Welcome from the Organisers On behalf of Mull Car Club may we welcome you to the 2019 Dunoon Presents Argyll Rally, round 5 of the 2019 Scottish Rally Championship. We are delighted to have the support of Dunoon Presents and all of their member companies for the 3rd year running. We are pleased to be based again at Dunoon Stadium where you will find HQ and our central service area. Competitors will have the option to leave their cars in the Stadium on Friday night. The stadium will be locked and there will be Security on duty. We look forward to welcoming you to Dunoon in June and wish you all a safe and successful event. The Organising Team Supplementary Regulations Article 1 Announcement. Mull Car Club Ltd. will organise a National 'B' Permit Special Stage Rally – the Dunoon Presents Argyll Rally - on Saturday 22nd June 2019. The event is a qualifying round of the following: • Motorsport UK Scottish Rally Championship (permit No.010/2019) and associated bonus schemes • Ecosse Challenge (Motorsport UK Permit No.70/2019) • SG Petch ANECCC Rally Championship (Motorsport UK Permit No. TBA in Bulletin 1) • Gazzard Accounts SD34 MSG Stage Rally Championship (48/2019) Article 2. Jurisdiction The event will be held under: • The 2019 General Regulations of The Royal Automobile Club Motor Sports Association Limited (Motorsport UK) (incorporating the provisions of the International Sporting Code of the FIA) • The Motor Vehicles (Competitions and Trials) (Scotland) Regulation 1976. • The Regulations issued by the Championships of which this event is a part • These Supplementary Regulations • Any written instructions the Promoting Clubs may issue for the event Article 3. Authorisation • Motorsport UK Permit Number : TBA in Bulletin 1 • Scottish Office Authorisation Number : TBA in Bulletin 1 Article 4. Eligibility 1. The event is open to: ● Fully elected members of the promoting Club ● Fully elected members of Clubs which are members of the following associations: ● Scottish Association of Motor Sport Clubs ● Association of North East & Cumbria Car Clubs ● Association of Northern Western Car Clubs ● Registered Competitors in the Motorsport UK Scottish Rally Championship ● All competitors must hold a valid Competition Licence issued by the Motorsport UK Ltd. 2. Competitors are reminded of the Motorsport UK's requirements for Entrant's Licences as laid down on the Licence Declaration Form and in the current Motorsport UK Year Book. 3. Where the Entrant is a legal entity, or in any case not part of the crew, the named driver on the entry form will be held solely responsible for all liabilities and obligations of the entrant throughout the event. 4. Club Membership Cards, Competition and Entrants Licences will be inspected at Signing-on. Drivers are reminded they need a valid 2019 Rally Driver National B Licence or higher. Non-Race National B Licences are not accepted for drivers. 5. Competitors requiring an upgrading signature must leave their upgrade card (including photograph) with the Secretary of the Meeting at Documentation. Upgrade cards will be returned along with the Final Results. Article 5. Format. 1. The programme for the meeting will be: Entries Open Publication of ASR’s Entries Close for seeding Tuesday 18th June 1200 hrs Competitor Information No.1 & Competitor Bulletin No.1 Issued (by e-mail) 19th June Noise Check & Scrutineering Friday 21st June 1400-1830 hrs & Saturday 22nd June 0700-0800 hrs Documentation Friday 21st June 1400-1900 hrs & Saturday 22nd June 0700-0800 hrs Drivers Briefing Saturday 22nd June 0800 Dunoon Stadium Saturday 22nd June 1630 hrs approx. Presentation of Awards Article 6. Classes The event will have 11 classes as follows: - Class Eligible Cars 1. All Two Wheel Drive cars as defined by 2019 Motorsport UK Vehicle Regulations with capacities up to and including 1450cc. 2. All Two Wheel Drive cars as defined by 2019 Motorsport UK Vehicle Regulations with capacities between 1451 and 1650cc with 8 valves. 3. All Two Wheel Drive cars as defined by 2019 Motorsport UK Vehicle Regulations with capacities between 1451 and 1650cc with 16 valves. 4. All Two Wheel Drive cars as defined by 2019 Motorsport UK Vehicle Regulations with capacities between 1651 and 2050cc with 8 valves. 5. All Historic Category 1,2,3,4 & FIA Appendix K cars complying with 2019 Motorsport UK Vehicle Regulations. All cars including Historic and Post-Historic vehicles must comply in all respects with current MSA safety requirements and be in possession of a current Motorsport UK Stage Rally Log Book and a Historic vehicle identity form. 6. Front Wheel Drive cars as defined by 2019 Motorsport UK Vehicle Regulations with capacities between 1651 and 2050cc with 16 valves. 7. Rear Wheel Drive cars as defined by 2019 Motorsport UK Vehicle Regulations with capacities between 1651 and 2050cc with 16 valves. 