MINUTES OF THE PATERSON BOARD OF EDUCATION REGULAR MEETING September 15, 2010 – 7:15 p.m. John F. Kennedy High School Presiding: Comm. Best read the Open Public Meetings Act: The New Jersey Open Public Meetings Act was enacted to insure the right of the public to have advance notice of, and to attend the meetings of the Paterson Public School District, as well as other public bodies at which any business affecting the interest of the public is discussed or acted upon. In accordance with the provisions of this law, the Paterson Public School District has caused notice of this meeting: Regular Meeting September 15, 2010 at 7:00 p.m. John F. Kennedy High School 61-127 Preakness Avenue Paterson, New Jersey to be published by having the date, time and place posted in the office of the City Clerk of the City of Paterson, at the entrance of the Paterson Public School offices, and by sending notice of the meeting to the Arab Voice, El Diario, the Italian Voice, the North Jersey Herald & News, and The Record. Comm. Best: Before we begin our meeting, we’re going to ask everyone in the public to please silence your cell phones. The phones do interfere with our sound system. Thank you. PRESENTATIONS AND COMMUNICATIONS Sustainable Paterson REPORT OF STATE DISTRICT SUPERINTENDENT REPORT OF BOARD PRESIDENT PUBLIC COMMENTS It was moved by Comm. Taylor, seconded by Comm. Mendez that the Public Comments portion of the meeting be opened. On roll call all members voted in the affirmative. The motion carried. There were sixteen (16) speakers from the public. It was moved by Comm. Taylor, seconded by Comm. Irving that the Public Comments portion of the meeting be closed. On roll call all members voted in the affirmative. The motion carried. BOARD COMMENTS GENERAL BUSINESS Items Requiring a Vote PRESENTATION OF MINUTES Comm. Best presented the minutes of the August 3, 2010 Special Meeting, the August 4, 2010 Workshop Meeting, the August 18, 2010 Regular Meeting, and the August 18, 2010 Regular-Transcript Meeting, and asked if there were any questions or comments on the minutes. It was moved by Comm. Taylor, seconded by Comm. Mendez that the minutes be accepted with any necessary corrections. On roll call all members voted in the affirmative. The motion carried. CURRICULUM AND INSTRUCTION COMMITTEE Comm. Best: The curriculum committee met on August 30th to discuss action items A-1 through A-39. In my absence, Dr. Hodges presented a recap of the meeting as well as questions at the Board workshop. The district administration has been working diligently to provide answers to Board requests. Comm. Best reported that the Curriculum and Instruction Committee met, reviewed and recommends approval for Resolution Nos. A-1 through A-39: Resolution No. A-1 Intent to Partner with Passaic County Community College: U.S. Department of Housing and Urban Development (HUD) for funding through its Hispanic Serving Institutions Assisting Communities Programs (HSIAC) Introduction: To assist Hispanic-Serving Institutions (HSI) expand their role and effectiveness in addressing community development needs in their localities, including neighborhood revitalization, housing, and economic development, principally for persons of low- and moderate-income, consistent with the purposes of Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.) as amended; and Page 2 09/15/10 WHEREAS, full-service community schools provide comprehensive academic, social, mental, physical, and vocational programs and services to meet individual, family, and community needs. For the FY 2010 competition, these services may include: early childhood education, remedial education and academic enrichment activities, programs that promote parental involvement and family literacy, mentoring and other youth development programs, parent leadership and parenting education activities, community service and service-learning opportunities, programs that provide assistance to students who have been truant, suspended or expelled, job training and career counseling services, and adult education, including instruction of adults in English as a second language; and WHEREAS, Bright Futures, the Strategic Plan for PPS-2009-2014: Priority III. Goal 6: Full Service Community Schools. This initiative is currently being implemented to open PS #5 as the first FSCS in Paterson. Securing this grant would strengthen our mission and assist in the effectiveness of our planning and implementation process; and WHEREAS, the purpose of the Hispanic-Serving Institutions Assisting Communities (HSIAC) program is to