    Sunday, September 5, 2021, WDHS Family Update Hello Everyone, Happy Labor Day Weekend! After the rain on Friday and Saturday morning’s drizzly and dreary start, it was nice to see the sun appear in the afternoon and brighten up things a bit. Even with the mix of clouds and sunshine today, conditions are nearly ideal for Labor Day festivities. In a town like ours that caters to those on vacation, we sometimes do not get the chance to partake in the holiday quite the same way as our visitors but hopefully folks are able to enjoy some time in the outdoors and/or with family and friends. Turning our sights ahead to the week, we add another day of school this week as we ramp up the start of the year. Something that was immediately noticed and felt by staff and students last week was the number of people in the building as compared to when we finished school in June. Our population at the end of the school year was about 550 and roughly 25 students were still in the virtual setting. As of Friday, we are officially hovering around 610 students although there is still some expected fluctuation that typically occurs at the start of every school year. As I shared with the staff Friday morning, I expect we will end up with just under 600 students but that is still 25 more than we were predicting. This underlies how fortunate we are to have the space provided by our still very new high school and how grateful we are to be here.

    REQUEST FOR COUNCIL ACTION Date: December 7, 2020 Item No.: 7.i Department Approval City Manager Approval Item Description: Authorize execution of a Letter of Intent concerning the sale of 2501 Fairview Avenue, known as the Fairview Fire Station. 1 BACKGROUND 2 The City Council and the Roseville Economic Development Authority (REDA) entered into a listing 3 agreement with Bill Melin of Cushman & Wakefield to list for sale 2501 Fairview Avenue (known 4 as the Fairview Fire Station) on August 24, 2020. The property has generated substantial interest 5 and resulted in the receipt of two Letters of Intent from prospective buyers regarding their intent to 6 enter into a purchase agreement. 7 Mr. Melin listed the property at $1,650,000 based upon comparable sales in the market that have sold 8 in the last year. Mr. Melin has facilitated receipt of two Letters of Intent (LOI) to purchase the 9 property. 10 Both LOI’s are provided in attachments A and B and will be discussed extensively during a REDA 11 meeting held prior to consideration of this item. Mr. Melin and REDA legal counsel will answer 12 questions in regards to both LOI’s during closed session at the REDA meeting. If the REDA wishes 13 to accept one of the LOI’s, the City Council will need to take action to reflect that direction. If the 14 REDA declines to accept one of the LOI’s, this item can be removed from the City Council’s agenda. 15 The LOI will be a three-party agreement with the buyer, the City and the REDA.

Sider, Planning Department Staff RE: Market Analysis of the Sale of Publicly Owned TDR In May 2012, Planning Department (“Department”) Staff provided the Historic Preservation Commission (“HPC”) an informational presentation on the City’s Transferable Development Rights (“TDR”) program. In February 2013, the Department retained Seifel Consulting, Inc. and C.H. Elliott & Associates (jointly, “Consultants”) to perform a market analysis informing a possible sale of TDR from City-owned properties. The resulting work product (“Report”) was delivered to the Department in late June. This memo and the attached Report are intended to provide the HPC with relevant follow-up information from the May 2012 hearing. The City’s TDR Program Since the mid-1980’s, the Planning Department has administered a TDR program (“Program”) through which certain historic properties can sell their unused development rights to certain non- historic properties. The program emerged from the 1985 Downtown Plan in response to unprecedented office growth, housing impacts, transportation impacts and the loss of historic buildings. The key goal of the Program is to maintain Downtown’s development potential while protecting historic resources. The metric that underpins the Program is Floor Area Ratio ("FAR"), which is the ratio of a building’s gross square footage to that of the parcel on which it sits. Under the Program, a Landmark, Significant, or Contributory building can sell un-built FAR capacity to a non-historic property which can then use it to supplement its base FAR allowance. TDRs can only be used to increase FAR within applicable height and bulk controls.
