The material includes general information about PSU Athletics with an emphasis on specific game day operations surrounding a typical PSU home football game at Hillsboro Stadium.     CASE STUDY The Case Study of the Ron Tonkin Field/ Hillsboro Hops Public-Private Partnership The Hillsboro City Council set out to expand the Gordon Faber Recreation Complex and bring professional baseball to town as a means of enhancing residents’ quality of life. In doing so, the Council had several goals, including: 1. To create a facility that could be used year-round for youth sports, adult sports, special and community events. 2. To continue to support fields for public use, particularly to support athletic programs of the Hillsboro School District, as well as regional and state university athletic programs. 3. To support local youth with the creation of new jobs. 4. To support economic development in Hillsboro and help local businesses by increasing tourism spending and related entertainment spending. 5. To build regional and national awareness of Hillsboro as a means of highlighting our exceptional community. After a significant investment of time to gather and evaluate all available information in order to reach the best informed decision, the Hillsboro City Council authorized a public-private partnership with Short Season, LLC, owners of the soon-to-be named Hillsboro Hops. The agreement called for Short Season, LLC to relocate the team from Yakima and begin play in Hillsboro in June 2013 at the Gordon Faber Recreation Complex. In the Hops’ first three years playing at Hillsboro Ballpark/Ron Tonkin Field (renamed in 2014), the team sold more than 430,000 tickets. In addition to hosting the only professional baseball team in the Portland metro area, Ron Tonkin Field continues to play host to high school football, soccer, baseball, and charity fundraising events.

    CITY VIEWS NEWS & EVENTS FOR THE CITY OF HILLSBORO November/December 2014 Hillsboro’s Home of Champions: Ron Tonkin Field September 7, 2014. It’s a day Hillsboro Hops fans will never forget. Less than 15 months after the City of Hillsboro’s Parks & Recreation Department staff opened then-named Hillsboro Ballpark, the crowd of cheering fans witnessed history being made at Ron Tonkin Field. Capping an amazing season, the Hops sealed the deal by winning the team’s first Northwest League Championship on its home turf. While the Hops’ players will try to repeat as champions next summer, Parks & Recreation Department staff know that the season never ends. For every Hops home game (there were 40 in 2014, playoffs included), Ron Tonkin Field will host eight other community events and games. You may not realize it, but Ron Tonkin Field plays host to youth soccer, lacrosse, football, high school baseball and much more, thanks to the artificial turf’s year-round benefits. “The addition of Ron Tonkin Field has provided all of our high school teams – not just baseball – the opportunity to play in a great venue and experience the feeling of playing in a big-time stadium,” said Hillsboro School District Operations Coordinator and Safety Director Casey Waletich. “We are also getting games in during winter and spring that, in past years, would have been canceled because the turf wasn’t playable. This report is a continuation and expansion of a preliminary analysis completed in March of 2012. The City is interested in a more detailed understanding of the following issues: ▪ Assessment of the extent to which baseball stadium construction activities on Softball Field #4 at the GFRC would negatively affect the existing, busy seasonal schedule of events at the softball complex. ▪ Assessment of the extent to which summer baseball games, particularly on weekends, would result in risk of losing existing, committed, and high value events historically committed to the Gordon Faber Recreation Complex. ▪ Identification of any baseball stadium‐related municipal revenue streams at other such parks elsewhere that the City of Hillsboro might consider. ▪ Identification of the potential interest by Hillsboro‐area businesses to sponsor various aspects of baseball promotion. ▪ A standard cost‐benefit analysis of the public investment and return on the baseball stadium and recruitment of a Class A minor league baseball team based on all other findings. This memorandum is a summary of our findings for this expanded assignment, but where appropriate includes findings from the previous report.     City of Hillsboro 150 E Main Street, Hillsboro, OR 97123 Americans with Disabilities Act (ADA), Title II, Self-Evaluation and *Transition Plan The Americans with Disabilities Act (ADA) originally passed on July 26, 1990 as Public Law 101- 336 (42 U.S.C. Sec. 12101 et seq.), and became effective on January 26, 1992. The fundamental goal of the ADA is to ensure equal access and opportunity to civic life by people with disabilities. The Act comprises five titles prohibiting discrimination against disabled persons within the United States. Title II of the ADA required state and local governments to make their programs, services and activities accessible to persons with disabilities. It also established physical access requirements for public facilities (buildings and sidewalks, etc.). The City of Hillsboro works diligently to ensure that all city services, programs and activities are accessible as required under the ADA, Title II. Purpose of Evaluation The purpose of this City of Hillsboro Americans with Disabilities Act (ADA) Title II Self- evaluation is to document the results of the City’s review of access to programs, services and activities by individuals with disabilities in order to determine if there are any discriminatory or potentially discriminatory practices, policies or procedures. This report contains the results of that review. The City conducted an ADA evaluation survey in order to gather input from 1) organizations representing individuals with disabilities and, 2) program and facility users. These surveys were available on-line and at all city facilities from February 15, 2012 through April 15, 2012. The City also held a public meeting on March 15, 2012 at the Hillsboro Civic Center to offer another opportunity for the community to provide feedback.
