IDAHO POWER COMPANY’S FALL CHINOOK SALMON HATCHERY PROGRAM Stuart Rosenberger, Paul Abbott, James Chandler 1221 W. Idaho St., Boise, Idaho Background The current Idaho Power Company (IPC) fall Chinook salmon program was established to provide mitigation for losses associated with the construction and operation of Brownlee, Oxbow, and Hells Canyon dams which together form the Hells Canyon Complex. IPC’s current mitigation goal is to produce 1 million fall Chinook salmon smolts annually (see Origination of Idaho Power Company’s Hatchery Mitigation Program section for more details). Oxbow Hatchery, funded by IPC and operated by the Idaho Department of Fish and Game, is responsible for the incubation and rearing of up to 200,000 subyearling fall Chinook salmon. The hatchery is located on the Snake River downstream of Oxbow Dam near the IPC village known as Oxbow, Oregon (Figure 1). IPC also contracts with the Oregon Department of Fish and Wildlife (ODFW) for the production of an additional 800,000 subyearling fall Chinook salmon that were originally reared at ODFW’s Umatilla Hatchery and are now reared at ODFWs’ Irrigon Hatchery, both of which are located near the town of Irrigon, Oregon. Fish reared at both Oxbow and Umatilla/Irrigon hatcheries are released into the Snake River directly below Hells Canyon Dam with the exception of brood years 2003 to 2005 in which some of the production was released at the Nez Perce Tribe’s Pittsburg Landing acclimation facility. Similar to other fall Chinook salmon programs in the Snake Basin, Oxbow and Umatilla/Irrigon hatcheries receive eyed eggs from Lyons Ferry Hatchery, as it is one of only two broodstock holding and spawning facilities for fall Chinook salmon in the Snake Basin. -

Bald Eagle Wintering Activity Summary, 2011 - 2012 Bald Eagle Wintering Activity Rocky Reach Reservoir 2011 - 2012 Public Utility District No. 1 of Chelan County Fish & Wildlife Department Wenatchee, WA 98807-1231 Bald Eagle Wintering Activity Summary, 2011 - 2012 INTRODUCTION The Public Utility District No. 1 of Chelan County (Chelan PUD) owns and operates the Rocky Reach Hydroelectric Project along the Columbia River in central Washington. This project operates under Federal Energy Regulatory Commission (FERC) license #2145-060. Rocky Reach Dam was licensed in 1957 and began generating electricity in 1961. The operating license was renewed in 2009. As prescribed in the Rocky Reach Wildlife Habitat Management Plan required by Article 403 of the Rocky Reach license, Chelan PUD continues to monitor numbers of wintering eagles along Rocky Reach Reservoir (Chelan PUD 2010). This annual report summarizes data collected on wintering bald eagles for the winter of 2011 - 2012. HISTORY From 1975 – 1984, the United States Fish and Wildlife Service (USFWS) conducted monthly aerial surveys for wintering bald eagles along the mid-Columbia River, including Rocky Reach Reservoir (Fielder and Starkey 1980). In 1985, Chelan PUD began regularly monitoring eagles during the winter months along Rocky Reach Reservoir. The bald eagle was delisted on August 9, 2007. As a result, Chelan PUD reduced the monitoring effort from weekly to monthly during the winter months (November – March). This frequency of monitoring exceeds the level suggested in the bald eagle post-delisting monitoring plan (USFWS 2009) and should provide sufficient trend information into the future. Winter surveys allow Chelan PUD to determine distribution of wintering eagles along the Reservoir and to determine the age ratio of sub-adults: adults. -

What is the estimated cost to build a fishway at Bridge Street dam? The engineering consultant, Bonestroo, has estimated the cost at $1.3 million per the NOAA grant. 2. If the fishway is constructed next year, will it have to be rebuilt when the dam needs to be removed and replaced? Essentially no. Most of the fishway is a separate upstream structure and will not be impacted by demolition and construction of a new dam. The fishway entrance area may need to be modified if a new dam is installed or if the dam abutments are altered. 3. Why is the fishway being constructed on the west bank of the river? The west bank allows land owned by the Village of Grafton to be used for a portion of the channel alignment. Furthermore, the heaviest construction will likely be in the area currently owned by the Village (penetration of the west dam abutment). Other advantages include the appeal to tourists able to view fish entering and ascending the fishway from the riverwalk, and the known presence of shallow bedrock helping assure good foundation characteristics. Furthermore, the historic mill race crosses the area, and a portion of the mill race alignment may assist with fishway construction. 4. How long will it take to complete the construction of the fishway? The fishway will be completed by late fall of 2010. -

