LETTER FROM THE MAYOR August 2020 It is my pleasure to introduce the updated Hillsboro 2035 Community Plan. This edition includes new strategies and actions culled from nearly 8,000 ideas shared by thousands of people since the 2035 Community Plan was adopted in 2015. In Hillsboro, we pride ourselves in being an inclusive and equitable community as reflected in this quote from the City’s Equity and Inclusion Statement: “Equity work aims to remove barriers and eliminate social and economic disparities by centering those who have been excluded from the decision-making process”. These periodic vision plan updates are one of the many important ways STEVE CALLAWAY, MAYOR we demonstrate this as it offers new and traditionally underserved community members an equal opportunity to help inform the ways we act to bring our vision to life. The update process also ensures we’re incorporating the most up-to-date approaches and information as we evolve over time. Long-time vision observers may notice one particularly significant modification to this edition. Environmental sustainability-related actions were sprinkled throughout the original 2020 Vision. However, by 2015, community interest in sustainability had grown significantly and a Sustainability Task Force was formed to develop a comprehensive Community Environmental Sustainability Plan (ESP). Over five years, the Task Force has overseen implementation of more than 50 programs and projects to improve the environment communitywide and has identified new initiatives to build on this progress. Rather than update the ESP as a separate document, we have integrated environmental stewardship into the Community Plan, to ensure all of our sustainability objectives – social, economic, and environmental – are housed under one umbrella: “Our Shared Vision for a Sustainable Future.” A new Environmental Stewardship Committee will continue to track existing performance indicators and advise City Council on related project and policy opportunities. I also want to acknowledge the unique moment in which we’re releasing this plan. Most of the ideas were conceived at a time when a global pandemic was the furthest thing from anyone’s mind. Some actions might seem trivial given the new and pressing needs of today. Indeed, COVID-19 has been devastating for many, and we hesitated to ask partners to take on new actions given the uncertain future we face. But eventually, our team started making calls, and before long those calls became Zoom meetings and so on. What we learned is that people value and take solace in our long-term vision. Yes, we should and will continue to prioritize resources to help the community recover from this crisis. But we also need to keep moving forward. Hillsboro will rebound. It is now more important than ever to build an inclusive, engaged, and prosperous community ... together. Finally, I want to thank all of the amazing people who make visioning work for Hillsboro, including the community members who share their ideas and inspiration, the Oversight Committee, Outreach Team and others who make sure the work gets done and, ultimately, the community partners and volunteers who implement the actions that make realizing the vision possible. The Hillsboro 2035 Community Plan is our shared vision for Hillsboro’s future and a detailed action plan for working toward that collective vision. The ideas in the plan are based on input from thousands of community members in cooperation with local organizations who have agreed to share implementation responsibilities. The plan was developed by a volunteer, community-led task force representing a wide variety of interests to ensure the Vision retains a broad community focus. The Hillsboro 2035 Community Plan is modeled after Hillsboro’s original award-winning visioning effort, the Hillsboro 2020 Vision and Action Plan. Hillsboro 2020 served as a catalyst for a wide range of community enhancements, partnerships, and investments. The overarching goal of the Hillsboro 2035 Community Plan is to extend that success into the future, and guide Hillsboro’s future growth and evolution through coordinated, collaborative community engagement. HILLSBORO 2035 VISION AND FOCUS AREAS The Hillsboro 2035 Community Plan includes a vision statement and five focus areas. The vision statement describes the type of community people want Hillsboro to be by the year 2035: In 2035, Hillsboro is an inclusive, welcoming HILLSBORO multicultural community that supports a 2035 resilient, world-class economy and dynamic VISION urban tapestry while continuing to honor our agricultural heritage and commitment to environmental stewardship. Hillsboro 2035 Focus Areas are comprised as follows: ĉ Goal Statement – describes desired future conditions within a focus area by 2035 ĉ Community Initiatives – outline focused approaches to achieving goals ĉ Actions – specific steps that will be implemented to help achieve initiatives ĉ Community Partners – organizations that share implementation responsibility for actions HILLSBORO 2035 COMMUNITY PLAN 2 ECONOMY AND INFRASTRUCTURE Hillsboro’s world-class economy, advanced technical training, and innovative, GOAL business-friendly culture attracts investment and supports businesses of all STATEMENT sizes.     CASE STUDY The Case Study of the Ron Tonkin Field/ Hillsboro Hops Public-Private Partnership The Hillsboro City Council set out to expand the Gordon Faber Recreation Complex and bring professional baseball to town as a means of enhancing residents’ quality of life. In doing so, the Council had several goals, including: 1. To create a facility that could be used year-round for youth sports, adult sports, special and community events. 2. To continue to support fields for public use, particularly to support athletic programs of the Hillsboro School District, as well as regional and state university athletic programs. 3. To support local youth with the creation of new jobs. 4. To support economic development in Hillsboro and help local businesses by increasing tourism spending and related entertainment spending. 5. To build regional and national awareness of Hillsboro as a means of highlighting our exceptional community. After a significant investment of time to gather and evaluate all available information in order to reach the best informed decision, the Hillsboro City Council authorized a public-private partnership with Short Season, LLC, owners of the soon-to-be named Hillsboro Hops. The agreement called for Short Season, LLC to relocate the team from Yakima and begin play in Hillsboro in June 2013 at the Gordon Faber Recreation Complex. In the Hops’ first three years playing at Hillsboro Ballpark/Ron Tonkin Field (renamed in 2014), the team sold more than 430,000 tickets. In addition to hosting the only professional baseball team in the Portland metro area, Ron Tonkin Field continues to play host to high school football, soccer, baseball, and charity fundraising events.

The Diamondbacks provide players and coaches to the team, as well as a stadium for the baseball prospects to play their games. The team is considered a Short Season Single A baseball club that features predominately first year players (About the Hillsboro Hops, n.d.). The team was previously based in Yakima, Washington and just recently relocated to Hillsboro, Oregon in 2013. Upon moving to Hillsboro, the team acquired new ownership, new facilities and a new name. The previously named Yakima Bears became the Hillsboro Hops. Ron Tonkin Field, which has the ability to host 4,500 people at capacity, was built for the Hops and is used for youth soccer and lacrosse in the off-season (Gordon Faber Recreation Complex, n.d.). The Hops are a part of the Northwest Conference, in which it plays other short season teams in the Pacific Northwest. Although supported by the Diamondbacks, the Hops are a privately and locally owned business. Short Season LLC owns the Hillsboro Hops Professional Baseball team. There are 30 investors that are a part of the ownership group. President Mike McMurray and his wife, Vice President and CFO, Laura McMurray, live in Hillsboro. The McMurray’s are highly involved in the daily operations of the team (About the Hillsboro Hops, n.d.). The organization’s mission statement is “to provide a memorable first-class experience so that we can enrich the lives of our fans, staff, players and community” (About the Hillsboro Hops, n.d.).

All applicants must be 16 years of age or older. The Hops will be processing employment applications and accepting resumes for part-time game day positions. Applicants who attend will be given on the spot interviews with members of the Hops front office staff. The positions available include: Retail Associates, Gate Greeters, Ticket Sales Associates, Clubhouse Attendants, Bat Boys & Girls, Ushers, Kids Zone Attendants, Custodial Services (Operations), Sound Booth, Public Address Announcer and Production Assistants. In total there are approximately 60 positions available.
