Computational Modelling and Simulation are fundamental subjects in engineering and sciences. CHINA’S FOREIGN POLICY GAMBLE AUGUST 2020 Introduction François Godement The packaging and selling of China’s foreign policy and diplomacy has become a hard task, even for China- based experts who try not to depart too much from the Party-state’s scripts. The examples glimpsed for the three articles in this issue of China Trends cover only a few of the issues and conflicts that Xi Jinping’s “new era” has brought to the fore. Discourse management – an issue that is often divorced from reality – the explanations now used for the South China Sea, and the reasons for the deviation from normal diplomatic behavior by several envoys in the past year – are considered here. But other issues could be added: China’s stepped up naval and air actions around Taiwan (which of course is NOT considered an act of foreign policy for China), ever more persistent action in the area of the Senkaku islands, and a violent border confrontation with India around irredentist Chinese claims. In a broader view of things, China’s rising military strength has so far not led to out of the region confrontations. China has even restrained its “showing the flag” actions around Europe since the 2017 circumnavigation of our continent, and it concentrates The reality is that China has on commercial penetration, technology acquisition and discourse management. Yet even there a grey zone has appeared, with more and more high-profile cyber actions, not made any openings to manipulation of information through social media, including bots. International reforms in these international organizations would seem to be an ideal ground for increased influence from China, since the Trump temptation to withdraw dismays its partners. -

The Dark Side of the Toy World Investigation into the Sweatshops of Disney, Mattel, Hasbro, and Walmart November 27, 2017 1 Executive Summary Chinese toy factory workers must distant themselves from their parents and children, leave behind their loved ones to go and work in a place entirely unfamiliar to them and must become accustomed to that area’s way of life. Every day workers toil for 12 hours, and if they do not work overtime, can only earn 250 USD a month, leading to workers desperately working overtime to barely maintain their livelihood. While not informing workers of the situation, the factory uses harmful chemical products. Dormitory conditions are extremely poor, with eight or more workers crammed into a small room. The factory makes use of various methods to penalize workers who violate factory regulations. China Labor Watch has been investigating working conditions in toy factories since 1999 and for over 18 years, this kind of tragedy has been constantly occurring. On August 11, 2017, China Labor Watch dispatched three investigators to the Shaoguan Early Light, Dongguan Changan Mattel, Dongguan Qualidux (Guangda), Shenzhen Winson (Taiqiang) toy factories to conduct a thorough investigation of the working conditions. They interviewed around 400 factory workers. These factories primarily produce toys for Walmart, Disney, Mattel, Hasbro, Target, Big Lots, Costco, Bandai, Infantino, Zoli, Combi, TOMY, Hama, Lanvin, and other companies. Many of these brand companies have promised to uphold the rights of factory workers, and have established codes of conduct. What we discover though, is that these brand companies continue to blatantly violate the rights and interests of workers who manufacture their products. -

The nonprofit sent undercover representatives to a variety of factories. The toy companies investigated in the report are suppliers to both Hasbro and Mattel, two of the largest and most successful toy distributors in the world. While Mattel’s alleged labor violations should take center stage, the story has been crowded out by Mattel’s advertising campaign in preparation for the holiday sales season. Read on for a look at the recent competing stories on Mattel and the concerns over labor conditions at the company. History of Mattel’s Alleged Violations Mattel, based in California but with a variety of third-party contractors in China, is the world’s biggest toy company. Mattel is responsible for the design, production and marketing of toys sold to both consumers and larger vendors (such as Toys ‘R’ Us or Target). Besides its incredibly famous Barbie, Mattel is the parent company of Fisher-Price, Hot Wheels, Matchbox, and American Girl. China Labor Watch , a nonprofit which strives to increase transparency and advocate for workers’ rights, has accused Mattel of underpaying and overworking Chinese workers. China Labor Watch’s first formal report on Mattel was published in 2012, yet the nonprofit claims to have seen little change in labor conditions in the intervening years. -

Eric Voegelin's Reception in China Copyright 2008 Professor LI Qiang Eric Voegelin wrote about China , once taught courses related to China , and even could read Chinese text. Nevertheless, he never traveled to China. During his life time, he might not expect that his ideas would have important impact on China. In the past several years, however, the name of Eric Voegelin has begun to be discussed more and more in the Chinese intellectual world. His massive writings are in the process of translating into Chinese. His main works have been seriously studied by scholars and young students alike. Chinese scholars treat Voegelin not only as someone who has contributed significantly to philosophy, politics, religion, and history, but as an important source of intellectual inspiration which might help Chinese to understand or even solve the ideological predicament China is facing today. In the following, I will first briefly review the current situation of Voegelin studies in China , I will then analyze the intellectual environment which facilitates Voegelin's reception in China , and finally, I will discuss some themes which Chinese scholars have found important in Voegelin's writings. I. Writings and translations related to Voegelin Voegelin's name was not entirely new to China before the recent surge of Voegelin interest. Since the 1980s, along with the flux of translation of Western writings in philosophy, politics and history, Voegelin's name was occasionally mentioned in some translations. For instance, a widely read Chinese translation of Contemporary European Political Ideas by Salvo Mastellone, an Italian political scientist, contains a chapter on Voegelin. -

The 19th Central Committee Politburo Alice Miller The 19th CCP Congress and the new Central Committee it elected followed longstanding norms in appointing a new party Politburo. The major exception was the failure to appoint candidates to the Politburo Standing Committee who would succeed to the posts of party general secretary and PRC premier n 2022. Appointments to the new Politburo and its standing committee, as well as to other top leadership bodies, emerged from the 19th Central Committee’s First Plenum on 25 October 2017, as reported by the plenum communiqué and as transmitted by the state news agency Xinhua the same day. The 19th Central Committee was itself elected at 19th CCP Congress, held 18-24 October, which also heard reports on the work of the outgoing 18th Central Committee and Central Commission for Discipline Inspection delivered by General Secretary Xi Jinping and by party discipline chief Wang Qishan, respectively. The New Politburo As Table 1 shows, the turnover of members from the outgoing Politburo to the new one rivals the generational transfer of membership at the last party congress in 2012 and exceeds that at the last mid-term party congress, the 17th in 2007. Including former Chongqing party boss Sun Zhengcai, who was removed for corruption in the months preceding the 19th Congress, 15 members of the 18th Central Committee Politburo stepped down and were replaced by 15 new members.
