Ovaj fantastičan iskorak koji je napravio Fond zdravsta sa svojim informa- cionim sistemom za veći dio stanovništa je nejasan. Svi u ICT branši razumiju koliko je bitno što je ovaj sistem počeo da funkcioniše. Treba pohvaliti ljude koji su imali razumijevanja, smogli snage i krenuli u informatizaciju zdravstvenog sistema. Potrebno je iskoris- titi sve što tehnologija nudi u sprezi sa znanjem i potruditi se da i građani shvate da će benefiti u budućnosti biti mnogo veći. Lično iskustvo u posljednjih par dana me je potstaklo da pomenem ovaj značajni informatički iskorak koji se, za nevjerovat, dogodio u Crnoj IMPRESUM Gori prije nego što će se dogoditi u zamljama okruženja, a čini mi se Izdava~: i velikom broju zemalja Evropske unije. Prvi put na crnogorskom tržištu dostu- pan je netbook sa integrisanim modemom za mobilni internet. Netbook (mini laptop) je veoma jednostavan za upotrebu, tako da korisnici na najbolji način mogu iskusiti sve prednosti mobilnog interneta u T-Mobile mreži. Izvršni direktor Georg Mundl je istakao da je strateški cilj T-Mobile-a u svakoj zemlji da bude najinovativnija kompanija, s najmod- ernijim uslugama i iskustvom u korišćenju mreže. integrisan modem, za lako i jednostavno surfovanje interne- tom na svim područjima pokrivenosti T-Mobile mrežom, potrebna je još samo DATA SIM kartica (ili usluga Mobilni In- ternet).     MONTENEGRO PREFACE Podgorica, the capital of Montenegro, lies in a broad plain crossed by five rivers and surrounded by mountains, just 20 kilometers from the Albanian border. The city has a population of around 180,000 people. Bombed into rubble during World War II, Podgorica was rebuilt into a modern urban center, with high-rise apartment buildings and new office and shopping developments. While the latest Balkan war had a low impact on the physical structures, the economic sanctions had a devastating effect on employment and infrastructure. With the help of foreign investment, urban renewal is evident throughout the city, but much of it may still appear run down. Podgorica has a European-style town center with a pedestrian- only walking street (mall) and an assortment of restaurants, cafes, and boutiques. To many, its principal attraction is as a base for the exploration of Montenegro’s natural beauty, with mountains and wild countryside all around and the stunning Adriatic coastline less than an hour away. This is a mountainous region with barren moorlands and virgin forests, with fast-flowing rivers and picturesque lakes; Skadar Lake in particular is of ecological significance. The coastline is known for its sandy beaches and dramatic coves: for example, Kotor – the city that is protected by UNESCO and the wonderful Cathedral of Saint Typhoon; the unique baroque Perast; Saint George and Our Lady of the Rock islands – all locations that tell a story of a lasting civilization and the wealth of the most wonderful bay in the world. The area around the city of Kotor is a UNESCO World Heritage site for its natural beauty and historic significance.

A mapping of the disinformation and counter-disinformation landscapes in the region in the period from 2018 through 2020 reveals three key disinformation challenges: external challenges to EU credibility; disinformation related to the COVID-19 pandemic; and the impact of disinformation on elections and referenda. While foreign actors feature prominently – chiefly Russia, but also China, Turkey, and other countries in and near the region – the bulk of disinformation in the Western Balkans is produced and disseminated by domestic actors for domestic purposes. Further, disinformation (and information disorder more broadly) is a symptom of social and political disorder, rather than the cause. As a result, the European Union should focus on the role that it can play in bolstering the quality of democracy and governance in the Western Balkans, as the most powerful potential bulwark against disinformation. The first is the decision of the Court of Appeals to overturn the verdict of the Higher Court which found the former vice-president of the Municipality of Budva Dragan Marović, former Mayor of Budva Rajko Kuljača and MP of the Democratic Party of Socialists (DPS) Đorđije Pinjatić guilty of corruption in the “Zavala” case. Regardless of whether the defendants were really guilty or – according to the vice-president of DPS Svetozar Marović – a “political target”, there is little doubt that the ruling of the Higher Court last year was one of the reasons why the EU decided to begin negotiations with Montenegro. The outgoing EU ambassador to Montenegro Leopold Maurer congratulated the country at the time for making a precedent and convicting a high government official for corruption. Montenegro has established the formal, legal and institutional bases of an independant state. In the following period, complete attention must be given to strengthening the institutions and essential implementation of the legislative frame. All international instruments to which the State Community of Serbia and Montenegro had acceded, have also been ratifi ed. The fi rst Presidential Elelctions, after the renewed statehood, were held on 6 April, and Filip Vujanovic was elected in the fi rst INTRODUCTION round of the elections. Montenegro has made progress also in European and Euro-Atlantic integrational pro- cesses. It is a candidate for joining the European Union, and signifi cant progress has been made in joining NATO, IMF and other international organizations. On the domestic and foreign politics plans, the situation is stable. Montenegro is the only state in the region which, except for minor technical issues, does not have open issues with the surrounding states. According to the estimates of the Progress Report of the European Commission and other numerous organizations, the major problems are corrup- tion and organized crime.