8. All Two Wheel Drive cars as defined by 2019 Motorsport UK Vehicle Regulations with capacities over 2051cc with 16 valves. 9. Any four wheel drive car as defined by 2019 Motorsport UK Vehicle Regulations not classified in Class 11 or 12 without a sequential gearbox(Including previously FIA homologated Group N 4WD cars). 10. All GpA four wheel drive cars, S2000 cars and R4 cars currently or previously homologated under FIA International Regulations provided these run as per their homologation papers. All Metro 6R4s and any derivative therefrom in accordance with 2019 Motorsport UK Vehicle Regulations. Any other four wheel drive car as defined by 2019 Motorsport UK Vehicle Regulations not classified in Class 12 with a sequential gearbox. 11. All WRC and R5 cars currently or previously homologated under FIA International Regulations and any derivative therefrom. For any vehicle constructed in the last 15 years which is, or is capable of being, homologated the minimum weight will be as defined in the FIA International Regulations. For any non-homologated vehicle the minimum weight will be as defined in R48.9.1. 2. Cars with forced induction will have their capacity increased by 70% or a factor of 1.7 to establish their capacity class. 3. All cars must comply with current 2019 Motorsport UK Technical Regulations and where appropriate to the FIA Regulations. (see also Article 12). 4. Should any class have less than 5 entries, the organisers reserve the right to amalgamate class awards as appropriate. 5. Historic and Post-Historic cars will be seeded within the main field. Article 7. Identification 1. Competitors must make space available to the organisers, on both front doors, for event and, if applicable, Championship identification [H29]; The official event logo/title KNC Groundworks SRC decals Organisers optional advertising 2. Competitors will be identified by Rally Plates to be fixed to front & rear of car, and by Rally Panels complying with [R6.1.3(b)] and incorporating competition numbers, to be fixed to both front doors. In addition, 250mm High Visibility numbers will be affixed to the both rear windows. Panels and High Visibility numbers will be provided by the organisers 3. All competitors are required to affix Event and Championship decals in the prescribed positions prior to presenting their cars for Scrutineering. 4. Competitors are reminded of the Motorsport UK Regulations concerning Tobacco Advertising [H28]. Article 8. Entries. 1. The Entry List opens on receipt of these regulations and closes for seeding at Noon on Wednesday 18th June 2019. Entries received after this date may be accepted at the organisers' discretion and may be appropriately accommodated in the running order, but may find themselves omitted from Press Releases, the published Entry List and the Programme. 2. The maximum entry for the event is 120 and the minimum entry is 70. The minimum for each class is 5. Should the minimum figures not be reached, the Organisers reserve the right to cancel the meeting, amalgamate classes, reduce the stage mileage, or reduce awards list as is deemed appropriate. 3. Entrants are required to indicate on their entry form their eligibility for the various Championships and Awards. 4. The order of starting will be at the organisers' discretion. To assist seeding, entrants should note their previous results on their Entry Form. A list of scheduled starting times will be posted on the Official Notice Board prior to 0800 hours on Saturday 22th June and these times will be sent by SMS text message to a number nominated at documentation. 5. Competitors are advised that the information they provide will be stored in a computer retrieval system and may be used for organisational purposes. 6. The Standard Entry Fee, which shall include one Service Pack and one Management Pack (complete with dedicated Management Route Book), is £595 for all competitors. 7. All entries must be made on the online entry system or on the official entry form, both of which can be found at www.argyllrally.co.uk If using the paper entry form this should be sent (together with the appropriate fees) to: Cathanne Maclean, 7 Bentalla Crescent, Salen, Isle of Mull, PA72 6JH. Competitors may pay by BACS, or by Cheque/Postal Order made payable to Mull Car Club. Entries will not be accepted or received verbally. The Organisers reserve the right to accept or refuse entries at their discretion. All entries will be accepted in order of receipt. 8. Entries must be withdrawn in writing. Withdrawals should be addressed to the Entries Secretary. Entries may be refunded, less an administrative charge of £30, up to 16th June 2019. Refunds for entries withdrawn after this date are at the organisers discretion. 9. In the highly unlikely occurrence of the event being cancelled prior to the start, entries will be 100% refunded with no charge.