The section pertaining to the Rocky Reach Hydroelectric Project, FERC No. 2145, is submitted in accordance with License Article No. 408 of the Federal Energy Regulatory Commission (FERC) Order, issued April 12, 2002, amending the license for the Rocky Reach project authorizing the installation of a permanent juvenile fish bypass system. On February 19, 2009, FERC issued a new 43-year operating license for the Rocky Reach Project. Article 402 of the new license requires that …. “Within six months of the issuance date of license and by February 15 each year thereafter, the licensee shall file for Commission approval an operations plan.” The purpose of the new annual Rocky Reach operations plan, we believe, will be to supplant the former FPP, requiring all of the current reporting contents of that plan, but may also require additional information on fisheries and water-quality-related criteria and protocols. Final Regional Pacific Lamprey Workshop Minutes To: Aquatic SWG Parties Date: July 12, 2016 From: Kristi Geris (Anchor QEA, LLC) Re: Final Minutes of the Regional Pacific Lamprey Workshop The Regional Pacific Lamprey Workshop was held at Douglas PUD headquarters in East Wenatchee, Washington, on Wednesday, June 8, 2016, from 9:00 a.m. to 2:30 p.m. Attendees are listed in Attachment A of these workshop minutes. I. Summary of Discussions 1. Welcome, Introductions, and Workshop Goals (John Ferguson): John Ferguson (Aquatic Settlement Work Group [SWG] Chairman) welcomed the attendees (attendees are listed in Attachment A) and opened the meeting. Ferguson said the purpose for this Regional Pacific Lamprey Workshop is to address scientific uncertainties regarding the causes of poor adult Pacific lamprey passage over Wells Dam and to facilitate regional collaboration in addressing Pacific Lamprey in the Mid‐Columbia River Basin. Ferguson said the goals of today’s workshop include: 1) identifying critical uncertainties that need resolution; 2) discussing and possibly adjusting 2016 Pacific lamprey study designs for Wells and Rocky Reach reservoirs; 3) establishing the scientific foundation for longer term studies; 4) partitioning out adult Pacific lamprey presence and premature mortality; 5) determining more accurate passage enumeration and efficiencies; 6) aiding the prioritization of available study fish; and 7) beginning development of a more integrated approach to Pacific lamprey passage investigations at Mid‐Columbia River dams. Ferguson said today is the first of several discussions aimed at improving the Pacific lamprey resource within the respective jurisdictions of Grant, Chelan, and Douglas PUDs. He indicated the focus of today’s workshop is passage through the Rocky Reach Reservoir and Wells Dam; the Aquatic SWG will focus on fish exiting Wells Dam and migrating through the Wells Reservoir at future meetings. -

Burgi 1/, M., ASCE, Bruce M. Moyes 2/, Thomas W. Gamble 3/ Abstract. - Flood control at Glen Canyon Do, is provided by a 41-ft (12.5-rn) diameter tunnel spillway in each abutment. Each spillway is designed to pass 138 000 ft3/s (3907.7 m3/s). The spillways first operated in 1980 and had seen very little use until June 1983. In early June the left spiliway was operated for 72 hours at 20 000 ft3/s (566.3 m3/s). After hearing a rumbling aoise in the left spillway, the radial gates were closed and the tunnel was quickly inspected. Cavitation damage had occurred low in the vertical bend, resulting in removal of approximately 50 yd3 (38.2 rn3) of concrete. Flood flows continued to fill the reservoir. Both spillways were operated releasing a total of 1 626 000 acre-ft (2.0 x m3) over a period of 2 months. Exteri- sive cavitation damage occurred in both spiliways in the vicinity of the vertical bend. Introduction. - The tunnel spiliways are open channel flow type with two 40- by 52.5-ft (12.2- by 16.0-rn) radial gates to control releases to each tunnel. Each spillway consists of a 41-ft (12.5-rn) diameter inclined section, a vertical bend, and 1000 ft (304.8 m) of horizontal tunnel followed by a flip bucket.