assist Hispanic-Serving Institutions (HIS) of Higher Education expand their role and effectiveness in addressing community development needs in their localities, including neighborhood revitalization, housing and economic development, principally for persons of low- and moderate-income consistent with the purpose of the Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.) as amended; and WHEREAS, for the purpose of this program Notice of Funding Availability (NOFA), the term “locality” includes any city, county, township, parish, village, or other general political subdivision of a state, Puerto Rico, or the U.S. Virgin Islands where the institution is located. A “target area” is the area within the locality in which the institution will implement its proposed HSIAC program grant; and WHEREAS, the goals and objectives of the Academic Support Services: Office of Full Service Community Schools on behalf of Paterson Public Schools will partner with Passaic County Community College. This grant opportunity is in full alliance with the Strategic Plan; and WHEREAS, in Fiscal Year (FY) 2010, approximately $6.4 million is available for this program by the Department of Housing and Urban Development, Consolidated Appropriations Act, 2010 (Pub. L. 111-117 approved December 16, 2009), plus $118,178 of carryover funds; and WHEREAS, HUD will award two kinds of grants under this program, previously unfunded HSIAC Grants (Applicants who have never received a HUD HSIAC program grant) and Previously Funded HSIAC Grants. The maximum amount an applicant can request for award is $600,000 for a maximum three-year (36 months) grant performance period; now THEREFORE, BE IT RESOLVED, that Paterson Public Schools District Board of Education approves the application process and full participation U.S. Department of Housing and Urban Development (HUD) for funding through its Hispanic Serving Institutions Assisting Communities Program grant as submitted by Passaic County Community College for FY 2010, and authorize a contribution of in-kind services. Page 3 09/15/10 Resolution No. A-2 Collaborative Assessment for Planning and Achievement (CAPA) Review for Edward W. Kilpatrick School The New Jersey Department of Education conducted a CAPA Review of Edward W. Kilpatrick School on May 24-27, 2010. Edward W. Kilpatrick School is designated as a school “in need of improvement” and is currently in year 3. WHEREAS, as part of the statewide system for intensive and sustained support for schools “in need of improvement”, the CAPA team, consisting of state, district and school personnel, conducted a focused visit to the school, made classroom visitations, analyzed data, and reviewed implementation of CAPA recommendations; and WHEREAS, a draft of the school report of findings and recommendations was discussed with district and school leadership staff. Based on this collaborative effort, an action plan is developed. The report contains commendations, findings and recommendations. Action strategies and professional development recommendations that will be implemented in the upcoming school year will be included in the school’s 2010-2011 Title I Unified Plan; now therefore BE IT RESOLVED, that the Paterson Public School Board acknowledges the receipt of the CAPA review for Edward W. Kilpatrick School. Resolution No. A-3 Supplemental Educational Services (S.E.S.) for 2010-2011 School Year Resolution of the State-Operated School District of the City of Paterson, County of Passaic, State of New Jersey, to authorize supplemental educational services for the 2010-2011 school year as required under the No Child Left Behind Act. WHEREAS, under the No Child Left Behind Act (NCLB) Act signed into law on January 8, 2002, the U.S. Department of Education mandated supplemental educational services as additional academic assistance for low income students who attend Title I schools that have failed to make adequate yearly progress (AYP) and that have been identified as schools in need of improvement; and WHEREAS, the district has budgeted funds for supplemental educational services for eligible students in schools that have failed to make AYP and that have been identified as schools in need of improvement; and WHEREAS, the district has identified the following 41 supplemental service providers who have completed the contract application process under NCLB to provide the required supplemental educational services: A Tree of Knowledge Educational Services, Inc. D/B/A #1 in Learning; 1 to 1 Tutor, LLC; The Eldridge Overton School of Excellence, LLC D/B/A A.Y.P.
