  • The Case Study of the Ron Tonkin Field/ Hillsboro Hops Public-Private Partnership
CASE STUDY The Case Study of the Ron Tonkin Field/ Hillsboro Hops Public-Private Partnership The Hillsboro City Council set out to expand the Gordon Faber Recreation Complex and bring professional baseball to town as a means of enhancing residents’ quality of life. In doing so, the Council had several goals, including: 1. To create a facility that could be used year-round for youth sports, adult sports, special and community events. 2. To continue to support fields for public use, particularly to support athletic programs of the Hillsboro School District, as well as regional and state university athletic programs. 3. To support local youth with the creation of new jobs. 4. To support economic development in Hillsboro and help local businesses by increasing tourism spending and related entertainment spending. 5. To build regional and national awareness of Hillsboro as a means of highlighting our exceptional community. After a significant investment of time to gather and evaluate all available information in order to reach the best informed decision, the Hillsboro City Council authorized a public-private partnership with Short Season, LLC, owners of the soon-to-be named Hillsboro Hops. The agreement called for Short Season, LLC to relocate the team from Yakima and begin play in Hillsboro in June 2013 at the Gordon Faber Recreation Complex. In the Hops’ first three years playing at Hillsboro Ballpark/Ron Tonkin Field (renamed in 2014), the team sold more than 430,000 tickets. In addition to hosting the only professional baseball team in the Portland metro area, Ron Tonkin Field continues to play host to high school football, soccer, baseball, and charity fundraising events.

The previously named Yakima Bears became the Hillsboro Hops. Ron Tonkin Field, which has the ability to host 4,500 people at capacity, was built for the Hops and is used for youth soccer and lacrosse in the off-season (Gordon Faber Recreation Complex, n.d.). The Hops are a part of the Northwest Conference, in which it plays other short season teams in the Pacific Northwest. He concluded that, “What is actu- ally being invaded here is America and its hold on its theoretical na- tional pastime. We’re not sure exactly when this happened—possi- bly while you were busy watching a Yankees-Red Sox game—but this isn’t just America’s sport anymore. It is Latin America’s sport.” While it may not have gone that far yet, the presence of Latino players in baseball, especially in Major League Baseball, has grown enormously. In 1990, the Racial and Gender Report Card recorded that 13 percent of MLB players were Latino. In the 2009 MLB Racial and Gender Report Card, 27 percent of the players were La- tino. The all-time high was 29.4 percent in 2006. Teams from South America, Mexico, and the Caribbean enter the World Baseball Classic with superstar MLB players on their ros- ters. Stark wrote, “The term, ‘baseball game,’ won’t be adequate to describe it. These games will be practically a cultural symposium— where we provide the greatest Latino players of our time a monstrous stage to demonstrate what baseball means to them, versus what baseball now means to us.” American youth have an array of sports to play besides base- ball, including soccer, basketball, football, and hockey.

  • Estimated Age Effects in Baseball
ESTIMATED AGE EFFECTS IN BASEBALL By Ray C. Fair October 2005 Revised March 2007 COWLES FOUNDATION DISCUSSION PAPER NO. 1536 COWLES FOUNDATION FOR RESEARCH IN ECONOMICS YALE UNIVERSITY Box 208281 New Haven, Connecticut 06520-8281 http://cowles.econ.yale.edu/ Estimated Age Effects in Baseball Ray C. Fair¤ Revised March 2007 Abstract Age effects in baseball are estimated in this paper using a nonlinear xed- effects regression. The sample consists of all players who have played 10 or more full-time years in the major leagues between 1921 and 2004. Quadratic improvement is assumed up to a peak-performance age, which is estimated, and then quadratic decline after that, where the two quadratics need not be the same. Each player has his own constant term. The results show that aging effects are larger for pitchers than for batters and larger for baseball than for track and eld, running, and swimming events and for chess. There is some evidence that decline rates in baseball have decreased slightly in the more recent period, but they are still generally larger than those for the other events. There are 18 batters out of the sample of 441 whose performances in the second half of their careers noticeably exceed what the model predicts they should have been. All but 3 of these players played from 1990 on. The estimates from the xed-effects regressions can also be used to rank players. This ranking differs from the ranking using lifetime averages because it adjusts for the different ages at which players played. It is in effect an age-adjusted ranking.