    1968 − 1984 Colin: the busy baby by Margaret McRae Colin Steele McRae was born on August 5, 1968. It was a Monday. He was born in the William Smellie Maternity Hospital in Lanark. And he was a much-wanted child – a first grandchild for my parents, however Jim’s mum and dad already had two. It’s from Jim’s mum that Colin took the name Steele – it was her maiden name. We were living in Blackwood, about five miles from Lanark, in those days. And it was to the house in Vere Road, Blackwood that we would have taken Colin home – if we hadn’t still been renovating the cottage at the time. Instead, we went and stayed with my parents for two or three weeks while we finished the work on the house. This was actually quite a God-send as my dad wasn’t feeling too well at the time and having a newborn baby in the house really took his mind off things. He spent all of his time, just focused on the baby. Right from the off, Colin was a busy baby and, unfortunately for us, not a baby to whom sleep came easily or quickly. I think he stayed in our room for about seven weeks, before we knew the time had come for him to go into his own room. I don’t think Colin really slept through the night completely for about two years. Alister, his younger brother, was something of a revelation by comparison and slept really quickly. It’s fair to say, Colin wasn’t an easy baby.

    FOREWORD Once again, the organisers of the RSAC Scottish Rally aim to offer competitors and spectators a challenging event over some of the best stages in Scotland. We have built on the best of previous years’ events as well as introducing some new features this year. We listened to last year’s feedback from competitors and have deleted some of the less popular stage mileage from the route. This year’s rally offers: • A compact route with plenty of service opportunities. • A competitive entry fee. • Rally HQ, scrutineering and service park at Lockerbie Lorry Park, within easy reach of all parts of the UK as it is only a short distance from the motorway system. • National A ceremonial start in the centre of Dumfries, and finish in the centre of Moffat. • Prizegivings on the finish ramp. • Two Media Stages before the event, which will also allow testing opportunities, run by John Parker Associates. We are pleased to be a round of the MSA British Rally Championship, and we welcome the new sponsors Prestone and competitors from all over the world. We are proud to mark the halfway point of the ARR Craib MSA Scottish Rally Championship, and we also welcome competitors in the RSAC Motorsport Ecosse Challenge and the Border Challenge. We are also pleased to welcome our friends from the British Army Motorsports Association, whose Land Rovers have been part of the event since 1963. GENERAL 1.1 SRC Car Club Ltd will promote the 2018 ARR Craib MSA Scottish Rally Championship, incorporating the Scottish 2 Wheel Drive Championship and the SRC Challengers Championship. 1.2 The Championship is held under the General Regulations of the Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) and these Championship Regulations. The Championship Permit No. is 2018/010. 1.3 The Championship is open to fully elected members of Clubs which are members of the following associations: • Scottish Association of Car Clubs • Association of Northern Ireland Car Clubs • Association of North East & Cumbria Car Clubs • Association of Northern Car Clubs 1.4 The Championship Management Committee, elected by the clubs organising rounds of the 2018 SRC, and in accordance with the General Regulations of the MSA, reserves the right to: a.
