulus, Al-Bab and Al-Rai, which lie to the west of the Euphrates and are ISIS strongholds near the Turkish border. For ISIS, the loss of the area is liable to be a severe blow to its logistic links between the outside world and the centers of its control in eastern Syria (Al-Raqqah), Iraq (Mosul). Moreover, the loss of the region will further 112-16 112-16 2 2 weaken ISIS's standing in northern Syria and strengthen the military-political position and image of the Kurdish forces leading the anti-ISIS ground offensive. -

Medium-Term Foreign Policy Strategy of the Slovak Republic Medium-Term Foreign Policy Strategy of the Slovak Republic until 2015 Determinants of Foreign Policy of the Slovak Republic Interactions between the Slovak Republic’s internal environment and interests on the one hand and its external environment on the other hand determine the foreign policy of the country. With its internal potential the Slovak Republic has traditionally belonged among the countries pursuing active international co-operation. Spiritual background of the citizens of Slovakia had been formed in the historical constitutional, legal and social conditions of Central Europe. Educational and cultural environment in Slovakia is comparable with that of other European countries. The existing democratic political situation, respect for human rights and the rule of law guarantee political stability and equal opportunities for all. The socio- economic development of the society has been significantly affected by the preceding transition period. The functioning market economy and successful completion of necessary reforms suggest, sustainable improvements in the standard of living in Slovakia. Similarly to other European countries, in a long-time perspective demographic development continues to be an open issue. External environment of the Slovak Republic is characterised by various parameters and their interrelationships. The geographic location of Slovakia, the size and location of its neighbouring countries are the factors that permanently influence its foreign policy. The dynamically changing external environment is constituted, besides states and international organisations, by various non-state players of economic, political or social nature. Membership in the European Union and in the North Atlantic Treaty Organisation has substantially altered the relations between Slovakia and its external environment. -

NATO'S FUTURE: A TALE OF THREE SUMMITS1 HANS BINNENDIJK, SENIOR FELLOW, CENTER FOR TRANSATLANTIC RELATIONS, JOHNS HOPKINS UNIVERSITY SAIS NOVEMBER 2016 SUMMARY NATO tends to make progress on key policy issues and capability from summit to summit. Major shifts in the orientation of the Alliance can be traced to significant summits like London (1990), Washington (1999), Prague (2002), and Lisbon (2010). During the past two years, NATO has held a summit in Wales (4-5 September 2014) and one in Warsaw (8-9 July 2016). A third mini- summit is planned for Brussels in 2017. These first two summits taken together again significantly shifted the focus of the Alliance in the face of a series of new and dangerous challenges in the East and South. They shifted NATO’s posture in the East from benign neglect to allied reassurance to some degree of deterrence. The proposed force posture is inadequate to defeat a determined Russian short warning attack. Considerable increases in forward deployed forces (perhaps seven brigades) plus strengthened reinforcements would be necessary for NATO to hold its ground. But the Warsaw formula does provide what might be called “deterrence by assured response.” In the South, Allies recognized the complexity of the threats to Europe and sought to define NATO’s role in dealing with them. The third summit next year in Brussels could set the stage for further progress on both fronts. Much more still needs to be done. But with these fairly dramatic changes, NATO is in the process of once again restructuring itself so that it will not be “obsolete” in the effort to provide security for the transatlantic allies. -

Congressional interest in South Korea is driven by both security and trade interests. Since the early 1950s, the U.S.-ROK Mutual Defense Treaty commits the United States to help South Korea defend itself. Approximately 28,500 U.S. troops are based in the ROK, which is included under the U.S. “nuclear umbrella.” Washington and Seoul cooperate in addressing the challenges posed by North Korea. The two countries’ economies are joined by the Korea-U.S. Free Trade Agreement (KORUS FTA). South Korea is the United States’ seventh-largest trading partner and the United States is South Korea’s second- largest trading partner. Between 2009 and the end of 2016, relations between the two countries arguably reached their most robust state in decades. Political changes in both countries in 2017, however, have generated uncertainty about the state of the relationship. In 2012, he became the first American to hold the position of NATO Deputy Secretary General — the Alliance's second most senior international civil servant — a post from which he retired on 17 October 2016, handing over to Ms Rose Gottemoeller of the United States. A long-time student of Russian Affairs and international relations, Ambassador Vershbow received a B.A. in Russian and East European Studies from Yale University and a Master's Degree in International Relations and Certificate of the Russian Institute from Columbia University. During his career, he has held a series of key assignments, including that of U.S. Ambassador to NATO from 1998 to 2001; "one of the most difficult periods on the international arena since the Cold War," Polish President Andrzej Duda said as he honoured Ambassador Vershbow with Poland's highest distinction of its kind, the Grand Cross of the Order of Merit of the Republic of Poland, at Warsaw's Belweder Palace, on the eve of the Warsaw Summit. Wolters and Command Senior Enlisted Leader (CSEL) of Allied Command Operations (ACO) CSM Siim Saliste, CSEL of the Slovak Armed Forces SMG Vladimír Beluš attended the International Senior Enlisted Seminar (ISES) for NATO and invited CSELs at the George C. Issue 26 ● Vol. VIII ● www.mosr.sk/ebulletin/ Marshall European Centre for Security Studies, Garmisch-Partenkirchen, Germany. ISES was attended by CSELs from over 40 countries and NATO and U.S. HQs from all over the world. The ISES seminar focused on stepping up the readiness and cooperation amongst top representatives of the NCO Corps from NATO and accession countries following changes to the operational and strategic landscape, as well as on resolving issues related to the NCO Corps structure in the field of training and transformation. At ISES, SMG Beluš delivered a presentation on the Slovak Army’s course for NATO NCOs – Battle Staff NCO Course. Several NATO and Partner countries, including Ukraine and Finland, showed interest in attending the course. Apart from ISES, SMG Beluš held a series of bilateral meetings with the highest representatives of the NCO Corps from the CZE, HUN, POL, and UKR Armed Forces. Only a few officers are commanders at any particular moment, but every officer is a leader. Indeed the Army and Marine Corps insist that lead- ership is the common responsibility of every Soldier and Marine.1 The Air Force says “Any Airman can be a leader and can positively influ- ence those around him or her to accomplish the mission.”2 A conse- quence is that almost every officer considers himself or herself good at leadership, but perspectives on method differ depending on individual circumstances and experiences. This chapter discusses leadership from four different but overlapping viewpoints: accomplishing the mission and taking care of the troops; three concepts of leadership; Service approaches; and “tribal wisdom,” views of leadership expressed by senior professionals. 57 Accomplishing the Mission and Taking Care of the Troops Leaders are expected to guide their followers to mission success at least possible cost. Lord Moran, who served as a medical officer on the Western Front in World War I, and was Churchill’s doctor and con- fidant in World War II, defined leadership as “the capacity to frame plans which will succeed and the faculty of persuading others to carry them out in the face of death.”3 Moran was skeptical of a requirement for fine character, the honorable virtues, in a leader, but found that a reputation for achieving success was the essential middle term between the ability to formulate a course of action and persuading others to implement it.
